Purpose of Job

 

To play a crucial role in programme management and development within the given region. The person will be instrumental in planning and monitoring the budget for program operations, working on project management, and overseeing the implementation of new practices and strategies in the given region along with liaison with key stakeholders. As per the requirement, she/ he will also be expected to engage with Gandhi Fellows, who will be placed at the districts. The Divisional Programme Manager will mentor and guide them through their two-year programme curriculum.

Essential Qualifications

  • MSW /MA Social Work/B.Sc Graduate / M.Sc Graduate

Essential Experience

  • At least 6-10 years’ experience in operations, preferably in public health/ developmental sector

  • Project management experience is preferable

  • Experience of working in multiple districts is desirable

  • Experience in a reputed international or a large non-governmental organization would be preferable

Essential Skills

  • Ability to coordinate with multiple government departments and state level stake holders

  • Understanding of Panchayati Raj department and work experience with community leaders

  • Ability to identify best practices and suggest innovations

  • Ability to share knowledge and learnings across varied forums at state level

  • Ability to guide the Community Engagement Officers on Community Mobilization, Engagement and other Capacity Building needs

  • Experience in using ODK (Open data kit)

  • Ability to use MS Office, dashboards and data management platforms

  • Ability to roll out and run successful campaigns and suggest course correction

  • Ability to design, demonstration model at panchayat level and rollout at larger scale through government system

Key Roles/Responsibilities:

  • To oversee the development and operations of the programme

  • Create an enabling environment and alignment to give technical and leadership support to the regional as well as the district teams by identification and resolution to relevant challenges.

  • Engage with the state level Panchayati Raj & Health departments in the matter of operations and stakeholder management addressing health issues to explore collaborative opportunities as per the programme portfolio.

  • Ensure that the stakeholder requirements are met and communicated across the organization through continuous and ongoing dialogue with them.

  • Liaison with government District Collectors, Health Department, DPMs, ICDS etc. and ensure 100% support from district administration for smooth operations.

  • Plan, implement and maintain the activities as per the objectives of the programme.

  • Create and manage budgets as per the programme team’s need.

  • Explore opportunities to collaborate with government officials and district level authorities by offering them critical outcomes from the programme.

  • Develop and manage the stakeholder engagement plan with community influencers (PRI members, Faith leaders/ Tribal leaders), key stakeholders (SHGs, CBOs/CSOs, & NGOs), and government authorities as required to ensure all support received for advancement of the programmes.

  • Support relevant stakeholders in designing and implementation of programme

  • Coordinate with the Zonal team for updates, reviews, and for resolutions on challenges and matters related to risk mitigation

  • Conduct regular field visits to ensure expected quality of service is delivered on the field

  • Facilitate training/ sensitization/ orientation the identified stakeholders at the district level

  • Develop programme related media and communication content for all media platforms, and to share with local print media

  • Mentoring and handholding of Community Engagement Officer/ Gandhi Fellows.

  • Provide support to Gandhi Fellows as per the need of their curriculum.

  • Any other responsibility assigned as per the programme need.
