About the Position

The position is for the project titled ‘Strengthening local self-governance in selected districts of Jharkhand being implemented in 3 selected blocks in 3 districts (namely Gumla, West Singhbhum and Jamtara in Jharkhand. PHIA Foundation is implementing the program focussed on strengthening local democracy and local self-governance. The intervention districts fall under the 5th Scheduled Area wherein provisions of Panchayats (Extension to Scheduled Areas) Act 1996 (PESA) are applicable. This provides Gram Sabhas to play a greater role for in local governance systems and management of local resources. The programme intends to strengthen local governance for inclusive and participatory development with special emphasis on the excluded and marginalised communities by capacitating the Gram Sabha and the PRI institutions leading to equity, inclusion and holistic development of poor, vulnerable and marginalized groups. Another focus of the intervention would be to strengthen the Panchayati Raj System and other governance mechanisms through provisions of Jharkhand Panchayati Raj Act, PESA, Chotanagpur Tenancy Act, Santhal Parganas Tenancy Act and other relevant legislations. The focus will be to strengthen and capacitate the standing committees of the Panchayats and ensure their effective functioning. Phia Foundation would lead the programme with four other civil society organizations. Phia Foundation is looking forward to recruiting a Block Technical Coordinator to be located in Chainpur block of Gumla to take up the responsibility to lead the Village Planning and GPDP process of the project titled ‘Strengthening Local Self Governance’.

 

Job Description

  • Develop partnership with JEs based in the block for critical inputs and convergence at Block and Panchayat level for approval of the Village Development Plan (VDP) and Gram Panchayat Development Plan (GPDP) and implementation of the schemes.

  • Provide technical support to the block level project team on NRM and watershed management in terms of participatory Gram Sabha resource management planning for effective implementation of MGNREGA and other programs focused on INRM.

  • Provide technical support to the block team and communities on mapping exercise for Community and Individual rights under FRA 2006 Act and assist block teams and communities for developing post claim management while ensuring convergence with various government programmes – MGNREGA, etc.

  • Undertake field visits to support community collective for effective implementation of the program deliverables.

  • Facilitating partnership and collaboration with MGNREGA, Department of Agriculture, Department of Welfare and Soil and water conservation department.

  • Support PRI members on technical intervention – planning, estimates, etc.

  • Support the team in preparing the progress reports, collection of information, monitoring, IEC activities, awareness building of the community on technical and operation and maintenance aspects.

  • Support and review the work of the team

  • Lead MIS/ data management at the block level

  • Any other tasks assigned by the Project Lead, relevant to the project.

Qualifications/Experience/skills/knowledge and expertise

  • She/ he should be preferably Graduate/B. Tech /Diploma in Civil Engineering.

  • Relevant experience of 3 year of experience in NRM, watersheds, Participatory Perspective planning, CBOs strengthening, work on governance at Panchayat level etc.

  • Willingness to travel to the field extensively as required in the project.

  • Working knowledge in MS Office application shall be preferred.

  • Understanding of national flagship programs like MGNREGA, FRA, etc. would be preferred

  • Experience in coordinating/dialoguing with block and district administration.

  • Strong interpersonal and communication skills

  • Ability to work with a range of people from diverse backgrounds in an open-minded, non-dogmatic manner.
