Project: : Project to demonstrate approaches to reduce in Leprosy related
disability rate

Reporting to : Coordinator - Public Health (Chhattisgarh & Maharashtra)

Location : Champa, Chhattisgarh

The Leprosy Mission Trust India (TLMTI) established in 1874, is the largest Non-Governmental Organization (NGO) in India, working with persons affected by leprosy, disability and other marginalised communities for over 143 years, in the areas of health, education, sustainable livelihoods, community development, advocacy and communication, research and training. TLMTI has 14 hospitals, 6 Vocational Training Institutes, a state-of-the-art Research Laboratory, 5 small residential facilities (Snehalayas) for the care of elderly people who are disabled due to leprosy, and community-based development projects across 9 states in the country. TLMTI also supports the National Leprosy Eradication Program.


The Deputy Programme Manager for the project to “demonstrate approaches to reduce in Leprosy related disability rate” will oversee the overall implementation of the project managerially and technically in Champa district. The role entails working very closely with the National Leprosy Programme at state and district level to strengthen the Government system for quality comprehensive leprosy services provision; enabling communities to avail leprosy services and to exercise their rights and entitlements. The role requires strong, frequent liaison with the Government authorities at multiple levels; and project staff management as per TLMTI Human Resources and administrative policies.


A. Project Management:

• Undertake annual planning and budgeting exercise of the project with the project team under the supervision and support of the Coordinator - Public Health (Chhattisgarh & Maharashtra).
• Oversee the implementation of the project in the district of Champa and work closely with the project team at the ground level as per the activity matrix in the Multi Year Plan (MYP).
• Ensure that the project expenditures are undertaken as per the budgetary provisions made in the project.
• Undertake periodic monitoring of the project through regular field visits and providing feedback and continuous hand holding support to the project team.
• Work closely with the NLEP coordinator and the concerned domain head and report on project progress and actively seek feedback, suggestions and support for ensuring smooth implementation of the project.
• Ensure that staff morale is maintained at the highest level for the best outcomes from the project.
• Work closely with the Knowledge Management Domain of TLMTI in undertaking effective process documentation, baseline and evaluations of the project for learning, dissemination of good practices from the project.

B. Working with the Government and other relevant stakeholders :

• Establish and maintain close working relationship with the Government officials at the State, district level and provide support to the project staff in establishing good working relationship with Government at the block level and below especially the Panchayat Raj Institutions.
• Work closely with the District Hospitals and provide liaison support to project staff at the Community Health Centres and Primary Health Centres.
• Establish and operationalise a State Coordination Committee (SCC) under the chairmanship of Managing Director, National Health Mission for project monitoring and support to effective implementation.
• Identify relevant stakeholders like NGOs, INGOs or private players working in Champa district who can be important stakeholders and build strong, clear and collaborative working relationship with them.

C. Technical support to Government and project staff :

• Lead on providing technical support to the concerned Government officials in undertaking quality mass awareness programmes on Leprosy using platforms like the Leprosy week and other platforms.
• Lead on supporting the Government in undertaking community level screening programmes like Leprosy Case Detection Campaigns (LCDC), Focus Leprosy Campaign (FLC).
• Lead on providing training and ongoing capacity building to District officials in planning, budgeting, monitoring and supervision of the National Leprosy Programme
• Support project staff in training and capacity building of grassroot level health functionaries like ASHA, ANM, Mitanni’s and similarly other relevant cadre of workers as detailed in the project implementation plan.
• Support the project staff using the technical backing of TLMTI hospital staff and relevant Government training institutes for training of Medical Officers and Assistant Medical Officers on identify, diagnosis and treatment of Leprosy.
• Support the project staff in working closely with the community towards sensitisation of people affected by leprosy on their rights, entitlements and leadership development for engaging in self-advocacy.
• Work with the Knowledge Management domain in identifying the knowledge and skill gaps of the project staff and enable in building the technical and managerial capacity of the project staff for ease of project implementation.

D. Any other activity / task as assigned by the Coordinator - Public Health (Chhattisgarh & Maharashtra) / Head Health Domain / Director Operations or relevant persons in TLMTI.

• Team Management and over all leadership handholding to PIF, MIS Coordinator and Volunteer and other project staff Strong persuasion and negotiation with all stakeholders.

• Lead team and build a strong cohesive team environment for optimum output.
