In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These programs are funded by USAID, Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and others.

Jhpiego through its USAID supported flagship health systems’ strengthening project - NISHTHA is providing technical assistance to GoI for strengthening delivery of comprehensive primary healthcare (CPHC) services through Ayushman Bharat Health and Wellness Centres (AB-HWCs) across 12 states. NISHTHA is also providing technical assistance to its intervention for managing COVID-19 pandemic.
One of the project’s intervention state, Chhattisgarh, has adopted the strategy of testing, tracing and treatment as three major pillars to combat the COVID-19 pandemic. Till now, state has established 11 virology labs in the state with around 350 staff working in these labs. During the pandemic around 9.31 million RTPCR tests has been carried out through these labs and with increasing number of testing, the virology labs are overwhelmed and have increased likelihood of infections to the staff working at these labs. It is therefore imperative that laboratories use standardized methods and protocols, have sufficient funds, suitably trained staff and laboratory supplies. In this regard, NISHTHA will work closely with the state government and demonstrate a functional standardised model BSL2 virology lab while developing quality assurance and benchmarking mechanisms.

NISHTHA is seeking a consultant to lead and provide technical support in strengthening the BSL2 virology laboratories in the state through standardizing the basic procedures following the biosafety norms, carrying out capacity building of the staff, developing the state specific standard operating procedures and operational manuals. The incumbent will be based in Raipur, Chhattisgarh and this will be a fixed term full time consultancy assignment for six months.

Roles and Responsibilities :
• Liaise with the state authorities and other stakeholders and undertake landscaping exercise
• Develop a strategic plan for strengthening BSL2 virology labs in the state in close collaboration with the state expert committee
• Lead the development of operational guidelines, SOPs in this regard
• Facilitate regular meetings of the expert committee for consultation and review of the standard operating procedures or operational guidelines
• Facilitate mock drills of SOPs to validate and improve
• Facilitate streamlining of Lab Management Information system
• Manage the implementation, reporting, performance assessment and evaluation of the approved activities and ensure a proper communication within the team
• Facilitate evaluation of the BSL-2 labs from expert committee of each system and certification to use
• Lead the development of the learning resource package in consultation with state appointed expert committee
• Develop the training calendar and carry out capacity building of virology lab staff
• Perform any other work assigned by the supervisor to strengthen the Virology labs in the state

Deliverables:
1. State specific Standard operating procedures and operational manuals
2. Capacity building of the staff working in these labs
3. Evaluation and certification by the expert committee
4. Demonstration of a functional standardised model BSL2 virology lab in the state

Educational qualifications and skills required :
1. MD Microbiology/Pathology, PHD in Microbiology with at least 3 years’ work experience of working in medical virology diagnostics
2. Skills in planning, training, program implementation and monitoring and evaluation are essential
3. Familiarity with the national and international laboratory quality standards, implementation tools and biosafety manuals
4. Ability to interact effectively with health professionals at various levels and to work with the state counterparts and NGOs.
5. Excellent communication and interpersonal skills
6. Proficiency in standard MS office applications including MS excel, power point, word is essential
7. Ability to work in diverse teams and maintain high standards of professional conduct
