In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. & Melinda Gates Foundation, David & Lucile Packard Foundation, Children’s Investment Fund
Foundation (CIFF), MSD for Mothers and other anonymous donors

The incumbent will manage the financial aspects of grants from the inception of grant until its closure. The position requires strong demonstrated experience in the areas of finance, budgeting, financial reporting, compliance with donor requirements, financial management of partners and relating program
needs and achievements of financial budgets. This position reports to the Director: Finance, Procurement & Sub Awards


Award Management:

• Prepare agreements related to the Programs including agreements with NGOs.
• Assist in developing, negotiating, executing and managing project subordinate agreements (contracts, sub-agreements, work orders, and consultant agreements).
• Review and edit NGO reports, tracking sub agreement clauses, comparing results against stated project objectives and tracking partner budgets.
• Tracking grant agreements and ensuring compliance with spelt out agreement policies & procedures.
• Prepare and manage budgets of NGO/CBO within the project total budget.
• Review on a monthly basis line items-wise expenditure charged to the project and to ensure correct booking.
• Ensure timely payment of vendors, partner organizations, documentation expenditure etc. in connection with the program related activities.
• Responsible for recordkeeping of all donor and sub-partner grant agreements, budgets, reports, audit and related documents executed with donor and sub-partners.

Sub-recipient management and monitoring:

• Conduct due diligence and select the NGO/CBO.
• Assist in the selection of sub-grantees and ensure that the selection process that is followed is transparent, robust and meets the all the contracting requirements of the organization and donor (conduct pre-award reviews, periodic finance and admin (F&A) reviews/audits etc.)
• Conduct financial monitoring, undertake consequent course correction and assist with coordination and financial management of project sub agreements in accordance with accounting principles, and donor requirements.
• Review all utilization certificate received from NGO/CBO in compliance with project fund
• Provide necessary training to NGOs (sub-recipients) to strengthen their financial systems thus assisting NGO partners to build appropriate operational and financial systems to effectively receive, expend and account for donor funds.
• Coordinate with finance team for all financial/administrative processes for payment to NGO/CBO.
• Physical verification of expenses of sub recipient with reference to their books of account
• Ensure that all Jhpiego and donor policies and procedures are complied with; necessary approvals are obtained; competitive bidding is used.
• Regularly monitoring the financial performance of partner organizations identifying the areas where the partner requires support and provide specific technical support on financial management, internal control systems, budgeting and sub-grants management, etc. to ensure effective program implementation. Review partners’ financial reports and interact with them to revise and finalize them as needed.
• Follow grant closure guidelines while working with Finance and COP.
• Monitor the cash-flow position, including preparation of cash-flow projections for the projects and to ensure that the fund is sufficient for planned expenditure. Compliance:
• Ensure compliance with local laws, donor agreements, Jhpiego and donor policies with regard to sub-agreements
• Oversee and review the issuance of subordinate agreements including sub-recipient proposals and documents to assure compliance with Jhpiego’s and the donor's standard provisions
• Participate in any reviews and audits that are commissioned by Jhpiego and ensure that all systems related to contracts and grants are in place and being followed by the Project team members
• Ensure that the program team within all project are provided all necessary support from a contract management perspective along a project cycle
• Advise project staff on USAID requirements and provide training on financial management, record keeping, operational systems and policies as needed

Abilities and skills :

• In-depth knowledge of international donor requirements as well as experience managing contracts, agreements and sub-agreements
• A high level of integrity and professionalism
• Ability to identify business needs, gather and analyze information, and ensure that determine approach support approach
• Excellent negotiation skills
• Willing to travel about 20% of the time
• Ability to work under pressure with multiple tasks, demands and deadlines with a positive and constructive attitude and related documents executed with donor and sub-partners
• Excellent English communication skills, both written and spoken

Qualifications and Experience:

• CA/ICWA /Master’s degree with 3-5 years of experience in Finance and Accounts either in a for profit or a non-profit organization
• Detail oriented and ability to apply analytical and evaluative techniques
• Good understanding of accounting concepts with knowledge of Indian laws affecting grant management
• Extensive knowledge of the Microsoft Office suite of tools, particularly Excel, MS Project Word and SharePoint, as well as the ability to learn other software tools readily and implement them successfully
