Background
Evidence Action aims to be a world leader in scaling evidence-based and cost-effective programs to reduce the burden of poverty for hundreds of millions of people in the poorest places. Last year Deworm the World reached 280 million people with deworming medications, partnering with governments to launch, scale, and sustain mass school-based deworming programs. Meanwhile, Dispensers for Safe Water provided 4M people across rural Africa with clean water, saving thousands of young lives. The approach relies on an innovative and human-centric design to deliver clean water at the source.

In addition to running these scaled programs, Evidence Action leverages its unique Accelerator to develop the next generation of programs. These programs are rigorously tested to ensure exceptional scale, cost-effectiveness, and clear evidence of impact. In 2019 we launched an ambitious new strategy, with the goal of doubling our impact over the next five years, with much of that impact coming from new programs identified and scaled through the Accelerator.

In India, Evidence Action’s technical service provider EAII Advisors, provides technical assistance to national and select state governments’ ministries of health, education, and women and child development to implement the school and anganwadi based National Deworming Day (NDD) and Iron and Folic Acid (IFA) supplementation programs to improve children’s health, education, and long-term development.

Evidence Action has programs across 10 countries, with major offices in Nairobi, Kenya and Washington, D.C. EAII Advisors’ main office is in New Delhi, India. Evidence Action’s programs have been recognized by GiveWell, the Skoll Foundation, the Life You Can Save, Giving What We Can, and covered in the Economist, NPR, and the New York Times.

The India program invites applications for the position of Deputy Director, Iron and Folic Acid (IFA) Supplementation to be based at the New Delhi office of EAII Advisors.

Role Summary:
In 2019, given the strength of our technical support on school-based delivery of deworming medicines in India, at the request of government, Evidence Action launched a technical assistance program to support the delivery of IFA supplementation for children and adolescents 6 months – 19 years of age in India. The program is in a “test at scale” phase - it is being implemented across five states in India (Madhya Pradesh, Uttarakhand, Rajasthan, Jharkhand, Haryana) with a robust external evaluation design to measure changes in coverage. The Deputy Director, IFA will lead this program with the support of the Director - Programs and Country Director, India of EAII Advisors Private Limited.

The Deputy Director, IFA will be inspired by the mission of measurably improving the lifelong prospects of hundreds of millions of children across India through proven and scaled interventions. S/he will be a strong problem-solver, identifying solutions to increase the effectiveness and reach of Evidence Action’s IFA program. S/he will be adept at stakeholder management, including existing partnerships with the national government and five state governments, development partners supporting the Anemia Mukt Bharat (AMB) initiative and donors. S/he will be an exceptional people leader, empowering staff to take ownership and encouraging a culture of meritocracy. The Deputy Director, IFA will bring strong strategic and analytical capabilities, including comfort using data to continuously measure and improve highly successful and large-scale programming. S/he will also support the expansion of current programming into new health and health-adjacent arenas based on rigorous evidence of impact.

S/he will oversee program implementation of the IFA program in India, including strategic planning, operations, capacity building, monitoring and evaluation, and policy advocacy. The Deputy Director, IFA must be proficient at handling state-based programs, managing donor-funded projects, liaising with government stakeholders, budgeting, program design and development, and review and evaluation. The Deputy Director, IFA will uphold Evidence Action’s core pillars of evidence, cost-effectiveness, and scale in the programs and will collaborate closely with Evidence Action global team members.

The Deputy Director, IFA will also support the Director - Programs and Country Director to facilitate transparent communication about progress and results to the global leadership team, donors, and other stakeholders. The AD will also play a leading role in expanding Evidence Action’s portfolio in India by identifying new program opportunities and engaging with prospective donors.

The Deputy Director, IFA will be required to travel to state-based programs for about 25% of time. Travel is primarily during business days, while occasional weekend engagements may be expected.

Scope of Work:

Partnership Development and Management
-Build and maintain relationships with key government officials at the state and national level (including from the Departments of Health, Education, and Women and Child Development) and ensure political and technical commitment for the IFA program. Build strong partnerships at the national level with Ministry of Health and Family Welfare (MOHFW) officials leading the AMB program and strengthen the provision of national level technical assistance.
-Engage development partners and technical experts supporting the Anemia Mukt Bharat (AMB) program to draw on their expertise and insights.
-Support donor reporting and engagement activities, including identifying and engaging prospective donors for new program opportunities, in collaboration with global leadership and program leads.
-Actively participate in meetings with government officials, technical agencies and partners related to child and adolescent health and nutrition to raise advocacy points and to disseminate program results and lessons learned.
-Support state program managers to manage key stakeholders in their states, including government officials and development partners.

Strategic Planning
-Work with US-, Delhi- and state-based team members to critically design and adapt program components to achieve higher coverage, ensuring alignment with government guidance and with a high commitment to quality and cost-effectiveness. Identify new delivery channels and approaches to increase program reach and effectiveness.
-Routinely identify and assess the benefits and risks associated with program implementation, and develop a plan for delivering benefits and strategies to mitigate risks and resolve issues.
-Develop and implement sustainability plans for programs at national and state level; and
-Work with state teams to plan and organize a broad range of advocacy efforts, such as stakeholders meeting and dissemination opportunities.

Technical Assistance and Program Management
-With the Director - Programs, closely manage five state program managers to ensure timely and high quality advisory and technical support to state governments in their planning and implementation of the IFA program for children 6 months – 19 years of age. Provide strategic guidance to state teams and oversee the development and tracking of their workplans.
-Manage the Delhi-based IFA team consisting of staff at the managerial and associate level. Oversee the provision of support from the national office to state teams across all program components.
-Collaborate with the M&E team to design and implement coverage validation and program monitoring surveys, cost-effectiveness analysis, M&E frameworks and other M&E activities for the IFA programs. Ensure robust data collection and analysis and ensure timely and accurate data inputs and interpretation are provided for reports.
-Develop and update IFA program budgets and oversee related contracts. Track program expenditure, commitments and balance of funds under the program budget lines.
-Ensure consistent knowledge management is undertaken by IFA team members, including project documentation, minutes of meetings/calls and decisions taken;
-Hold routine check-in meetings with five state teams and carry out field visits to state offices to provide program and technical support as needed.
-Identify human resource needs at national and state level and work with the human resources team for recruitment of staff and consultants as needed.

Qualifications and Experience:
-Advanced degree in medicine, business, public health, health management or related fields with at least 8 years of relevant professional experience of progressively increasing responsibility;
-Demonstrated experience in day-to-day management of project activities, preferably in the context of scaling nutrition interventions in India;
-Demonstrated experience working with the government in India;
-Demonstrated experience managing a large team across multiple offices;
-Strong technical skills and capacity, with at least 4 years of practical experience managing and working directly with data;
-Excellent spoken and written English. Ability to synthesize information clearly and produce good quality documents keeping to tight deadlines;
-Strong existing network in the development sector in India;
-Strong interpersonal skills and ability to engage with internal and external stakeholders within India and globally;
-A critical, analytical, and process-oriented thinker with a willingness to form and adjust opinions based on evidence;
-Exceptional ability to work with minimal supervision, while also proactively communicating relevant progress updates and bottlenecks requiring attention or support from leadership;
-Availability and willingness to travel within India up to 30% time.
