Position: Medical Doctor


Job Location: Churachandpur, Manipur.


Duration: 12 months (Renewable)

Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, DWBI protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions.



Hierarchically accountable to Medical Activity Manager

Functionally accountable to Project Medical Referent        



  • Apply medical knowledge, skills to diagnose, and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting DWBI protocols.

  • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.

  • Follow up the evolution of the hospitalized/IDP patients, through daily visits , consultations and examinations, prescribing the necessary treatment following DWBI protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.

  • Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.

  • Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material.

  • Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.

  • Knows and ensures all DWBI medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing biohazard risks and improving infection control. Ensures professional confidentiality is respected.

  • Manage the team under his/her direct responsibility according to DWBI HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.



Manipur Project context:

  • DWBI Manipur Project started in 2004 and currently has an established HIV / TB /DRTB/HepC programs in 1.Churachandpur, 2.Chakpikarong and 3.Moreh.   

  • DWBI is also supporting ART treatment program including HCV screening and treatment at the NACO’s ART Center and Medical IPD in the CCpur District Hospital.

  • DWBI also works with different NGO for the HCV Mono infections among IDUs.

  • Since March 2020, DWBI plans to start the OSCC (One Stop Care Centre) for OST (Opioid Substitute Therapy) program for the PWIDs in collaboration with NACO, through MSACS at the Paicham PHC center in Moreh.

NB: The MDs will be rotated at all the different sites of DWBI works on a regular basis:


Roles and Responsibilities of MD at DWBI HIV-TB-HCV Clinic in CCpur, Moreh and Karong:

  • Provide diagnostics and treatment of HIV, TB/DRTB, HCV, STI, NCD, and other medical conditions following DWBI Project specific Protocols at DWBI Clinic.

  • Work closely with other members of medical team staff (Nurses for triage and patient flow, Counselors, Health Promoter, Lab Technicians and Medical Data Processing Officer) to ensure quality medical care.

  • Accurate filling of all required medical forms in the patient file and collection of clinical data as required

  • Ensures professional confidentiality is respected.

  • Refer patients to appropriate facilities (CCPur District Hospital, tertiary Hospital in Imphal) for further investigations and treatment or special care based in indications set by DWBI Protocols; and follow up the evolution of referred cases by networking/collaborating with partner doctors.

  • Ensure proper and careful use and check quality of biomedical equipment following the user manual and protocols and alert supervisor in case of malfunctioning.

  • Support clinic/community activities with any additional task assigned.

  • Inform MAM of any irregularities, shortage or damage of materials

  • Participate in clinical as well as medical team meetings.

  • Participate in any emergencies/explorations if necessary

Roles and Responsibilities of MD at NACO ART Centre- DH

  • Work with MOH MD to ensure the quality of care for HIV, TB & HCV diagnosis and treatment is improved and maintained;

  • Hold case discussion with MOH MD about difficult cases on the job.

  • Assist MAM working together with MOH MD to identify ART failure cases; Participate in bi-monthly DWBI-MOH’s ART Failure cases review and decision making on the plan: Switching to 2nd line or Enhanced Adherence Counselling for 3-m and FU VL) following NACO GL

  • Work together with the ART Centre team and DWBI team in implementation of “Simplification Model”.

  • Assist MAM in organizing DWBI’s presentation at hospital CME.

Roles and Responsibilities of MD at DH IPD

  • Conduct ward round jointly with MOH IPD MD and team.

  • Hold case discussion weekly with MOH IPD team lead by MD.

Roles and Responsibilities of MD with NGOs dealing with IDUs

  • Conduct screening of IDUs for HCV/HIV and send sample to DWBI Clinic for confirmation

  • Initiate HCV treatment and follow-up.

  • Refer HIV positive IDU to DWBI Clinic for ART initiation

Roles and Responsibilities of MD at the OSCC:

  • The MD plays a lead role in the medical aspects of OST program. He /she is expected to provide the best possible medical care for OST along the DWBI/NACO guideline  

  • The MD will deal with PWIDs and OST patients without discrimination, in line with Medical Ethics.

  •  Ensure professional confidentiality is respected at all times

MD will perform the following duties following DWBI/NACO OST & HIV/HCV/STI GL:

  • Assess patients for suitability of initiation into Opioid Substitution Therapy ( OST ) 

  • Induce, Maintain and Terminate the OST along the DWBI/NACO Guidelines.

  • Prescribe suitable doses and individualize Buprenorphine dose appropriately on patients

  • Assess complications and conduct regular follow ups

  • Manage overdose crisis with Naloxone and document it as per the NACO GL

  • Conduct the following procedures for mental health patients as follows :

  • Mental Status Examination ( MSE) in PWIDs to detect mental illness

  • Prescribe psycho-tropic treatment for mental illness as indicated

  • Discuss with MAM for referrals to psychiatrists and psychosocial intervention.

  • Provide screening , diagnosis, and treatment of HIV/TB/ HCV/HBV, STI /RH, NCD cases

  • Provide medical treatment for common clinical conditions including wound and abscess care

  • Carry out timely referrals of sick patients the appropriate facilities after discussion with MAM

  • Communicate clearly with clients and family members about the illness and the management process involved and ensure they have understood.

  • Assist in compiling monthly medical reports

  • Participate in regular team meetings and participate in advocacy as needed

  • Work in good harmony alongside a multidisciplinary medical team of OSCC Program



Essential: MBBS degree with full & valid registration from Medical council of India or state medical councils, Desirable diploma in Tropical Medicine


Essential Minimum 1 year of work experience

Desirable experience with HIV, (DR) TB and/or HCV.

Experienced in performing tissue aspirates techniques for diagnosis



Mission language (English) essential. Local language desirable.
