Position Title: District Lead, LTBI Project

Project: Latent Tuberculosis Infection (LTBI) project

Organization: ALERT INDIA.

Report to: State Lead (Ahmedabad)

Terms of Employment: Regular and full time

Location: Ahmedabad, Surat and Jamnagar – Gujarat (1 for each district)

Duration: 31 March 2022 (Will be renewed, based on performance assessment)

ALERT-INDIA, a non-profit organization is committed to improve the health and social status of people affected by leprosy and other communicable diseases with special focus on vulnerable groups such as tribal, women, children and disabled through people-centric disease control programs and community initiatives.

LTBI project
ALERT INDIA has been awarded a project on controlling the Latent TB Infections in four districts of Gujarat. India, with one-fourth of the global burden of TB, is estimated to have around 40% of the total population infected with TB. The lifetime risk of reactivation of the infection in healthy individual is 10%, with 5% developing TB disease during first 2 to 5 years after the infection. Treating 40% of the population after having determined the infection through appropriate tests and consultation is neither feasible nor rational or practical approach, thereby, emphasizing a need for a strategy to control the dormant infection and never let it grow into a full fledge TB disease.
In order to achieve the above, LTBI project has been introduced with funding from “Global Fund for AIDS, TB and Malaria “(GFATM) having William J Clinton Foundation (WJCF) & Clinton Health Access Initiative (CHAI) as the Principal Recipient (PR) and ALERT INDIA as the Sub Recipient (SR) for the grant.

The Job
In close coordination and consultation with the State TB Department and respective District/City TB Office of Ahmedabad, Surat and Jamnagar, ALERT INDIA is committed to initiate the implementation of the LTBI project in all these locations. In that reference, ALERT INDIA is planning to hire individuals in various capacities to implement, monitor, supervise and manage project implementation in the Jamnagar district and therefore,
Applications are invited for the following post;

District Lead (Ahmedabad, Surat and Jamnagar)
Project LTBI, SR


• Provide leadership to the implementation of the LTBI Project activities at the district/city level
• Interface with Public sector staff at district, block/ward and periphery level to ensure seamless implementation of the LTBI project process and activities
• Engage with key stakeholders that includes CDHO, CDMO, Civil Surgeon, District/City TB Officials and other government and non-government stakeholders and community groups
• Represent the project in any and every key district/city level TB meetings/Trainings
• Provide strategy to field level staff and ensure that they achieve targets
• Report on field level activities and achievement on a periodic basis and as and when required
• Undertake supervisory visits to validate a proportion (as decided with the PR) of the key indicators reported
• Assist field team in solving day-to-day operational challenges
• Conduct periodic project reviews and provide inputs and feedbacks for further improvisations required
• Ensure team bonding and coordination of activities
• Facilitate CMEs, Trainings and supervisory visits from the PR and State PMU
• Provide and ensure logistic management of LTBI drugs
• Enter into agreements with identified laboratories for X-ray services
• Develop strategy for program implementation and operational support for LTBI project
• Provide hand-holding support and carry out team building activities
• Plan for personnel requirements including training along with supervisor and coordinate HR matters
• Any other tasks assigned by the State Lead, state and national PMU officials and/or city and district TB officials in line with the above objective

As the Point person
• Function as local administrative head for the project and be the authorised signatory/approver at project level
• Report to State Office, PR, SPMU on the progress against the targets as per agreed timelines
• Submit reports and participate in national/state level reviews periodically as per project requirement and as and when asked
• Represent organisation in external engagements at district level and be the contact person for the district officials
Expected Educational Qualifications, Desired Skills and Experience:
• Post Graduate with MSW/MPH/MBA with background in life sciences and possesses 5 years’ experience in NGOs/Development sector
• Candidate is expected to have good working knowledge of MS Office (word, excel, power-point etc.)
• Candidate should have knowledge of development principles, development sector landscape and technical sector updates
• She/ he should have had at least 5 years of experience in development sector, handling a public health project
• He/she should be able to build successful collaborative relationships with internal and external stakeholders, particularly at district, sub-district and/or city level health officials
• Cross –cultural experience for Health will be an added advantage
• Experience of working with National TB/ HIV program in a managerial capacity will also be an advantage
• Ability to manage and drive field activity and willingness to be on field for up to 60% of the time
• Ability to work in a diverse culture. Tolerance to working with people from other faiths
