In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These projects are funded by USAID, Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and others.

Jhpiego is hiring for the position of Program Director based at Lucknow Uttar Pradesh for providing technical assistance to Nursing, Family Planning and MNH projects. The position will provide strategic vision and technical leadership to project.

Job Responsibilities:
• Lead and manage project by development, implementation, monitoring and reporting of the project activities including preparation of work plans, budgets, Monitoring and evaluation (M&E) framework and reports.
• Be responsible and accountable for assigned project performance and delivery of project objectives, milestones and outcomes in timely and quality manner.
• Serve as a budget holder of the assigned project
• Lead and supervise state project team of the assigned projects and support them with managerial direction and technical inputs.
• Lead and supervise project team for strengthening post-pregnancy family planning services and ensuring robust health systems and a conducive environment for addressing the unmet need for spacing in the state
• Lead and supervise project team for improving quality of care in maternity services in private sector institutions in the state
• Lead and supervise project team in strengthening capacity of State Nursing Registration Council (SNRC) and the State Nursing Directorate in regulation, management and leadership, thereby ensuring development of a strong and competent nursing-midwifery cadre in UP
• Provide assigned project oversight and technical assistance to the project staff for implementing technically sound interventions while building their capacity in the required areas.
• Develop budgets, monitor expenditures and maintain good financial stewardship of the assigned projects in coordination with the Finance team and India Country Office team.
• Prepare a learning agenda for the project in collaboration with the project and MEL teams by developing and implementing demonstration models/ learning labs as committed in the project proposal.
• Build excellent working relationships with all key stakeholders in the ministry of health and other ministries at the state level.
• Ensure timely implementation of assigned project activities as per the agreed annual project work plans.
• Organize, manage and provide programmatic and technical inputs for the projects from international and national staff, partners and short-term consultants so as to ensure smooth implementation.
• Oversee/ prepare donor progress reports to ensure donor and government reporting needs are met.
• Oversee and support the development of learning resource packages, documents, reports, and presentations according to the project and Jhpiego guidelines for internal project needs and externally for dissemination.
• Guide to manage day-to-day operations and activities for projects at national and state level.
• Oversee project activities including workshop planning, logistics planning and management, travel arrangements and other activities and support to ensure smooth implementation.
• Develop, implement and manage a knowledge management plan for the project to ensure that key project achievements and lessons learned are documented.
• Travel within India and districts of assigned state in support of project implementation and monitoring as needed.
• Work to ensure efficient and effective office operations, maximizing the input and support of all Jhpiego staff and consultants as appropriate.
• Ensure compliance to Jhpiego policies, systems and processes.
• Represent Jhpiego at various meetings and conduct advocacy for the assigned projects.
• Undertake all other activities, as required for the project and assigned by the supervisor.

• Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with government, donors and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
• Ability to oversee the development and implementation of a high-quality monitoring and evaluation framework for the project.
• Ability to coach, mentor and develop technical capacity in state and regional projects and technical staff
• Ability to develop productive working relationships with other agencies, private partners and other organizations including government counterparts.
• Ability to handle a variety of assignments under pressure of deadlines.
• Excellent skills in facilitation, team building, and coordination
• Good written and verbal communication skills
• Ability to travel at least 30% of the time

Qualifications/Knowledge and Experience:
• Advanced degree in public health, policy, health reform, management, or a related field;
• 12-15 years of professional experience working in healthcare, private sector, FP/RH and maternal health projects, as well as previous experience leading small to medium grants.
• Extensive experience working with counterparts at various levels of government and the nongovernment sector in managing international development assistance projects.
• Strong technical expertise, good management skills, and extraordinary communication skills are the essentials for this position.
• Experience of working in nursing projects will be desirable.
• Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
• Familiarity with the Indian health system, newer initiatives in health sector and relevant government policies/ strategies particularly National/State Health Mission
