In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of comprehensive primary health care, family planning, maternal and child health, strengthening human resources for health, and noncommunicable diseases. These programs are funded by USAID, Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and other anonymous donors.

Jhpiego under its flagship health systems strengthening project NISHTHA (funded by USAID), is providing technical assistance to the national and twelve state governments on strengthening the comprehensive primary health care (CPHC) by operationalizing Ayushman Bharat Health and Wellness Centres (AB-HWCs). To support the intervention states in achieving the AB-HWC mandate, Jhpiego is hiring for the position of National Program Manager- CPHC based at New Delhi for USAID funded NISHTHA project. This position is expected to provide high level techno-managerial assistance to the intervention states to as per the program work plan. This position will report to Chief of Party, NISHTHA.

Location: New Delhi (Jhpiego India Country Office)

Role and responsibilities:
• Work closely with project teams in consolidating NISHTHA’s objectives of providing effective and responsive technical assistance for CPHC, building a conducive eco-system for innovative solutions in CPHC and fostering partnerships among public and private sector to deliver CPHC
• Work closely with national and state governments, project team to develop, implement, monitor project activities including development of roadmaps, work-plans, activities, reports etc. in the area of comprehensive primary health care.
• Support states in strengthening training ecosystem of certificate course in community health to meet the AB-HWC mandates
• Support states in expansion of services at HWCs and multi-skilling of service providers at primary health care facilities
• Provide technical assistance for roll out of School Health and Wellness Program and integration with Health and Wellness centres.
• Provide technical assistance for mainstreaming RMNCH+A services at AB-HWCs and communities as per the CPHC service delivery framework
• Provide technical assistance for integration of Tuberculosis services at Health and Wellness centres towards meeting the NTEP goal.
• Support state team in strengthening the supply chain mechanism for drugs, diagnostics and logistics especially at the primary health care settings.
• Support and coordinate with state team in improving the primary health care teams’ response to SARS-CoV-2 at the level of HWCs and communities
• Strategize and implement evidence based innovative strategies for establishing seamless continuum of care for expanded range of services at HWCs
• Support in implementation of the annual work plans by assisting in designing, tracking and providing support to the implementation and monitoring of program activities.
• Work closely with state team leads to develop roadmap, operational plans and financial proposals (PIPs) for setting up of HWCs in the state in line with GoI guidance.
• Work closely with state teams in implementing newer interventions in the area of CPHC
• Meet regularly with Government/NHM officials and Health Department staff for smooth project management and respond in a timely manner to requests for meetings and reports.
• Support supervisor in ensuring state, donor and headquarter reporting needs are met in a timely manner.
• Facilitate project activities including workshop planning, conduction and logistics management.
• Coordinate and collaborate with JHPIEGO staff and consultants for effective program implementation as well as liaise with other partners working in CPHC, COVID-19 response and RMNCH+A domains.
• Represent the organization at the appropriate forums as and when required.
• Perform or assume other duties as assigned by the supervisor.

• Thorough understanding of interventions in India and other similar countries for health system strengthening and strengthening health system resilience with focus on RMNCAH, and TB
• Ability to develop productive working relationships with other agencies, stakeholders and other organizations including government counterparts.
• Proficiency in writing technical and programmatic documents such as training materials and reports.
• Strong written and oral communication skills in English and Hindi
• Ability to handle a variety of assignments under pressure of deadlines.
• Ability to multi task and work under multicultural environment.
• Proficiency in computers – Microsoft Office.
• Ability and willingness to travel up to 50% of his/her time

Qualification and requirements:
• MBBS/BDS/BAMS/BHMS preferred with an essential post-graduate training in public health
(MPH/DPH/ Post graduate diploma in health management)
• At least 10-12 years of experience of working with government counterparts and development partners in a similar role
• Strong analytical skills and the ability to use data for decision making
• Prior experience of working in primary healthcare settings is desirable
• Familiarity with the Indian health system, newer initiatives in health sector and relevant government policies/ strategies particularly under NHM, Ayushman Bharat Health & Wellness Centers, School Health and Wellness Program etc.
