Lead Consultant – Knowledge Management Division

National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM), Ministry of Health & Family Welfare, as an autonomous registered Society, to channelize technical assistance and capacity building support to the states for strengthening the public health system. NHSRC is mandated to contribute to health policy, strategy development, national health planning, programme design and evaluation.

The division of Knowledge Management support activities related to Implementation Research for Health Systems Strengthening (IR-HSS) Under National Health Mission. It support the generation, collection, analysis, use and dissemination of knowledge and evidence for polices and programmes to strengthen health systems. It serves as the technical reference point on research for other divisions of NHSRC, MOHFW and the states, and facilitates implementation support functions by under undertaking/ supporting rapid assessments, evaluations, reviews and development of analytical reports drawn from HMIS, reporting portals and other sources. The KMD also serves as the nodal division in NHSRC for UHC and SDG monitoring and repository for research studies, relevant committee reports, and other data sets.

The position is specifically for the requirement of One, Lead Consultant –Knowledge Management Division, purely on contractual basis.

Roles and Responsibilities:

Provide technical assistance to undertake research activities under Knowledge Management Division (KMD).

• The Lead Consultant will be responsible for tracking and following up on all deliverables of the Division, S/he should be able to critically analyse the work undertaken by the Division and draw up annual work plans.’
• Provide technical assistance to undertake research activities under Knowledge Management Division (KMD)
• Support the states in designing and planning research proposals to strengthen health systems.
• Lead the preparation of technical documents, including reviews on Health Systems interventions and social determinants of health, including policy briefs and reports.
• Lead review and analysis of published and grey literature and data available through various sources on a periodic basis, including National / State / District level survey, HMIS, Sustainable Development Goal indicators and Universal Health Coverage indicators.
• Explore areas for engaging with partner institutions to undertake research under KMD, including IR-HSS.
• Support the IR-HSS platform on all administrative and technical matters.
• Responsible for regular review of the projects with the partner institutions and provide inputs as required for revision and submission of reports
• Lead and support team to ensure timely review of the projects under KMD to provide a routine update.
• Ensure timely and high-quality responses to MoHFW and Parliament Questions pertaining to the division
• Undertake analytical documentation of field review visits to provide feedback to the states.
• Identify best practices and innovations within states and districts and support in documentation.
• Support team and divisions in providing periodic synopsis of progress in states using data and field findings as a means of technical support and programme oversight.
• Support in creating platform for partners/stakeholders to share and create evidence-based knowledge, enabling the uptake of information to strengthen the Health systems interventions
• Support Advisor/Executive Director for administrative functions of the Division
• Undertake other assignments under KMD, which may be assigned from time to time by the Advisor/Executive Director.

Qualifications and Experience:

• MBBS/BDS/MDS/BAMS/BYMS/BUMS/BSMS/BHMS Graduate with either of the following Post Graduate degree:
1. Masters in Community Medicine
2. Doctorate in Community Medicine
3. Master in Public Health
4. Doctorate in Public Health
5. Master in Health Administration
6. Doctorate in Health Administration
7. Masters in Health Care Management
8. Doctorate in Healthcare Management

• Have at least 10 years of post-qualification experience in Public Health Systems, including implementation and supporting large scale National health care programmes.
• Should have deep understanding of public health issues in India and role of various stakeholders.

Limit: Up to 55 Years (as on the date of receiving the application)

Location: New Delhi with extensive travel to states and Districts

Remuneration Range: Between Rs. 1,30,000/- to Rs. 1,70,000/-
*Fee offered within the band will be commensurate qualification and experience.
