1. Background

Uttar Pradesh, the most populous state with a population of 199 million, alone accounts for high burden of child deaths, and nearly 45% of these deaths can be attributed to undernutrition of the mother and child. Malnutrition in children is directly and indirectly responsible for most of the childhood morbidity and mortality.The problem of malnutrition in the state is grave and needs to be addressed through a multipronged approach.

The Government of UP is working through its flagship schemes of Health and ICDS to bring about an improvement in the nutrition scenario in the State. Recognising that undernutrition is a manifestation of deprivations encountered as different stages of life where in addition to department of Health and ICDS, PRI, Rural Development, Education, Food and Civil Supplies alos play a crucial role, the state of UP has set up a State Nutrition Mission to advocate and coordinate convergent efforts of different departments to address the challenge of undernutrition

2. Purpose of assignment:

The primary purpose of this assignment is to support the activities of the State Nutrition Mission/National Health Mission/ICDS at the divisional/district level and to extend technical support to the Health, ICDS and other convergent departments. The assignment would involve working closely with the departments and other stakeholders, including District Administration, government officials, development partners, civil society organisations and other stakeholders. The assignment would involve providing technical support to flagships/Mission in organising monthly reviews, facility and community monitoring, capacity building and supportive supervision of staff with the aim to support government efforts to bring about a reduction in underweight prevalence.

3. The basic project objective to which the consultancy is related:

The consultancy is related to UNICEF’s support to the Government of Uttar Pradesh in the implementation of State Nutrition Mission/National Health Mission and ICDS Initiatives.

The consultancy will provide technical support in strengthening the State Nutrition Mission/National Health Mission and ICDS Initiatives at the divisional and district level. It will focus on enhancing the knowledge and capacity of stakeholders in the area of nutrition. The consultancy will also facilitate convergence at the district and divisional level among various nutrition and health stakeholders.

4. Duty Station: Divisional headquarter (Jhansi Division)

5. Roles and responsibilities:

• The candidate is expected to own a computer/laptop for generating technical reports and on non-field days will be expected to work from home
• The candidate will be working at the divisional headquarter and will be liasioning with the divisional and district officers.

Key responsibilities will be:

Under the overall umbrella of Poshan Abhiyaan, National Health Mission, State Nutrition Mission, UNICEF and parent Medical College the Divisional Resource Persons(DRP) will be responsible for the following:

• Closely liaise with district teams to ensure that the issue of IYCF, MAA, Poshan ABhiyaan and SAM are appropriately addressed
• Use available opportunities of district meetings under Health and ICDS to push Nutrition agenda
• Coordinate with divisional Commissioner’s office/District Collector to organize monthly divisional meetings
• Liaise with the department of ICDS, Health, PRI, RD, Education and Food and Civil Supplies to advocate and coordinate nutrition convergent actions at district /division level
• Monitor field implementation of Poshan Abhiyaan, MAA WIFS, AMB, NRC and Convergence Action plan during VHSND days
• Review and analyse HMIS, Nutrition Mission website with a focus on verifying district level data entry, compilation and analysis of the gaps and preparation of monthly/quarterly status reports for the district, divisional and state-level review
• Undertake capacity building at the district level and in 5 blocks/district on Community Based Events and maternal nutrition
• Daily updating of physical presence on what’s app group
• Submit one case study from each of the divisional districts in a semester i.e. (6 months)

Deliverables:

• Monthly workplan
• Monthly task accomplished
• App based monitoring reports
• Case studies

Travel: A minimum of 24 working days in a month with 10-12 days out of the nodal divisional district

Period: 16th June 2021 to 31st December 2021

Geographic location:

The candidate will be based in Jhansi and will be expected to cover all districts of Jhansi Division. The candidate will be entitled to a hired vehicle for local and outstation travel.

Qualifications, Experience and Skills :

• MSc Nutrition; Post Graduate Degree/Post Graduate Diploma in Nutrition/Public Health; MSW or related field that includes courses on community nutrition/public health.
• At least 3-5 years of progressively responsible professional work experience in planning, implementation and monitoring of child development and nutrition programmes at state and district levels.
• Fluency in Hindi and English and knowledge of local working language required.
• Proficient in using MS-Office, MS_Excel and Powerpoint
• Current knowledge of development issues, strategies, as well as programming policies and procedures in development cooperation.
• Proven ability to conceptualize, plan and execute ideas, as well as to impart knowledge and teach skills.
• Analytical, negotiating, communication and advocacy skills.
• In depth understanding of the ICDS and Health program.

Remuneration: Rs. 65,000 to 70,000/- per month subject to completion of expected tasks and 24 working days
