Around the globe, RTI International is involved in multiple efforts to provide people worldwide with the water, sanitation, and hygiene (WaSH) services they need. Our knowledge of WaSH extends from the elemental to the global scale. Our WaSH-related services are part of a broader environment and natural resources research portfolio encompassing climate change, food security, environmental and human health risk assessment, and waste management.


Project Description


Water for Women is the Australian Government’s flagship WaSH program and is being delivered as part of Australia's aid program. It is supporting improved health, gender equality and wellbeing in Asian and Pacific communities through socially inclusive and sustainable WaSH projects. The India chapter of this program is being implemented by RTI International and we intend to achieve the program goals by enhancing private sector engagement in the WaSH sector.


One of the several initiatives which the program pursues, in India, is promoting recycling of municipal sewage for industrial applications in Rajasthan. Such initiatives reduce the freshwater stress of Rajasthan and also reduce environmental degradation. However, such projects have been far too few in India and hence, business models around them are yet to fully mature. This is yet another aspect this initiative intends to address.


Position Description


RTI is hiring a public-private partnership (PPP) Specialist on this initiative for a period of 12 months (preferably, 01 Dec’21 – 30 Nov’22). This position will be based in Mumbai(initially work from home), India, but will involve travel to Rajasthan. Detailed COVID safety-protocols have been developed which will be relayed to the selected candidate. However, applicants who have taken both doses of a DCGI-approved COVID vaccine, would be preferred.


Responsibilities of the PPP Specialist include, but are not limited to:

  • Develop new models for PPPs and engage with the private sector to mobilize investments.

  • Assist financial institutions to develop risk-mitigation strategies for sewage recycling projects.

  • Develop capacity of financial institutions and banks to evaluate such projects.

  • Support the development of financial mechanisms and partnerships that facilitate increased investment and mitigate risk for project developers, including blending financing and other risk-mitigation tools.

  • Develop new PPP models based optimal risk-reward equation and considering international and domestic best practices.

  • Collaborate with utilities/ regulators/ organizations in testing and refining new PPP models through pilots.

  • Prepare and author reports, research papers, articles documenting evidence and experience from pilots and other studies.

  • Provide technical expertise on business models and financial products and services.


  • Master’s degree in Business Administration, Finance, Economics, or a related field and 6 years of relevant experience including working on public private sector partnerships and private sector investment; or bachelor’s degree and 8 years of experience.

  • Experience facilitating and negotiating public private partnerships across a variety of sectors, prior experience within the WaSH sector is strongly preferred.

  • Well networked with leading technology players, financial institutions, and service providers.

  • Prior experience working on a donor-funded projects is a plus.

  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.

  • Strong oral/ written communication skills and ability to communicate at multiple levels in the organization.

  • Ability to coordinate activities with government and private sector officials

  • Ability to build effective relationships with all clients, peers, and stakeholders.

  • Ability to work hands-on, independently, and within team.

  • Strong organizational and interpersonal skills and ability to work in a team-oriented setting.

  • Experience in general business administration and financial management.

  • English language proficiency
