2.  Context


Jal Seva Charitable Foundation (JSCF) is registered in India as a not for profit company under Chapter Section 25 of the Companies Act, 1956. JSCF is an associate member of WaterAid International and used the brand name ‘WaterAid’ in India. WaterAid‘s mission is to transform the lives of the poorest and most marginalised people by improving access to safe water, sanitation and hygiene. WaterAid India’s goal is to “Make Water Sanitation and Hygiene (WASH) poverty history in the country”.


WaterAid began working in India in 1986. WaterAid India (WAI) focuses on the poorer states in the country to better target India's most vulnerable communities. The head office is in the nation’s capital, New Delhi. WaterAid India also has Regional Programme Offices in Bhopal, Bhubaneswar, Hyderabad and Lucknow. We currently work in 11 states in the country.


WAI’s Programme focus in the next five years is on promoting and securing rights and access to safe water, improved hygiene and sanitation for the poor in particular through direct services and millions more through our influencing work. WAI is initiating a time bound project titled “Waste Water Management in Rural India” focusing on sustaining the progress made by the states on sanitation by addressing the challenges of faecal sludge and grey water management. The project aims to work very closely with the Government of Madhya Pradesh and Chhattisgarh by demonstrating functional models of grey water and faecal sludge management in varied rural context and provide technical assistance to the government for scaling up the interventions.


We are looking for a senior development sector professional who has handled large budgets with managerial responsibility in the past.


Contract Duration: 2 years (extendable and coterminous with the project)


3. Responsibilities 

  • Provide supportive supervision to District Teams implementing the pilots on grey and black water  management work in the field.

  • Provide insights from the implementation of the project for strengthening Water Aid’s work on grey water and faecal sludge management

  • Lead and manage the project to ensure that all deliverables are met effectively within the desired timeline and with adequate quality.

  • Take lead in conceptualizing and organizing state/ district level consultations /workshops / conferences as required in the project

  • Coordination and supervision of the multidisciplinary team in Madhya Pradesh and Chhattisgarh to ensure execution of the project implementation plan

  • Provide leadership to the discussions with the government at state and district level.

  • Guide project team for conducting an institutional mapping, gap analysis and planning for scoping study/rapid assessment / baseline with specific focus on the project area.

  • Support, monitor and evaluate progress and outcomes of the advocacy initiatives including establishment of strong documentation, regular reviews of activities through monthly reports and briefings

  • Working with WaterAid’s communications Team (through the Regional Manager) to  ensure effective documentation of the work being implemented,

  • Produce high quality report to be shared with the donors and other stakeholders

  • Establish and maintain excellent working relations with the concerned government departments in the districts of intervention 

  • Support government in tendering and contracting process with transparency and representation of all significant stakeholders

  • Build collaborations and manage partnership with government departments and stakeholders contributing to the realisation of strategic objectives of project

4.  Eligibilities and requirements



  • Post-graduation (or equivalent) qualification in one of the following areas: social sciences, civil/ environmental engineering, international development, water/natural resource management, social policy, public policy; qualifications in water, sanitation, hygiene education will be an added advantage


  • Between 10 to 15 years of relevant work experience in similar organisational/functional context.

  • Experience in working closely with state and district government

  • Experience of managing large budget time bound development projects

  • Experience of managing technical teams in the field.

Other specifications

  • Experience of working on  program design, technical writing, budget development and management and rural sanitation will be an added advantage

  • Sound understanding of issues pertaining to rural sanitation in India

  • Exceptional communications and presentation skills, both written and oral, in English and Hindi

  • Proactive and self-motivated individual capable of engaging persuasively with various stakeholders

  • A self-starter, able to work independently

  • Ability to travel extensively

  • Prioritise set and meet deadlines
