About the program:

The Joint Effort for Elimination of TB (JEET) 2.0 with support from The Global Fund aims to accelerate progress of National Tuberculosis Elimination Program (NTEP) towards TB elimination by improving quality of care and increasing patients’ access to drugs and diagnostics through technology driven interventions and partnerships with the private sector. Specifically, the project will address gaps in Latent TB Infection (LTBI) care cascade, measure and improve quality of care across the cascade and build NTEP capacity with the objective to address the LTBI burden by establishing mechanisms for household contact tracing of adults and children in contact with Pulmonary TB patients and ensuring access to comprehensive TB prevention, care and support services. CHRI under this project will cover 33 NTEP districts across Uttar Pradesh, Uttarakhand, Jammu and Kashmir, Kerala and Ladakh.

Apart from the LTBI program, CHRI is also implementing PPSA with an aim to partner with the private sector in various States of India to increase notifications, microbiological confirmation of TB patients, and facilitate early treatment initiation and adherence support systems for improved treatment completion rates with mechanisms to reduce the high costs to TB patients in the states of UP, Assam and Maharashtra.

Role & responsibilities:

• Lead the overall operationalization and implementation of the LTBI and PPSA components of the Project JEET as per the project framework at a National Level.
• Provide oversight as Head of Operations to a multi-functional team that includes experts in Operations, public health, monitoring and evaluations as part of the CHRI Project Management Unit (PMU) to implement the project and directly manage all state level and district level staff which includes management, administrative and field staff.
• Liaise and maintain close and effective collaboration with senior officials with the Government of India, particularly the Ministry of Health and Family Welfare (MoHFW), Central TB Division (CTD), Global Fund (GF), WJCF (PR), WHO and other international agencies, private sector, civil society, professional associations
• Support the Secretariat in coordination with CTD, WJCF (PR) and other stakeholders
• Address key bottlenecks for scaling up LTBI (under JEET) interventions by supporting development of key enabling policies and their implementation by CTD and States
• Guide the team on planning for sustainability of LTBI and PPSA interventions post project period
• Provide strategic guidance to CTD and state officers to enable timely contracting of domestic funded PPSA agencies
• Lead the strategic planning for the JEET support from M&E and operations team to undertake regular programmatic reviews and support team in course corrections
• Ensure creation and timely reporting of project progress to CTD, JEET Secretariat, Senior Management Team CHRI and WJCF(PR)
• Ensure programme monitoring tools and systems are in place to support high quality implementation and project tracking by internal team and our partners
• Manage the co-ordination with sub-recipients, implementing partners and other key stakeholders

As Point person the Project Lead will be responsible for the following:

• Function as administrative head for the project at a national level and be the authorised signatory/approver at project level
• Report to PR / Health Unit of CHRI on the progress against the targets as per agreed timelines
• Submit reports and participate in national/state level reviews periodically as per project requirement
• Represent organisation in external engagements

Required skills & experience:
• Postgraduate degree in Public Health/ Epidemiology/ MBA/Health Services Management preferred
• Minimum 5 years of experience including leadership roles and managing similar donor funded projects/ grants
• Prior experience in a technical/managerial role of large –scale public health programmes in communicable diseases preferably Tuberculosis
• Experience in managing diverse stakeholders – central and state government functionaries, NGO partners, funding agencies, media etc
• Experience in Monitoring & evaluation and report generation for large -scale health programs will be preferred
• Willing to travel approximately 25% of the time for program implementation and meetings (depending on Covid Norms laid down by CHRI)
