Job Summary:

 

The Monitoring and Evaluation (M&E) officer will be responsible for the managing of all monitoring and evaluation activities of the transgender clinic and will closely work with Clinic Coordinator and outreach team. The M&E Officer will be responsible to collect data, check data accuracy, validate, analyse and compile monthly reports. The M&E officer will be reporting to the Clinic Coordinator and closely work with the functionaries managing M&E system of the project at district/state level.

 

Specific responsibilities:

  • Develop data management tools, excel based dashboards, analytics frameworks and innovations to ensure continuous and harmonized data collection, validation, analysis for monitoring and evaluation of program performance

  • Implement appropriate monitoring systems for tracking program activities and results

  • Design reporting and documentation formats for the clinic for field operations, clinic staff

  • Assist in activities of data disaggregation and compilation, analysis and descriptive report on the data set

  • Manage electronic mobile/tablet-based data collection platforms (including qualitative data), ensuring timely data entry, analysis and reporting

  • Undertake regular review of the data and data systems, in coordination with clinic manger and project team; monitor the progress against the approved plan; and identify areas of improvements

  • Technically support the team in identifying performance indicators and for planning, monitoring, review and reporting

  • Analyse client feedback system and use the information to improve quality and compliance.

  • Play lead role in quantitative and qualitative reporting

  • Manage individual tracking and case management related information – for clients specially those who are on HRT, ART, PrEP, post-operative care through clinic staff

  • Manage social media platforms of the clinic and support in management of virtual groups

  • Assist in implementing data quality assessments (DQA) to ensure compliance with PEPFAR Monitoring Evaluation and Reporting (MER) guidelines. Support the team in preparation for the accreditation of the clinic (NABH)

  • Capacity building of the clinic staff on monitoring systems and data utilization

  • Support project staff to generating and disseminating evidence to the wider community –including the NACP and PEPFAR stakeholders

  • Demonstrate the highest degree of integrity throughout all activities and work closely with the clinic team and with the project team

  • To be sensitive the needs of the community

  • Establish and follow the systems to ensure data confidentiality as mandated by Government, JHU, YRG Care and USAID.

  • Any other work assigned by supervisor within ambit of the project ACCELERATE.

Qualifications and Skills Required:

  • Bachelor’s degree/diploma; additional computer training or certification will be an asset

  • Minimum 3 years of experience in monitoring and evaluation area in HIV sector.

  • Trans identified person preferred for this position with knowledge of English, Marathi and Hindi language

  • Experience of managing individual tracking systems and implementing electronic mobile/tablet-based data-collection systems for data entry, analysis and storage of quantitative data is preferred. Experience with qualitative data systems is desirable.

  • Competency in use of Microsoft Office Excel, Word and Powerpoint. Working knowledge on other quantitative data analysis software (e.g., STATA) is desirable.

  • Excellent written and oral communication, liaison and negotiation skills

  • Self-motivated, with a strong ability and drive to lead project activities independently with minimal supervision; with ability to effectively build and manage networks and relationships for program improvement and stakeholder management.
