About SAATHII: Solidarity and Action against the HIV Infection in India (SAATHII), a registered non-profit organization, was founded with a vision to stabilize and reduce the spread of HIV/AIDS in India and ensure that people living with HIV/AIDS receive un-stigmatized, affordable and quality care, support and treatment. Headquartered in Chennai, with 13 offices across the country. SAATHII also works towards universal access to health and social justice across the country.
About the Project: SAATHII, with support from the Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) will be implementing projects towards the national goals for three 95-95-95 and ending HIV/AIDS. During the phase III of the GFATM grant, SAATHII will be implementing the following programs:

Svetana: the goal of this project is to accelerate India’s progress towards Elimination of Mother To Child Transmission of HIV (EMTCT) by 2020. The project will be implemented in 428 districts across 24 states and Union Territories. The project will support scale up of PPTCT services in the public and private health care sectors.

Subhiksha+: SAATHII and its partners, will be implementing HIV and TB Interventions for Incarcerated Populations (SUBHIKSHA+) between April 2021-March 2024. The Subhiksha+ project aims to scale-up HIV-TB services in around 2,047 prisons and other closed settings (OCS) across 37 states and union territories.
Blended Training: an initiative to support NACO in building the capacities and skills of medical officers, nurses, and laboratory personnel, pharmacists, data managers, care coordinators, and counsellors across the country on HIV care and treatment. The key components of this initiative are; (1) clinical training that is delivered online and offline and ICT-enabled learning needs assessment and (2) establishing and strengthening the institutional mechanisms for capacity building of the Target Interventions teams.

Integrated services to high-risk and bridge populations, and Community System Strengthening (CSS): SAATHII and its SR partner VHS will establish One Stop Centers (OSC) across the country to identify and serve unreached key populations with HIV services integrated with other health and socio-economic services in alignment with the new national guidelines. The program is expected to increase access to and uptake of HIV prevention, counselling and testing services among unreached transgender, persons who inject / use drugs, and bridge population and link those detected positive to treatment services. Also the project will be implementing a package of community systems strengthening services including but not limited to improving social mobilization, building community linkages and coordination towards improving community resilience.

SAATHII is seeking services of individuals with proven experience in with medium to large scale public health programs. The candidates should be passionate about helping India reach the national goal of Ending AIDS and reaching accelerated targets for 95-95-95. The candidates also should possess proven mentoring skills (in implementing public health programs).

TOR for Consultant/s:

• Review of the National Strategic Pan for HIV Elimination 2017- 24
• Detailed review of national and state level Targeted Intervention guidelines and documents
• Support in detailed review of the available training modules of the Targeted Intervention staff across all cadres, thematic area and typology
• Coordination with various divisions of NACO and the State AIDS Control Societies for the development of the updated TI training curriculum
• Preparation of online and classroom training modules for each cadre of staff across all typologies
• Facilitate sharing of the best practices followed by different states toward imparting trainings for the TI staff
• Regular follow up with NACO and SACS nodal persons for development and finalization of the training modules
• Review of the literature on interventions for incarcerated populations globally and in India
• Develop national strategy document on interventions for incarcerated populations in coordination with PR team and NACO
• Work on development of standard operating procedures for implementing interventions for high-risk populations and bridge groups through integrated service delivery
• Work on development of strategy documents and standard operating procedures for one stop centres

Skills and experience required for the position:

Essential: Experience of working with NACO/SACS/TSU/STRC and or with key populations (MSM, TG, FSW, IDU) and incarcerated populations. Experience of developing curriculum/guidelines/SOP for the HIV intervention programmes. Minimum 5 to 7 years of experience in HIV /AIDS prevention programmes at the state or national level

Desirable: Post graduate in public health/social sciences or any other speciality. Experience in the field of training and capacity building at the national level.
