Job Position : Programme Finance Associate - Migration

Reports to : Lead - Programme Finance

Location : Salem, Tamil Nadu

Appointment : On contractual basis for 1 year (renewable on yearly basis subject to performance)

About the Programme :

Caritas India is implementing a one-year programme in Chhattisgarh and Tamil Nadu which aims to Rebuild Lives of Migrant Workers Amidst COVID Pandemic. An estimated 5-6 million migrants are on the move every year in India, travelling from some of its poorer states to newly emerging urban zones. The programme will focus on internal migrant workers affected with Covid-19, to reduce the impact of Covid -19 and support them to build back their lives.

Primary Role of the Position :

The Program Finance Associate works cohesively with the programme team and connecting it to the HO finance teams. S/he provides support and helps to reach long and short-term goals for the Rebuilding Lives of Migrant Workers programme. The Program Finance Associate helps provide analysis of integral business decisions and implements procedures to improve on various financial and business processes. S/he ensures compliance with standard practices and protocols of Caritas India.

Key Accountabilities :


1. Lead and support :
• Provide financial and logistic support to programme team, clients and stakeholders of the Migrant workers program
• Perform day to day processing of financial transactions and accounting to ensure that the programme finances are maintained in an effective, up to date and accurate manner
• Prepare consolidated reports and required documents for facilitating release of funds and ensuring that transactions comply with financial policies and procedures
• Support in procurement of goods and services at the regional level as per guidelines and requirement
• Carry out onsite data verification visits to programme sites and conduct expenditure review, provide necessary feedback and recommendations for necessary action
• Provide support in review and alignment of finance and program performance
• Support and facilitate in programme audits conducted by Auditors
• Ensure the confidentiality and security of all financial information

2. Documentation and reporting:
• Maintain all financial and accounting records related to the Rebuilding Lives of Migrant Workers program
• Maintain records of attendance register, movement register, inward & outward dispatch register
• Keep up-to-date the assets register, stock register, logbook etc
• Ensure accuracy of leave records, correspondence and bank statement files etc
• Maintain copy of all vendor agreements and contract/consultant agreements
• Bank statements and bank reconciliation statements to ensure accuracy of accounting records
• Maintain copy of office bills, trip reports, distribution report, quotations and other documents which need to be shared with HO for reimbursement

3. Concept/Proposal :
• Assist in preparation of budgets, financial statements and reports
• Preparing various accounting reports needed to submit at HO from time to time

4. Capacity Building :
• Assist the Program Associates on the availability of the total budget amount for the activities and unutilized portion of the budget. Prepare tentative budget of the activities supposed to be conducted in the field and at state office
• Support Community Educators and keep them oriented about the financial policies, procurement, admin/HR policies and the various formats to be used on a daily basis

• Promotes good co- operation with the Caritas India partners in the state
• Provide financial assistance to the partners as and when needed

• Auditors for conducting financial audit and statutory audit

• Knowledge on FCRA related compliance
• Sound knowledge of GAAP (Generally Accepted Accounting Practices) and IAS (Indian Accounting Standards) to handle audit queries better

• Provide full assistance to the Program Associate on the financial & admin policy of the organization
• Review and analyze budget with actual expenditure on regular basis to keep track of resource and expenses patterns
• Timely review of expenses against donor agreement and in case of any variance, inform management and take remedial steps
• Providing continuous support for capacity building of the Community Educator. Giving orientation for filling different types of forms as per programme need


• Program Associate, Thematic Lead and State Lead– for all strategic and operational inputs on the finance side of the program
• Lead - HR - assistance in compliance to all HR policies & guidelines
• Community Educators – in getting the first-hand experience and knowledge right from the field for strengthening the programme
• Lead - Program Finance – support and payment of program related expenses
• Lead - Admin Finance – support and payment of admin finance related expenses

• With volunteers, stakeholders engaged under this program
• Part time staff, vendors & supplier of goods & services
• Government and Non-Government institution to leverage the available resources
• Bank officials for program and staff needs
• Auditors for auditing books of accounts


Knowledge :
• Strong technical knowledge of all financial compliances relating to FCRA returns, TDS & income tax returns
• Sound knowledge of finalization of books of accounts
• Good knowledge of procurement process
• Understanding of accounting software like Tally ERP 9 or Oracle based accounting software

Skills :
• Strong communication and business application skills
• Excellent computation and accounting skills
• Good data analytical skills and administrative skills
• Demonstrate a high degree of honesty and integrity
• Strong computer skills, with familiarity in using Microsoft Office suite applications

Qualification & Experience :
• Masters’ Degree in Finance or MBA/ CWA (Inter) or equivalent; having 5 to 6 years of experience of working at grass root in development programmes
• Experience in the community developmental programmess shall be an added value
• Willing to travel to the programme work areas

Salary: CTC INR 45,000/- p.m.
