Background of the Project


India Health Action Trust (IHAT) works towards reducing inequities by developing comprehensive and sustainable programs to improve population health. We work closely with the Government of India and state governments to achieve its public health goals. Our work is focussed in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. Our work is aligned with the Sustainable Development Goals.


IHAT has set up multiple Technical Support Units (TSU) for the Governments of Uttar Pradesh, Karnataka and Delhi and an Innovation Hub in Madhya Pradesh to provide techno-managerial assistance and coordinate with the Governments, Non-Government Agencies, Academic Institutions and Communities


The Uttar Pradesh Technical Support Unit (UP TSU) was formed in 2003 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation. The University of Manitoba (UoM) leads the program and has partnered with IHAT to support the government in strengthening its Reproductive, Maternal, New-born and Child Health (RMNCH) and Nutrition programs.

Job Summary


UP-TSU is providing technical support to NHM, UP in planning, implementation and Supportive Supervision for effective implementation of IEC/BCC initiatives at State/district/Block level. The Program Officer will provide support in effective implementation of IEC/BCC activities at state/District/Block/Community level by proper planning, coordination and supportive supervision. The Program Officer will coordinate with IEC division, NHM and develop implementation strategy for different activities related to Mass Media, Mix media and Traditional Media campaigning and activities on RMNCH+A.


Key responsibilities

  1. Provide support in developing IEC/BCC strategy, guideline and tools for effective implementation of IEC/BCC activities approved for Uttar Pradesh.

  2. Coordinate with State IEC bureau, District/Block IEC/BCC nodal officers for effective planning and implementation of different IEC/BCC activities at community level.

  3. Quality documentation of the process adopted for outcome oriented IEC/BCC campaigning/activities, meeting minutes, etc and prepare quality reports to share with different stakeholders (GOI, Development Partners etc).

  4. Provide hand holding support to IEC/BCC nodal officers and conduct supportive supervision visits for effective implementation of IEC/BCC activities in the districts.

  5. Develop training curriculum and tools on IPC/BCC/SBC communication for capacity building program of district/block level IEC/BCC nodal officers

  6. Prepare telecast/broadcast plan for all Mass Media activities

  7. Support Media agency to prepare research design, tools and data analysis for impact assessment and documentation of different NHM Initiatives.

  8. Support Doordarshan and other Mass Media channels in developing quality media content on RMNCH+A

  9. Review the IEC/BCC materials and develop the designed IEC/BCC materials on RMNCH+A

  10. Develop IEC/BCC repository to share with internal UP-TSU team and IEC/BCC nodal officers

  11. Collect and compile the information/data from different programs of NHM and UP-TSU to develop evidence based IEC/BCC PIP 2017-18

  12. Provide support in coordinating with internal UP-TSU teams, developing and refining the content of UP-TSU’s quarterly newsletter, ‘Pahal’. Coordinate and provide support to designer in finalizing newsletter on time.


  • Master in Social Sciences/ Mass communication or equivalent qualification. Degree/P.G Diploma in Mass Communication will be preferred.

  • 5-7 years’ experience of Program Management and implementation of Social Behavior Change Communication campaigning/activities in development sector. Work experience with government system will be preferred.

  • Experience in design tools and software (In design, corel draw etc.) will be preferred.

  • Excellent written and interpersonal communication skills.

  • Demonstrated cross-cultural, teamwork skills and ability to foresee issues and initiate appropriate action.

  • Must be flexible and able to work in a challenging environment.

  • Demonstrated cross-cultural, teamwork and advance knowledge in computer skills
