Team:

 

The Monitoring, Evaluation and Learning(MEL) teamsupports Reach to Teach (RTT) with the design, planning and implementation of monitoring, evaluation and reporting frameworks which will be embedded in programmes. Working closely with the education and programme teams and drawing on international best practices, the team is responsible for standard operating procedures, risk mitigation strategies, and tools and templates for programme tracking and assessment. The team is accountable for assuring quality and coherence of processes and outcomes of programmes across RTT.

 

Job Purpose:

 

The key purpose of the job is to support RTT to develop into a learning organisation in which MEL becomes a key element of all programs implemented by RTT. The Director-MEL will work with each project team to develop  a relevant Theory of Change (TOCs)and monitoring frameworks that align with and feed into the organisation’s TOC and results framework. He/she will need to create momentum and build capabilities around MEL across the teams and oversee  the implementation of MEL systems. The incumbent will also be responsible for reporting on learnings and to showcase programme impact and achievements to both internal and external stakeholders.

 

The position will report to Chief Executive Officer

 

Responsibilities:

  • Develop a results-oriented monitoring, evaluation and learning framework for RTT clearly linking it to theories of change, organisational goals and objectives, and draw up a detailed plan for its implementation.

  • Work with the Senior Management Team, programme teams and knowledge partners, as appropriate, to define organisational and programme metrics.

  • Lead and facilitate processes and discussions for developing theories of change for new programmes and ensure integration of the MEL framework at the design stage of each programme.

  • Develop systematic approaches to ensure learnings and insights are fed back into the continuous improvement of programmes and reflected in the design of new programmes.

  • Work closely with programme teams in the development of appropriate MEL strategies and implementation of MEL activities, including data collection, management, analysis and reporting of findings and insights, and put mechanisms in place for robust quality assurance.

  • Coordinate with RTT Programme Directors and where required, directly liaise with government stakeholders to access and effectively use government data/ MIS to monitor and quality assure our interventions.

  • Use MEL data insights (both qualitative and quantitative) to draw up impact narratives and support in the development of strategic communications for wider sharing, and to contribute to organisational learning.

  • Conduct periodic monitoring field visits to ensure data collection and analysis processes are being conducted in a timely and accurate manner.

  • Conduct specific studies to monitor progress and measure the impact of programmes.

  • Lead procurement of specialised services for research, external evaluations, impact studies, baseline etc. as required, following RTT procurement protocols and processes.

  • Provide timely and relevant data and reports to stakeholders as required.

  • Conduct periodic reviews of key MEL approaches, processes and tools and identify opportunities for improvement.

  • Build the capacity of RTT staff and partners as required on data analysis and MEL technical and conceptual areas.

  • Promote and embody RTT’s culture of openness, innovation, involvement, teamwork and performance.

  • Maintain the highest standards of personal and professional integrity and be a role model for RTT values and behaviours.

Experience

  • Masters in Demography / Social Sciences / other relevant discipline or MBA.

  • Minimum 10 years of work experience in research, monitoring and evaluation of development programmes

  • Experience of working on the MEL for multi-stakeholder projects at a senior level, ideally within the education sector.

  • Proven experience of designing, operationalising and implementing MEL frameworks and strategies.

  • Experience of creating assessment reports, evaluation reports and impact documents.

  • Familiar with the landscape of the education sector in India, as well as experience of working with government education bodies

  • Demonstrated expertise and an in-depth understanding of qualitative and quantitative research design, MIS development.
