In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These programs are funded by USAID, Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and others. USAID funded NISHTHA project implemented by Jhpiego is providing technical assistance to GoI for strengthening delivery of comprehensive primary healthcare (CPHC) services through Ayushman Bharat Health and Wellness Centres (AB-HWCs) across 12 intervention states. NISHTHA is also providing technical assistance to 13 states in managing COVID-19 pandemic under Emergency Response Fund (ERF) provided through USAID since the beginning of the pandemic.

NISHTHA is hiring for the position of Lead – Emergency Response to serve in a leadership role as a public health expert and engage in the design, development, maintenance, operation and enhancement of interventions related to public health emergencies like COVID-19. The incumbent will be based in New Delhi and will provide technical and managerial expertise to shape the strategies and activities for providing technical support to the project intervention states for preparing, preventing and responding to public health emergency situation. This is a fixed term position till May 2023 and will report to the Chief of Party- NISHTHA.

Responsibilities:
• Work closely with Chief of Party-NISHTHA and provide technical assistance and programmatic support to the project team and state teams in preparing the project pathway and its implementation strategy as per guidelines and workplan
• Develop a strategy for defining NISHTHA’s emergency response (like COVID-19) during both acute phase as well as recovery & resilience phase for strengthening primary healthcare facilities in urban and rural areas
• Support in situational analysis on various domains as relevant to the project and facilitate development and implementation of the project and proposals/strategies derived from the situational analysis for building health system resilience against various public health emergencies
• Represent NISHTHA as appropriate with partner organisations, government stakeholders and the donor agencies
• Foster partnerships and working relationships with key stakeholders across the multiple sectors and ministries to pool in resources for mitigating the impact of public health emergencies
• Provide strategic and thought leadership in core technical areas including contributing leadership in own area of technical expertise
• Mentor, support, supervise, and manage a team of technical staff and align their efforts in concert with program goals to ensure rapid and sustainable results
• Ensure that the project meets all set deliverables and reporting requirements
• Review literature for new developments, promote best practices, policies, and emerging issues
• Attend technical meetings, and workshops, and participate in relevant training events, sharing lessons learned, as well as presenting evidence
• Document processes and achievements across the project including oversight of grant response activities to ensure learning is captured and disseminated
• Participate in preparation of any reporting to the donor and contribute to any internal reports as requested
• Perform other activities, as assigned by the supervisor to achieve organizational goals

Abilities/Skills:

• Demonstrated ability of working in planning and implementing emergency response interventions and innovations
• Demonstrated ability to work with diverse stakeholders include national and state government counterparts, donors, development partners, field NGOs and civil society stakeholders
• Familiarity with emergency response efforts and best practices across different states
• Excellent written, oral communication and presentation skills in English and Hindi
• Proficiency in writing technical and programmatic documents such as briefs, strategy documents, learning resource packages, training materials and reports
• Excellent coordination, organizational and project management skills
• Creative problem-solving and analytical thinking
• Ability to multitask and work in a multi-cultural team.
• Ability to handle a variety of assignments under pressure of deadlines
• Proficiency in computers – Microsoft Office
• Ability and willingness to travel up to 50% of his/her time

Qualifications/Knowledge and Experience:
• MBBS, BDS, BAMS, BHMS preferred
• Master’s in Public Health/ MD in Community Medicine/ PG Diploma in Health Management essential
• At least 10 years of work experience with demonstrated experience of working in emergency response
• Strong analytical skills and the ability to use data for decision making
• Prior experience of working in primary healthcare settings is desirable
• Familiarity with the Indian health system, newer initiatives in health sector and relevant government policies/ strategies particularly NHM, NUHM, Ayushman Bharat Health & Wellness Centers etc.
• Experience in implementing/ managing/ working in large-scale public health programs
