Evidence Action aims to be a world leader in scaling evidence-based and cost-effective programs to reduce the burden of poverty for hundreds of millions of people in the poorest places. Last year Deworm the World reached 280 million people with deworming medications, partnering with governments to launch, scale, and sustain mass school-based deworming programs. Meanwhile, Dispensers for Safe Water provided 4M people across rural Africa with clean water, saving thousands of young lives. The approach relies on an innovative and human-centric design to deliver clean water at the source.

In addition to running these scaled programs, Evidence Action leverages its unique Accelerator to develop the next generation of programs. These programs are rigorously tested to ensure exceptional scale, cost-effectiveness, and clear evidence of impact. In 2019 we launched an ambitious new strategy, with the goal of doubling our impact over the next five years, with much of that impact coming from new programs identified and scaled through the Accelerator.

In India, Evidence Action’s technical service provider EAII Advisors Private Limited provides technical assistance to national and select state governments’ ministries of health, education, and women and child development to implement the school and anganwadi based National Deworming Day (NDD) and Iron and Folic Acid (IFA) supplementation programs to improve children’s health, education, and long-term development.

Evidence Action has programs across 10 countries, with major offices in Nairobi, Kenya and Washington, D.C. EAII Advisors’ main office is in Delhi, India. Evidence Action’s programs have been recognized by GiveWell, the Skoll Foundation, the Life You Can Save, Giving What We Can, and covered in the Economist, NPR, and the New York Times.

The India program invites applications for the position of Director - Programs to be based at the Delhi office of EAII Advisors.

Role Summary:
The Director - Programs will be inspired by the mission of measurably improving the lifelong prospects of hundreds of millions of children across India through proven and scaled interventions. S/he will coordinate with Evidence Action and lead programs in India with the support of the Country Director (CD) of EAII Advisors Private Limited.

The Director - Programs will be a strong problem-solver, identifying solutions to increase the effectiveness of Evidence Action’s programs. S/he will be adept at stakeholder management, including existing partnerships with the national government and 11 state governments, development partners and donors. S/he will be an exceptional people leader, empowering program staff to take ownership and encouraging a culture of meritocracy. The Director - Programs will bring strong strategic and analytical capabilities, including comfort using data to continuously measure and improve highly successful and large-scale programming. With support from the CD, s/he will also oversee the expansion of current programming into new health and health-adjacent arenas based on rigorous evidence of impact.

S/he will oversee program implementation in India, including strategic planning, operations, capacity building, monitoring and evaluation, and policy advocacy. The Director - Programs must be proficient at handling state-based programs, managing donor-funded projects, liaising with government stakeholders, budgeting, program design and development, and review and evaluation. The Director - Programs will uphold Evidence Action’s core pillars of evidence, cost-effectiveness, and scale in the programs and will collaborate closely with Evidence Action global team members.

The Director - Programs will also support the CD to facilitate transparent communication about progress and results to the global leadership team, donors, and other stakeholders. The Director - Programs will also play a leading role in expanding Evidence Action’s portfolio in India by identifying new program opportunities and engaging with prospective donors.

The Director - Programs will be required to travel to state-based programs for about 25% of time. Travel is primarily during business days, while occasional weekend engagements may be expected.

Scope of Work:

Partnership Development and Management
-Build and maintain relationships with key government officials at the state and national level (including from the Departments of Health, Education, and Women and Child Development) and ensure political and technical commitment for the deworming and IFA programs;
-Engage development partners and technical experts to draw on their expertise and insights;
-Play a leadership role in building and maintaining relationships with existing and prospective donors. Support fundraising activities, including identifying and engaging prospective donors for new program opportunities, in collaboration with global leadership and program leads.
-Actively participate in meetings with governments, other technical agencies and partners related to child and adolescent health, nutrition and neglected tropical diseases to raise advocacy points and to disseminate program results and lessons learned;

Strategic Planning
-For existing programs, work with Delhi- and state-based team members to critically design and adapt program components to achieve higher program coverage, ensuring alignment with government guidance and with a high commitment to quality and cost-effectiveness. Identify new delivery channels and approaches to increase program reach and effectiveness.
- Identify new program opportunities that are backed by rigorous evidence, cost-effective, and have the potential for large-scale impact, aligned with Evidence Action’s core principles. In collaboration with global leadership and program leads, develop concept notes and proposals.
-Identify synergies between programs, identifying areas where efficiencies and cost savings can be achieved across programs;
-Identify and assess the benefits and risks associated with partnerships led by the government as the key stakeholder, and develop a plan for delivering benefits and strategies to mitigate risks and resolve issues.
- Develop and implement sustainability plans for programs at national and state level; and
-Work with state teams to plan and organize a broad range of advocacy efforts, such as stakeholders meeting and dissemination opportunities.

Technical Assistance and Program Management
-Manage deputy directors leading the IFA supplementation and deworming programs and 11 state program managers to ensure timely and high-quality implementation;
-Oversee the M&E team in designing and leading coverage evaluations, prevalence surveys, cost-effectiveness analysis, M&E frameworks and other M&E activities. Ensure robust data collection and analysis to feed into progress reports, proposals, concept notes and other materials.
- Review and approve program budgets and spend and oversee contracts. Support the deputy directors of the IFA supplementation and deworming programs to track program expenditure, commitments and balance of funds under the program budget lines.
-Ensure consistent knowledge management is undertaken by the deputy directors of the deworming and IFRA programs, including project documentation, minutes of meetings/calls and decisions taken;
- Carry out field visits to state offices to provide program and technical support as needed.

Qualifications and Experience:
-Advanced degree in medicine, business, public health, health management or related fields with at least 10 years of relevant professional experience of progressively increasing responsibility;
-Demonstrated experience in day-to-day management of project activities, preferably in the context of scaling health and nutrition interventions in India;
-Demonstrated experience working with the government in India;
-Demonstrated experience managing large teams across multiple offices;
-Strong technical skills and capacity, with at least 4 years of practical experience managing and working directly with data;
-Excellent spoken and written English. Ability to synthesize information clearly and produce good quality documents keeping to tight deadlines;
-Strong existing network in the development sector in India;
-Strong interpersonal skills and ability to engage with internal and external stakeholders within India and globally;
-A critical, analytical, and process-oriented thinker with a willingness to form and adjust opinions based on evidence;
-Exceptional ability to work with minimal supervision, while also proactively communicating relevant progress updates and bottlenecks requiring attention or support from leadership;
-Availability and willingness to travel within India up to 25% time.
