About CInI
Collective for Integrated Livelihood Initiatives – CInI, is an organization working for food and livelihood security of tribal communities living in the Central Indian tribal belt. This region cuts across states of West Bengal, Orissa, Jharkhand, Chattisgarh, Madhya Pradesh, Gujarat, Maharashtra and South Rajasthan. The key thematic intervention areas of CInI include ‘Food Security, Water resource Development, Micro-Finance, Community Based Institutions, and Forest Based Livelihoods. CInI is the nodal agency for the Central India Initiative of the Tata Trusts. Set up in 2007, CInI has a team of 250+ professionals. CInI is presently executing a focused programme ‘Mission 2020 – Lakhpati Kisan: Smart Villages’ which aims at making nearly one lakh tribal households ‘Lakhpati’ in an irreversible and sustainable manner. Apart the Lakhpati program, CInI has thematic programmes on Education, Drinking Water – Sanitation.

Position Description
The Programme Head - Monitoring, Learning and Evaluation is responsible for providing overall leadership, coordination and technical supervision of the monitoring, evaluation and learning activities across all themes for CInI. S/he will develop the MLE framework overall for the organization and specifically for the programs along with placing systems to capture data. S/he will also lead the continuing refinement of the organizations and specifically the respective programmes results-based M&E System, responsive to evolving programmatic design and implementation strategies. S/he will work closely with the teams towards ensuring a process of quality data collection with technology integration. S/he will work towards data quality, analysis, and reporting issues, as needed. S/he will also draft reports and lead the development of data collection for technical and operations, as well as work with the project team to conduct regular data quality assessments.

S/he will lead a small team to strengthen internal systems and processes in alignment with emerging best practices, and support quality throughout the programme cycle, from evidence-based design through effective monitoring and evaluation.

The propose of this role: S/he will ensure tools, processes and skills are in place to understand impact on the communities; identify opportunities for improvement; and build a strong internal evidence base of what works well and less well in different contexts. In addition, the post-holder will be responsible for developing and embedding tools and processes to ensure learning is genuinely reflected in programme design and delivery.

Sr. No Brief Job Description
1. Provide strategic leadership in the management and ongoing development of monitoring, evaluation, accountability and learning function, supporting a culture of evidence-based decision making throughout the organization
2. Understand the organizational processes and systems linked to MLE and evolve a robust strategy towards implementing the function in a systematic manner.
3. Develop a structured process for MLE within the programmes right from the indicators, data collection, analysis, reporting and impact assessment.
4. Support improvements in data quality within project delivery through direct support to project teams across the portfolio
5. Lead the development of standard approaches to organisational MEL, ensuring the tools, processes and skills are in place to understand the impact of CInI work on the communities.
6. Support thematic and state teams in the design and development of quality project proposals. Deliver consistent team management and support to MEL team Initially finalizes and periodically updates the activity’s Monitoring Evaluation and Learning Plan, including indicator selection and target setting, in collaboration with project management.
7. Leads design and implementation of monitoring systems; drafts tools and protocols for collection of monitoring data, in consultation with technical teams.
8. Contributes to design of evaluations and data collection strategies for outcome indicator reporting; drafts tools and protocols.
9. Drafts reports, including M&E sections of quarterly and annual reports.
10. Engage with technology players towards ensuring quality mechanism of field level data capturing and making it near realtime. Regularly training internal teams on the importance of quality data management and using data towards planning and execution of programmes
11. Understanding the data privacy norms set by the government and ensure CInI as an organization adheres to the same.
12. Work closely with communication team to facilitate build stories based on the data generated
13. Represent CInI in forums linked to MLE at national and international level

Skills and Competencies for ideal candidate
Skills Technical Skills :

• Knowledge of qualitative and quantitative data collection/ social research methods
• Fluency in written and spoken English and Hindi
• Demonstrable understanding of monitoring and evaluation tools, principles and practices
• Advanced skills in Microsoft office tools, including technologies such as SPSS, etc

Soft Skills :
• Strong written and verbal communication skills, particularly ability to communicate technical information clearly to a wide range of audiences
• Good interpersonal skills and ability build strong working relationships across cultures and to provide feedback in a sensitive and constructive manner
