POSITION/DESIGNATION: Project Officer (PO) – Livestock

GRADE/LEVEL: Contractual position (1 Year renewable contract based on performance and organizational need analysis) at Grade G

PROJECT/UNIT: Empowering Smallholder Farmers through strengthening agri & allied clusters in Chhota Udepur, Gujarat

PROJECT DURATION: March 1, 2021 to February 28, 2024

REPORTS TO: Project Manager

LOCATION: Two blocks (Chhota Udepur and Pavi Jetpur) in District Chhota Udepur, Gujarat

TRAVEL: 80% including daily field travel, district head quarter, state and national travel as required.

Project goal is to empower 8,000 smallholder farmers through promoting sustainable agriculture & allied production clusters and promotion of enterprises resulting in enhanced income for the smallholder farmers. The objective of the project are as follows:
-Objective 1: Strengthening Community Based Organizations by building their capabilities.
-Objective 2: Natural Resource Management through promotion of soil and water conservation
-Objective 3: Promotion of sustainable agriculture practices within smallholder farmers
-Objective 4: Enterprise promotion and support
-Objective 5: Enabling environment creation for enterprise and smallholder farmers

Project Officer - Livestock is to be primarily contracted for 12 months (may be extended as per need/requirement for a maximum of further 23 months) to support the project located in Chhota Udepur and Pavi Jetpur Blocks in Chhota Udepur District, Gujarat. Project Officer - Livestock is the resource person to bring in innovation and strategies to realize the vision of improved livestock management including dairy, goat rearing and poultry in the project area.

• Lead all project interventions with respect to identification and selection of relevant livestock to be promoted in the area, promotion of improved package of practices, through capacity building of Community Based Organizations and its members.
• Lead all project interventions with respect to identification and promotion of improved livestock management in the project area.
• Prepare detailed strategy and implementation plan for promotion of improved livestock management in the project area.
• Designing and developing detailed training module for training of CBOs and Community Resource Person on relevant trainings with respect to livestock management for dairy livestock, goat rearing, poultry etc.
• Facilitate identification and selection of Community Resource Person and train them on relevant thematic areas with respect to livestock management.
• Design and facilitate demonstrations of relevant technologies and inputs as part of improved livestock management practices.
• Lead in engaging with government departments, CSRs and other subsidized or credit schemes and mobilize community for contribution and creation of successful livestock farms and individual farmers.
• Engage in developing supply chain and value chain linkages with potential district, state and national buyers for ensuring sustained income for SHGs, FPOs and entrepreneurs under livestock linked livelihoods.
• Be responsible for ensuring all inputs and deliverables related to livestock interventions- Livestock (poultry, goat rearing and dairy) follows project outcomes, monitoring plan are completed on timely basis.
• Support the project in developing partnerships, network and alliance with other agencies, institutions and civil society actors promoting sustainable livestock and allied promotion such as Department of Animal Husbandry, SRLM, KVK, Block Veterinary Office, State Departments, CSOs, Business Houses, CSRs, etc.
• Support to the team in designing and organizing state level events, policy discourse and representing various forums.
• Actively participate in discussion forums, workshops, seminars, write shops and other appropriate events.
• Produce papers, learning materials and bulletins from time to time for wider packaging of project & CISSD.

Other responsibilities:
• Be accountable for timely accomplishment of responsibilities under thematic area line items with respect to the project DIP and Workplan and generate adequate Means of Verifications (MoVs).
• Raise purchase requests (PRs) and closure of PRs in consultation with the supervisor, for products and services deemed necessary towards undertaking prior-approved project activities with discussion and prior approval of the Project Manager and Deputy Director as per CISSD Procurement Policy and functions.
• Provide domain related documentation such as training reports, technical assessment summary, activity cost-estimation, etc.
• Perform any other task assigned by the line manager as per organizational requirement.

• An experienced professional from veterinary education background with experience of working with smallholder farmers in Gujarat
• An innovator and diligent professional who accepts challenge.
• Proven track record in mobilizing financial and scheme resources or public-private partnership and maintaining partnerships with Government Departments, other development partners and the private sector like CSR.
• Experience of working with relevant value chain actors.
• A person who loves challenges and believes in impactful rural and social development in remote and backward regions of the country through an engendered or women centric development mission.
• An inspiring leader who can motivate and mobilize community, engage with government departments and brig in resources from diverse sources including motivating community for contribution in developing FPOs, business model, SHG businesses, supply chain, etc.
• A leader with proven capacity towards supportive supervision and meet strict deadlines adhering to quality of deliverables.


• Master of Science (M.Sc) in Animal Husbandry or Veterinary Science or Post Graduate Degree in Livestock Management from reputed institution in the country with related experience at least 3 years of experience.
Bachelor of Science (B.Sc) in Animal Husbandry or Veterinary Science or Diploma in Livestock Management from reputed institution in the country with related experience at least 5 years of experience.
• Experience of working in animal husbandry units or department schemes with experience in livestock value chain development.
• Demonstrated knowledge/experience in promoting livestock business with FPOs, SHGs or rural youths/ migrants, etc. in Gujarat.
• Experience of working with multi-diversified team and in research and knowledge product development with ability to independently assume responsibility with minimal guidance from supervisors to produce learning materials.

Professional Competencies:
• Strong facilitation /training and communication skills.
• Willingness to learn from and replicate best practices from elsewhere.
• Good writing and oral communication skills in English and Hindi. Candidates with proficiency in Gujarati will be preferred.
• Proficiency in MS Office Suite mainly Word, PowerPoint and Excel, Internet.
• Understanding of gender dimensions within Climate Smart Agriculture and Nutrition Security domains.
• Ability work in a team and build capacity and connect to community stakeholders.
