Our programs focus on increasing educational and livelihood opportunities for adolescent girls, ensuring access to lifesaving reproductive health information and services, and strengthening women’s ability to become leaders in their communities and in governance.

C3 is leading Sakshamaa, an evidence to research to policy initiative that involves generation of robust data and evidence on diverse aspects of women’s empowerment, combined with policy support, and technical assistance to concerned departments of government.

Scope of Work

As part of C3’s technical assistance to Jeevika, BRLPS, on gender integration, the District Project Officer will be responsible for supporting the C3 team in its district and cluster level activities. Responsibilities include implementation of activities as per time line, including coordination with Jeevika District and Block Team and other line departments and government officials for better and quality implementation of the project in timely manner. The responsibilities also include guidance to team for mobilizing selected Panchayat Members lead their mobilization and engagement on gender issues.

The position requires the person to be a self-starter, dynamic, adaptive with good analytical and writing skills. S/he needs experience working at a level where communication and good interpersonal skills are essential. The ability to multi-task, guide a small team and work well both with direction and using personal initiative are also required.


Regular interaction and building rapport with District Jeevika team and different government officials for gender integration in program implementation at District, block and community level.

• Represent C3 at different forums and liaison with different line departments related to the project activities.
• Implement and ensure that project objectives are achieved effectively, with the desired quality and in a timely manner;
• Support in formation/activation of Gender forum, Social Action Committee, activating Gram Panchayat Standing Committee and capacity building of SAC members.
• Support in conducting district and block level core committee meetings, Social Action Committee meeting, and meetings with other stakeholders at District and Block Level.
• Support in development of capacity building strategies, annual gender action plans and necessary advisories and guidelines for capacity building of community institutions and gram panchayat committee members
• Identify pool of master trainers/ Resource Persons at District and block level and CLF level in consultation with project lead and Jeevika district team and regularly coordinating with them and provide hand hold support during gender training.
• Support state team in development of mechanisms, structures and systems, for Training Needs assessment, Induction and Capacity Building of block teams, Community Cadres, Community Institutions and Panchayat members.
• Regular field visits and interactions with CLF for ensuring proper implementation and integration gender and other related thematic interventions.
• Supporting monitoring of team, ensure quality and timely completion of all proposed planed project activities
• Submission of monthly project progress report, monitoring and other reports to C3 state office
• Other tasks as assigned under the project


• Master’s degree in Rural Development, Gender Studies, Management or Social Sciences
• At least 2-5 years’ experience of working in development sector, with focus on gender issues
• Familiarity with local language and culture of rural Bihar
• Understanding and experience of working with government system, gender issues, various government schemes for women.
• Ability to manage multiple tasks and priorities with attention to details
• Experience of supporting District/Block level implementation and problem solving
• Fluency in Hindi and English (both written verbal) will be an advantage
• Good team player
• Sound ability to use computers and manage data independently
• Must be able to undertake extensive travelling to the field according to need.
• Networking with development agencies, NGOs at district level.
