2.  Context

 

Jal Seva Charitable Foundation (JSCF) is registered in India as a not for profit company under Chapter Section 25 of the Companies Act, 1956. JSCF is an associate member of WaterAid International and used the brand name ‘WaterAid’ in India. WaterAid‘s mission is to transform the lives of the poorest and most marginalised people by improving access to safe water, sanitation and hygiene. WaterAid India’s goal is to “Make Water Sanitation and Hygiene (WASH) poverty history in the country”.

 

WaterAid began working in India in 1986. WaterAid India (WAI) focuses on the poorer states in the country to better target India's most vulnerable communities. The head office is in the nation’s capital, New Delhi. WaterAid India also has Regional Programme Offices in Bhopal, Bhubaneswar, Hyderabad and Lucknow. We currently work in 11 states in the country.

 

WAI’s Programme focus in the next five years is on promoting and securing rights and access to safe water, improved hygiene and sanitation for the poor in particular through direct services and millions more through our influencing work. WAI is initiating a time bound project titled “Waste Water Management in Rural India” focusing on sustaining the progress made by the states on sanitation by addressing the challenges of faecal sludge and grey water management. The project aims to work very closely with the Government of Madhya Pradesh and Chhattisgarh by demonstrating functional models of grey water and faecal sludge management in varied rural context and provide technical assistance to the government for scaling up the interventions.

 

Contract Duration: 2 years (extendable and coterminous with the project)

 

3. Responsibilities 

  • Identify the need of engineering surveys and develop the detailed scope of work and DPRs for FSM pilots in the state.

  • Lead in technology selection, impact assessment, technical evaluation and demonstration while designing and implementing pilot level FSM solutions in different rural parts of the state.

  • Lead assessment of potential FSM solution for rural areas.

  • Work with the Project Lead, technical advisers and Field staff to design, implement and review institutional approaches and strategies for the project.

  • Facilitate convergent action between SBM (G), Zila Panchayat, Gram Panchayat and related stakeholders for co-treatment options

  • Lead in developing state, District/Panchayat level guidelines, standard practice manual and policy document based on requirement of the state swach bharat mission.

  • Supervise, coordinate and provide technical support to state government in building Rural FSM strategy and in develop FSSM action plan for execution.

  • Knowledge sharing ranging from technology to institutional mechanisms across the sanitation value chain - containment and storage, effective collection, transport, treatment, and safe disposal of fecal sludge.

  • Network and partner with the relevant local authorities for the project on relevant technical issues and develop effective partnerships

  • In consultation with state SBM, roll out capacity building on Faecal sludge and septage management in the relevant state.

  • Provide handholding support to districts (prioritised by the state) where FSM interventions are undertaken

  • Supervise all hardware work related to FSM in WaterAid’s focus districts in the state

  • Develop strategy and demonstrate functional operation and maintenance for rural FSM services

4.  Eligibilities and requirements

 

Education

  • Degree in engineering preferably in civil, environment, public health or other WATSAN-related fields. Preference would be given to candidate with master’s degree.

Experience

  • Between 5 to 10 years of relevant work experience in similar organisational/functional context.

  • Experience of working closely with state and district government on the issue of sanitation will be desirable

Other specifications

  • Experience of working on FSM solutions in rural or urban context will be an added advantage.

  • Sound understanding of issues pertaining to rural sanitation in India

  • Exceptional communications and presentation skills, both written and oral, in English and Hindi

  • Proactive and self-motivated individual capable of engaging persuasively with various stakeholders

  • A self-starter, able to work independently

  • Ability to travel extensively

  • Prioritise set and meet deadlines
