Vision Foundation is a Delhi based local non-profit, founded in 1994, established by a group of management professionals to make a mark in the social sector through implementation of development projects demanding higher degree of skill & technique and managing the projects successfully to develop models of success for replication. It is working in the area of livelihood, health delivery system, slum improvement, environment, education, etc. Vision is implanting various development projects across India, supported and funded by International, National funding agencies.


Job Summary: Vision is hiring for program manager position for it’s program in West Bengal & Jharkhand. The program is funded and implemented in collaboration with Landesa (US based International non profit). The Program Manager is responsible for development, expansion, integration and implementation of the program strategy in the state. The ultimate goal of the program strategy is to improve the lives of rural women and men by providing secure land rights. The Program Manager is responsible for exploring and maintaining key partnership relationships with government and, program partners. The Manager directly manages projects in a state, monitors work and evaluates results to ensure that departmental, organizational objectives and operating requirements are met and are in line with the needs. The Manager will also supervise consultants and other staff members as needed for the implementation of this project, including the assessment of land related issues, review and revision of existing training materials, and production of new materials and the training of the trainers.


Reporting and relationships: Reports to National Director of Programs or Director of Women’s Land Rights, depending upon location. Works in close collaboration with team members, NGO partners and government.


Travel requirements: Local and regional travel, up to 60% of time, including overnight travel to rural areas.


Essential job functions:


Program management

  • Work with the National Director/ Director, Women's Land Rights to develop program strategy in a state, and explore, cultivate partnership development with various stakeholders, including state governments, government institutions, other non-profits and CSOs.

  • Support the Director to ensure that the projects are implemented with high quality, within budget and on time.

  • Supervise, guide and build capacity of field level consultants, junior program staff on the development and implementation of working strategy in alignment with organisational strategy and program deliverables.

  • Monitor progress against program workplan and organizational metrics and milestones. 

  • Present program management report containing insights as and when required

  • Support development, coordination, and integration of state and cross-cutting program strategies. 

  • Work with other team members in the state to provide high-level project oversight, direction and deliverables.

  • Ability to think creatively and strategically to mediate and negotiate successfully with government stakeholders, individuals and partners. 

  • Strong program and project management skills. Ability to balance competing priorities, work effectively in complex situations and within tight deadlines.

Education and experience:

  • Postgraduate or professional degree in a relevant field (law, international studies, economics, social science, business, etc.).

  • At least 8 years of relevant experience in program management position.

  • Knowledge of land tenure or rural development issues with experience working in land reforms sector is desirable.

  • MS Office 365 proficiency.  

  • Language skills: Bengali and English for the Kolkata position; Hindi and English for the Ranchi or Lucknow positions.

The annual compensation range for this position is INR 10-15 lakhs, depending upon experience.


Work environment and working conditions: While performing the duties of this job, the employee may be exposed to working conditions and hazards which are prevalent in the location of assignment.  The noise level in the work environment is usually moderate. Work is primarily performed indoors with some potential for exposure to safety and health hazards related to electronics work.  The employee may be required to travel overseas and domestically.  When traveling, the employee may be exposed to physical hazards (illnesses, noise, extreme temperatures, wet or humid climates, etc.), road hazards (unfinished/dirt roads, potholes, traffic-related accidents, etc.), and atmospheric conditions (odours, dust, fumes, smog, etc.).
