Job Position : Community Educator - Migration
Reports to : Programme Associate
Location (s) : 2 each in Chhattisgarh and Tamil Nadu
Appointment : On Consultancy mode for 1 year (renewable on yearly basis subject to performance)

About the Programme :

Caritas India is implementing a one-year programme in Chhattisgarh and Tamil Nadu which aims to Rebuild Lives of Migrant Workers Amidst COVID Pandemic. An estimated 5-6 million migrants are on the move every year in India, travelling from some of its poorer states to newly emerging urban zones. The programme will focus on internal migrant workers affected with Covid-19, to reduce the impact of Covid -19 and support them to build back their lives. Primary Role of the Position :

Community Educator serves as bridge between the organization (Rebuild Lives of Migrant
Workers Amidst COVID Pandemic programme) and the community, in accordance with Caritas India’s objectives, policies and procedures. The essence of the role is to facilitate the programme implementation activities in his/her respective villages/cluster and establish and develop community-based groups (CBOs), organize meeting at community level, network with local governance while working in close coordination with Programme Associate. Key Accountabilities

I. PROGRAMME MANAGEMENT :

1. Lead and support :
• Work with community and stakeholder and ensure programme activities are timely and effectively executed in line with programme goals and objectives
• Make regular field visits (3-4 days in field and 1 day for documentation on weekly basis) and mentor village institutions & community
• Participate in village level meetings and contribute in village development plan
• Identify village issues and facilitate discussion among community for the solutions
• Organize training/workshop/meetings/exposure visits as per annual timeline in alignment with budget
• Facilitate active participation of the community in the Rebuild Lives of Migrant Workers Amidst COVID Pandemic programme
• Prepare capacity building plan for community and leaders as per the needs and share with line manger/program associate
• Alerting the programme team and senior management of any issues related to noncompliance
• Participate in monthly, quarterly and annual meetings organized by Caritas India and facilitate interexchange field learning and insights
• Submit to Program Associate, timely information of the analysis and evaluation of the progress and results of the program in the district

2. Documentation and reporting :
• Maintaining data base of his/her respective villages/cluster and submit it to Program Associate as and when required
• Ensure all relevant data from the field are captured and develop periodical reports to be shared with the Program Associate
• Maintain the records of volunteers and their tasks in the programme areas
• Preparation of reports of each activity (narrative report, photographs, and signatures of meetings) in the field and submit them to Program Associate
• Ensure the program process is documented and enough case studies are in place to show the impact or progress of the program
• Submit monthly plans and reports, timesheet, logbook to the Program Associate and the Program Finance Associate
• Provide proper bills for each activity and submit them to the Finance Associate approved by Program Associate

3. Capacity Building :
• Build the capacity of community to engage local leaders collectively on identified issues
• Facilitate and encourage different committees (Panchayat and Village level) as per the requirement
• Identify the gaps in the community relation to the program, and plan for their capacity development in discussion with the Program Associate
• Provide guidance and mentorship to the community and the local stakeholders involved in the programme

II. NETWORK, STAKEHOLDER ENGAGEMENT/LINKAGES & CI VISIBILITY :
• Establish linkages with relevant authorities and other organizations in the district for better implementation of the programme activities
• Ensure local contribution in terms of cash or kind from the local donors
• Ensure the presence of officials from relevant government departments in the programme activities where necessary
• Representing the work of Caritas India at local governance and block level through regular meeting with local and block administration
• Sharing community issues with local and block administration & figuring out solutions together
• Building community linkage with resources organizations or institutions to leverage their support for community development
• Working in coordination with CSOs and other institutions in the area and integrating learnings or good practices in own villages/cluster
• Participating in block and district level trainings/workshop organized by Government or other institutions

III. KNOWLEDGE MANAGEMENT :
• Building professional relationship with community, stakeholders & institutions to cofacilitate the process of change
• Identify and document knowledge products emerging from the programs of Caritas India
• Document innovations and best practices as knowledge products
• Take up research in pursuit of building some models based on community led initiatives

IV. STEWARDSHIP OF RESOURCES :
• Ensuring Caritas India resources are utilized optimally and effectively in mobilizing and facilitate active participation of program participants
• Ensure the arrangement of trainings, and meetings in the community level as per budget
• Co-ordinate with the Program Associate to conduct district/cluster level program meetings and workshop as per budgets

PERSON & PROFESSIONAL SPECIFICATIONS Knowledge :

• Experience and knowledge of working with the community in development programs especially community driven programs
• Respect, have affinity and ability to work for the different sections of the society
• (PLWD/Old Age, HIV/Widows/women/Children)
• Adaptive to village situations particularly with remote tribal villages
• Good documentation ability to conceptualize and write reports/events in presentable manner
• Basic knowledge of computer (Excel, MS word & other virtual meeting software)

• Good interpersonal skills with ability to work under pressure

Qualification & Work experience :

• 12th pass or equivalent having at least 3-5 years of experience of working at grass root in development programmes
• Experience in the community implementation programme shall be an added value
• Good written and oral communications skills in Hindi (Tamil in Tamil Nadu) and the local language.
• Candidate should be flexible, enthusiastic, and an energetic team player
• Willing to travel and make regular field visits

Salary: INR 18,000/- pm (inclusive of taxes)
