Project Overview:

The “Supply Chain Management Strengthening (SCMS) Project for HIV/AIDS and TB drugs” aims to strengthen the technical capacity of the National AIDS Control Organization (NACO), Central TB Division (CTD), State AIDS Control Societies (SACS) and State TB Cells (STC) to design, manage and monitor supply chains for improved access and availability of high-quality ARVs, TB drugs, diagnostics and other commodities across India. The Project is led by Plan International (India), the Principle Recipient (PR) for the HIV and TB Supply Chain grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO’s response to AIDS epidemic and Central TB Division (CTD) towards TB elimination.

The SCMS Project will be implemented by Plan International (India Chapter) as PR in collaboration with JSI R&T India Foundation as Sub-Recipient and 3PL services providers by the private sector. JSI R&T is mandated to provide technical assistance for improvement of the supply chains of ARV, TB drugs, diagnostics and other commodities under NACP and NTEP at regional and state level. The project will also leverage the private sector for the distribution of ARV, TB drugs, diagnostics and other commodities to ensure the availability and accessibility of drugs and commodities of both the programs across their facilities.

Job Summary

Reporting to Sr. Project Manager – SCM, the Program Manager – Analytics will be based at CTD for all technical aspects related to the project data recording, reporting and analytics of procurement and supply chain management. Program Manager – Analytics will work closely with the CTD Procurement team and STC to strengthen the supply chain reporting capacity under the National TB Elimination Program. S/he will provide technical assistance to CTD Procurement and Supply Management (PSM) team on various aspects of supply chain management analytics such as weekly, monthly and quarterly reporting for informed decision.


Program Manager – Analytics will be the focal person and provide supply chain analytical domain expertise for the smooth implementation of the SCMS project. Program Manager – Analytics will work in close coordination with Program Manager – PSM to ensure that the project activities are executed on time and will be responsible for the following major activities:
1. Responsible for data analytics activities at the CTD level including planning, development and implementation of strategies and activities aimed at improving the data recording and reporting approach on supply chain management for Tuberculosis drugs, diagnostics and other commodities managed by CTD.
2. Manage the day to day performance against agreed KPI’s for supply chain management;
3. Actively find opportunities for data improvement for timely informed decision by leadership;
4. Communicate key performance indicators using modern visualization tools to strength the reporting;
5. Continuously track the progress of SCM Strengthening Project implementation in the state by using various indicators and analysing and evaluating available data for the informed decision;
6. Support CTD to collect data from states and assist in reviewing and strengthening of existing quantification for Tuberculosis drugs, diagnostics and other commodities to ensure constant availability of commodities at all levels;
7. Support CTD to collect all key reports on weekly/monthly/Nikshay - Aushadhi basis from STC and aggregate data for analysis;
8. Provide project data visualization and analysis with contents on SCM reporting to Dy. Project Director and Sr. Project Manager – SCM on monthly, quarterly basis for project reporting to client;
9. Assist CTD to take appropriate action on the critical stock position in SDS, DDS and TU to avoid stock out;
10. Develop indicators and templates for reports/ dashboards/ scorecards, as per the requirements of the state and CTD guidelines;
11. Analyse reasons for less reporting and suggest corrective measures to CTD leadership;
12. Compile reports extracted from Nikshay- Aushadhi, based on data analysis using statistical tools. Also, prepare and submit periodic reports to the CTD PSM team for the review of the stock status;
13. Coordinate/ liaise with state officials, development and technology partners like CDAC, stakeholders and functionaries, while supervising implementation of data reporting and analysis related to SCM Project;
14. Prepare various reports and documents for SCM Project, as per the needs of CTD, Plan India and GFATM;
15. Work closely with Program Manager – PSM to write annual reports on the project;
16. Prepare and submit monthly/quarterly progress reports at national level to supervisor covering progress made on the project activities in the prescribed format.
17. Other appropriate duties as assigned by supervisor

Education and Experience:
1. Bachelor’s degree in Computer Science/ Postgraduate degree in Statistics/Health Management, or equivalent quantitative discipline from a recognized institute/ university. (Desirable: PG in Information Technology – Big Data and programing skills)
2. Data Analytics experience preferred; identifying patterns and trends in data sets; and compiling reports for consumption and decision-making.
3. Strong written and verbal skills and the ability to communicate effectively with customers
4. Minimum 5-7 years of experience in private /public supply chain management, with at least 5 years of experience in providing analytical assistance at national/state level; experience in supply chain management of TB program will be an asset.
5. Expertise in functions and practices of supply chain in government organizations/departments and knowledge of best practices in supply chain management.

Travel Requirement: 50% of the total time
