About the Project:
In 1995, WHO and UNICEF developed Integrated Management of Newborn and Childhood Illness (IMNCI) as a premier strategy to promote health and provide preventive and curative services for children under five years of age. There has been near universal adoption of the IMNCI strategy by target countries, with widespread reported implementation of IMCI. However, countries were rarely able to scale up IMNCI and the adherence was very low. Poor adherence to the Integrated Management of Newborn and Childhood Illness (IMNCI) protocol reduces the potential impact on under-five morbidity and mortality. Terre des hommes initiated the Integrated e-Diagnostic Approach (IeDA) programme in 2014, with the goal of reducing child mortality by enabling better quality of health services through mobile health tools, quality improvement processes and a data management strategy. IeDA helps the primary healthcare workers (HCW) improve their level of adherence to the IMNCI clinical guideline. The digital job aid of IeDA is an Android-based application that guides Healthcare Workers (HCWs) through the IMNCI algorithm from the clinical assessment of the child, to the classification, prescription, referral and counselling.

Position: IeDA Project Manager

Location: The position is based in Ranchi, with frequent travels to Kolkata and project locations in the country along with possible travel to Tdh’s other Country Offices in the Region or globally, as need or opportunities arise.

Reporting: Reports to the Health & WASH Programme Manager
Working relationship: Actively engages with Tdh’s Regional Health Manager Asia.
Duration of assignment: This position is up to 31st December 2022. Possibility of extension depends on the programme requirement and available resources.
Starting date: 1st January 2022, preferred

About the position:
• Reporting to the National Health & WASH Programme Manager, the IeDA Project Manager will lead the Tdh IeDA team (Training & Advocacy officer) and provide technical support and leadership to Tdh’s implementing partner’s IeDA project team, to ensure that the IeDA project activities are implemented smoothly and as committed to the donor
• Monitors, in close collaboration with the actors of the health system, the Tdh programs and the deliverables to achieve quality and timely project objectives
• Identifies the difficulties that can hinder the implementation of activities and offer and implement new solutions to overcome them.
• Facilitates networking, advocacy, and partnership relations in India, with actors from the government and national and international partners.
• The IeDA Project Manager is responsible for the effective implementation of the Tdh health thematic policy in line with the Country/MCD/ Global strategic priorities.

Main Responsibilities:
The IeDA Project Manager provides technical, managerial and strategic support to project staff for achieving the progect objectives. As such, its mission is to:

1. Ensuring effective project management
• Search for technical and financial partnerships: writing of project proposals and associated budgets
• Planning of partnership activities
• Regular monitoring of progress through field visits, team progress review meetings as per plan and implementation of collaboration agreements
• Develop quality reports on project activities as per Tdh and donor requirements
• Do data analysis, interpretation and presentation
• Keep Tdh management updated about the progress of the project and highlight any challenges that can be seen from before to be able to address efficiently
• Project representation and advocacy activities with relevant stakeholder both government and non-government.

1. Ensure effective partnership management
• Provide technical support and leadership to Tdh’s implementing partner’s IeDA project team, to ensure that that the IeDA project activities are implemented smoothly and on time
2. Donor management
• Ensure donor compliance and regular liaison for operational requirements as committed to the donor
3. Optimizing the human resources management of the project (field team)
• Design of the staff performance optimization plan
• Provision of team resources to support the projects and the country office of India (and more specifically the health team)
• Monitoring of the staff performance optimization plan
o Periodic assessments
o Implementation and monitoring of the training plan
o Monitoring of the program's HR needs (internships, contract workers and technical assistance)
4. Support the field team in the quality of services
• Provide technical capacity building and close monitoring support to the field team to deliver quality work within the specified project timeline
5. Financial Management & Accounting
• Operational project budget holder
• Responsible for monitoring and regular review of the project operational budget and expenditure
• Monthly coordination with the partner team for partner budget monitoring and support any issues related to project budget planning.
• Monthly coordination with the Health & WASH Programme Manager and Finance team of Tdh and reviewing the partner book and updating the BFU tool for efficient financial monitoring
• Sharing immediate information with the Line Manager when a major change in the budget is needed or over/under expenditure is probable.

6. Promote Tdh's specific values and policies
• The application of the Child Safeguarding Policy
• The application of the anti-fraud / corruption policy
• Application of the safety and security policy
• The application of the policy for reporting any abuse.
• The application of administrative and financial procedures

7. Others:
• Undertakes other duties that may be defined by the Country Director
• Terre des hommes expects that its employees’ professional conduct reflects proper behavior in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

8. Child Safeguarding Policy :
• Focal point person for child safeguarding at the location.
• To commit to respect Tdh Risk Management Policies including: Child Safeguarding Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy
• To commit to ensure the best implementation possible of the Tdh Risk Management Policies in India.
• To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies

9. Security :
• Focal point person for safety and security at the location.
• Be aware of and strictly abide by the security policy of the Tdh India country office.
• Pro-actively report relevant observations related to security/safety issues to the Supervisor.

Expected qualification and experience:

• 10 to 15 years experience of project management, partnership management, donor management and advocacy with government stakeholders
• Understanding of MNCI would be preferred
• Experience of Digital Health technology; Having knowledge and / or practice of CommCare platform would be preferred
• Hands on mobile application development and support experience is a plus
• Show good abilities to work in different cultural contexts and in difficult situations as well as to manage confrontation with difference
• Have a good knowledge of the health system in India
• Have excellent English writing skills
• Show an excellent command of Hindi and English (Level: Working Knowledge).
• Have a perfect mastery of IT tools (Office Pack, Microsoft Office)

Recruitment & Remuneration

Tdh offers a competitive package of remuneration, based on the candidates’ experience and credentials. Annual CTC for this position will be INR 1,400,000 inclusive of Annual festival bonus which is one-month gross salary on pro rata basis and Gratuity (as per Indian Gratuity Act), Mediclaim Health Insurance coverage of INR 10,00,000 for Employee & family and Accidental insurance coverage of INR 10,00,000 for the Employee.
