Position Brief:

This position will provide overall strategic and managerial oversight for the JEEViKA Technical Support Program (JTSP) being implemented by PCI in collaboration with JEEViKA (Bihar-SRLM) and funded by the Bill & Melinda Gates Foundation (BMGF). The incumbent is expected to take the lead in strategic planning and implementation of the project along with other projects being implemented in Bihar, and, be responsible for management of all donor and partner relationships. This includes working closely with the Government of Bihar, JEEViKA, BMGF and other stakeholders such as the World Bank, Department of Health, NGOs etc. to streamline efforts and ensure complementarities of projects. H/She will work in close coordination with the Senior Management Team of PCI to strengthen key working relationships with internal and external stakeholders.


H/She is expected to oversee and work closely in a complementary fashion with other key personnel, internal and external stakeholders to effectively lead and manage the projects in Bihar. The ideal candidate would be someone who brings in a unique blend of innovative planning, project and team management, deftly handling on ground project complexities as well as relevant professional networks and multiple stakeholder management skills, especially with senior government officials at all levels.

Major Duties and Responsibilities:

Strategic Leadership

  • Design and implement strategy for overall management of the Project(s) to meet quality deliverables within the expected timelines

  • Coordinate with PCI’s Senior Management Team:

  1. On reviewing strategy as well as business plans of the project

  2. On technical excellence, program quality and thought leadership

  • Ensure technical, programmatic and financial leadership to the projects through sound planning and timely delivery of the grant deliverables

  • Set targets and milestones for maximum program reach of all the projects

  • Conduct periodic reviews of progress and ensure related course corrections after consultation with the Country Director

  • Manage high quality project documentation including learning documents, case studies and other publications for all the projects

  • Contribute to diversifying revenue growth and new business development that can complement program outcomes:

  1. Generate ideas and cultivate potential strategic partners based on the needs of the communities and capacity of the organization

  2. Provide technical support in designing Projects and writing grant proposals for Bihar-oriented resource mobilization

  3. Cultivate good relationships with the existing donors and strategic partners for opening up new opportunities

Operational Leadership


  • Facilitate effective internal linkages within Technical Units (Health and Nutrition Lead, Systems Lead and MLE Lead)

  • Oversee the measurement, learning and evaluation teams in coordinating joint planning, monitoring and reviewing exercises with respect to the projects’ deliverables

  • Ensure smooth implementation and delivery of different programmatic interventions – guiding in terms of quality and timeliness of intervention through proper planning, continuous monitoring, and, supporting the team in problem solving whenever required

  • Lead in linking JTSP activities with the CEO of JEEViKA on strategizing, information sharing, reporting and quality management

  • Ensure grant compliance per Donors’ regulations, PCI policies and Indian laws, and, ensure appropriate control mechanisms are in place for Finance, Administration and Human Resource Development

  • Ensure adequate support to and coordination with Technical Units, Finance, Administration Management and Human Resource Development units to achieve project and organizational objectives

External Relations Leadership

  • Maintain effective communication and quality relationships with donor representatives on strategy, program design, implementation, reporting of all the projects.

  • Maintain effective communication and quality relationships with other key stakeholders and development partners in the ecosystem:

  1. Establishing good working relationship with JEEViKA and GoB

  2. Establishing relationship with other government stakeholders for strengthening the existing work and exploring opportunities for new body of work

  3. Establishing collaborating relationship with other development partners such as CARE, BBC, UNICEF etc.

  4. Establishing positive relationship with the World Bank

  5. Managing relationship with other partners who are mandated to work with JEEViKA platform

  • Manage relationships with Programmatic Sub-Grantees and ensure effective Consortium Management

People Leadership


  • Ensure high-level of motivation in the entire team

  • Foster vision building within the team, ensuring coordination between different verticals and within the senior leadership team of JTSP and other projects in Bihar

  • Manage team’s performance according to project deliverables and the organization’s policies.

Domain Knowledge

  • Extensive knowledge in health and nutrition, community/social mobilization, gender and community empowerment

  • Excellent analytical, facilitation and coordination skills

  • Inclined to be hands-on as well as strategic, with a strong focus on both tasks and relationships in a time bound project

  • Keenness to learn from successful experiences and spearhead learning, diffusion and replication.

Communication Skills

  • Strong ability to communicate and develop effective working relationships with all the key stakeholders, including both community-based and government stakeholders

  • Excellent written and verbal communication skills in English and Hindi

  • High capacity in oral and presentation communication skills

Finance & Operational skills

  • Ability to plan, execute and review budgets

  • Capability to ensure high quality financial and program reports

  • Excellent skills to manage HR based on PCI’s Human Resource Policies and Processes

  • Capacity to implement PCI, GoI policies and procedures

Qualifications and Experience:

  • Post-graduate degree in public health, and / or management

  • Minimum of 15 years of experience in a medium - large complex organization out of which at least 8 years should be in a leadership capacity

  • Minimum 10 years of experience leading comparable project (s), ideally funded by BMGF

  • Demonstrated ability to create and maintain effective working relationships with large funding partner and government agencies, local district officials, state-level agencies, NGO partners and additional partners and stakeholders at all levels

  • Result oriented with a demonstrated ability in problem solving
