Position Vacant: Leprosy Program Advisor

About NLR: NLR India is a branch office of NLR International with its headquarters at Amsterdam, the Netherlands. NLR India is working in 129 districts of seven states of the country- Bihar, Delhi, Jharkhand, Rajasthan, Uttar Pradesh, Uttarakhand, and West Bengal. NLR India’s work primarily focuses on persons affected with leprosy and lymphatic filariasis. Moreover, NLR India strives for a leprosy free India and society free of suffering due to leprosy and the disabilities and social exclusion that it causes.

Location and Reporting:
This position is based out of New Delhi reporting to National Project Coordinator.

Job Description:

• Responsible for the NLR India state/unit office; staff supervision, project/s implementation, advocacy, liaison, reporting, etc.
• Will work in close collaboration with State Leprosy Officer (SLO), Chief Medical Officers (CMO) and District Leprosy Officers (DLOs) and other govt staff
• Assist in conducting need-based assessments.
• Analyze data and use it for advocacy with SLO, DLO and other officials; plan travel as per prioritized districts and blocks.
• To identify specific training needs and participate or arrange experts to facilitate formal training activities.
• To motivate, guide, support and encourage District Leprosy Cell (DLC) staff to carry out field visits and provide supportive supervision; also includes improving the DLC’s communication skills, to give advice, on feedback and follow-up on findings.
• Develop need-based supervision checklists and reporting formats.
• To support the DLC in planning the Programme activities, in monitoring the implementation of the planned Programme and in adapting the planning to reality.
• To assist the DLO in ensuring that the district societies are meeting regularly, that agendas are prepared in advance by the DLO, the sufficient time is provided for discussions, and that adequate (correct and timely) meetings reports/minutes are made and distributed.
• To assist the DLO to ensure that the budget allocated for the activities in the plan is utilized effectively and efficiently.
• To assist the DLC in ensuring the DLO & CMO meet the District Magistrate periodically for seeking the required support.
• To facilitate that the DLO and CMO are in complete harmony and all the plans are made under consultation of each other.
• To support DLO in keeping leprosy on high agenda during Health Planning meetings other than those organized for leprosy.
• To keep the state and ILEP agencies informed through quarterly reports about the functioning of DLC, gaps in the NLEP and new developments or initiatives undertaken by the DLO.
• Travel for around 15 days a month.
• Any other task assigned by the Supervisor or Country Director.

Qualification and Experiences:

MBBS or BDS/BAMS/BHMS with post graduate in public health, MPH and minimum five years of experience in health programs working on technical assistance and advocacy roles. Candidates with experience on Leprosy and Neglected Tropical Diseases will be preferred.

Other essentials/ preferred skills :

• Capacity building and training
• Data analysis, report writing, other documentation
• Good written & spoken English
• Proficient in MS Office packages including word, excel and power point
• Good time management.
• Honesty, integrity and dependability.

Knowledge of leprosy and working with government set-up/system will be an added advantage.

Type of Appointment:

Contractual appointment with fixed term of 12 months. Renewal thereafter on basis of performance and requirements of project/ NLR India.

Remuneration :

Compensation will be based on experience and qualification. On travel days, (S)he will be entitled for re-imbursement of hotel accommodation, plus per diem per the entitlement.
