The organization SWARG since 1995 with the support of Govt. and International NGO’s is strategically and effectively facilitating the Maternal and Child Health and Women Empowerment issues. The org SWARG is mobilizing the community to take appropriate action through innovative approaches of People Participation, Local Resource Management, and Empowerment of people with Gender Equity. It also endeavours to preserve, protect and promote traditional/folk art and artists of Uttar Pradesh and also utilizes its potential for developing innovative communication channels and methods.

About the Project

SWARG with the support of Nutrition International ( NI) is implementing project entitled “To Implement Birth Package program in select districts of Uttar Pradesh (UP)” (Basti, Gorakhpur, Deoria, Kushinagar, Varanasi, Chandauli, Mainpuri, and Firozabad) .

The Objective of the project is to strengthen delivery of maternal and newborn care through the continuum of care at both facility and community levels focusing on Government of India (GoI) and World Health Organisation (WHO) guidelines.

A. Roles and Responsibility
• Provide techno-managerial support to divisional coordinators for quality implementation of Maternal Newborn Health interventions.
• Improving access of Pregnant women to health facility,in coordination with district and block officials in strengthening referral transport and bringing service delivery near community by operationalizing L1 (high delivery load), L2 & L3delivery points with increase in proportion of delivery attended by skilled birth attendants, strengthening of labour room and NBCC as per LaQshya guideline, NBSU and KMC corners through regular supportive supervision by using NI’s developed supportive supervisionchecklist and support interventions like oxytocin, ANC steroid, Vitamin K, Delayed Cord clamping, EIBF, KMC in LBW and Pre-term, EBF
• Facilitate and support Divisional coordinators and districts to do regular stock assessment and support them in timely replenishment of various medicines/ logistics, equipments and consumables required for smooth running of maternal and newborn health programs
• Advocacy with district officials for streamlining and strengthening of MDSR, CDR & Still birth audits.
• Planning and coordinate mentoring visits by members of professional associations (FOGSI & IAP) at Center of Excellence and with government support identify the new facility for establishing CoE (UP).
• Support DC and districts to improve quality of care; facilitate good practices of intrapartum care including presence of a birth companion and essential/immediate newborn & post partum care including zero separation of mother and newborn.
• Support DCs and districts in strengthening of PMSMA: prioritizing in organizing event as per government laid down guidelines (Deploying LMO, Investigation, nutrition supplementation, involving ASHAs for mobilizing, identify & appropriate management referrals of high-risk cases of pregnant women)
• Support DCs to advocate with the districts in strengthening care of sick newborns to ensure adequate care in the community with continuous follow up of high-risk newborn by FLWs in community by strengthening HBNC/HBYC services.
• Support DCs to advocate with district officials on Home Based Care of Young Child program and linking with the Rashtriya Bal Suraksha Karyakram (RBSK/Safe Childhood program) to enable the system to take timely action for sick newborns.
• Providetechno-managerial support to CDHO/CMO and districts in monitoring and functioning of Labour room, NBCC, NBSUs, PMSMA, CoE as per standards including issues related to HR deployment, training, equipment functionality, supplies of Medicines/Logistics and consumables and data management practices.
• Identify bottlenecks in effective functioning of the program through analysis and triangulation of data from regular field visits (facility and community) generated from the NI’s software along with Government available data sources and advocate necessary corrective steps to improve/ strengthen the program.
• Supportive supervision of VHND to observe knowledge and practices of FLW’s and monitor services related to MNH program like quality of ANC services, counselling sessions, identifying Birth Companion, Birth preparedness, , Maternal Diet, institutional delivery, KMC practices etc.
• Support divisional coordinators to advocate use of safe delivery app for staff nurses.
• Support DC in building capacity of supervisors for mentoring and monitoring of quality MHN services during facility and community visits (MDSR, CDR, SB audit, facility assessment, VHND, identification and management of high-risk cases of pregnant women and newborn)
• Support DC to improve quality, frequency and promote uniformity of counselling by the frontline workers
• Identify messages to be included in the virtual platform and support in rolling out the platform with the concerned department for reaching caregivers.
• Develop and maintain a quality assurance mechanism in reporting by data validation/ triangulation exercise for smooth running of program.
• Generate compiled quarterly reports based on supportive supervision and share it with NI state office.
• Regular sharing of progress reports (Supportive supervision reports of facilities, VHND, KAP, Delivery observations, CoE, etc.) with NI, and Director/Program Manager of Implementing partner.
• Identify and document the best practices at the field to state NI office regularly.
• Trip reports for all visits.
• Support DCs in for timely replenishment of various drugs, logistics and consumables to avoid stock outs at their respective districts.

B. Supervisory Responsibilities: - Four Divisional Coordinators

C. Education/Professional Designations/Experience:
• A post graduate degree in public health with a degree in MBBS/BHMS/BAMS/BUMS/BPT/BDS
• Strong technical knowledge of maternal newborn care and quality documentation skill.
• At least 4 years of work experience with government agencies, NGOs, community groups, and/or UN agencies
• At least 2 years project management experience with experience managing or working on MNBC program.
• Priority will be given to candidates who have significant work experience within the state.

D. Skills - Fluency in official language of the state and English (Reading, Writing & Oratory Skills) is a prerequisite. Data Analysis, Quality report writing skills and computer skills is required for the position .

E. Salary and Benefits : Rs 70000/- per month Plus Travel and Communication as per the project provision.
