Médecins Sans Frontières (MSF)/Doctors Without Borders is an international, independent, medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, natural and man-made disasters and exclusion from healthcare.

We have been present in India since 1999 providing free-of-charge essential healthcare to people in remote areas, and specialist care for people affected by HIV/AIDS, malnutrition, hepatitis C, antibiotic resistance, tuberculosis, kala azar and sexual and gender-based violence. MSF was awarded the Indira Gandhi Prize for Peace, Disarmament and Development in 1996 and the Nobel Peace Prize in 1999.

COVID-19 emergency intervention

Today we are facing a new global challenge. Doctors Without Borders teams are racing to respond to the COVID-19 pandemic in over 70 countries, including opening new projects in areas that are becoming pandemic hotspots. In India, Maharashtra has more COVID cases in the country. The rising number of confirmed cases especially in the outside Mumbai requires more focused approaches and interventions.

Context

Doctors Without Borders India (DWBI) has initiated an assessment around mid-May in the State of Maharashtra for Covid-19 pandemic during the second wave as the State had highest number of infection in the country. An explo team made an assessment in several places including Palghar district, Maharashtra which is a newly founded district in 2014. Palghar district has tribal population and varali paintings are very popular showing tribal heritage. Based on the outcome from the assessment, DWBI proposed to support Jawahar and Dahanu Dedicated Covid Health Centre (DCHC) and 4 Primary Health Centres under Jawahar taluk for mild and moderate Covid patients in screening and triage among the beneficiaries of the regular health programs and strengthen community prevention/shielding through health promotion packages for high risk population.

This is an intervention under Emergency support for short term with the approval of the district administration and health authorities under Palghar district.

Main purpose of the role

Performing the day to day purchasing activities in a particular supply office (coordination or project level) according to DWBI protocols and standards in order to ensure an optimal running of the mission/ project.

Main accountabilities

• Performing on a day to day basis the purchasing activities of a supply office, analyzing market sources and competitive pricing conditions among different suppliers in order to ensure an ongoing supply of goods, following the procurement procedures and according to DWBI standards and protocols. Including the following activities:
• Constantly assessing the local market, seeking products and suppliers that offer the best value for money and negotiating prices in order to guarantee the best quality and pricing for DWBI goods and commodities. Regularly updating the supplier-item-price data on the supply office and informing the Supply (Activity) Supervisor / Logistics Supervisor of all information or modifications to the data i.e. price, address, items available
• At the request of the line manager, obtaining different quotations from suppliers according to the DWBI Purchasing policy and placing purchase orders to pre-selected suppliers with whom prices have been agreed
• Requesting invoices or receipts, without delay, for all purchases, checking they are correctly filled and translating information written in local language before approval
• Managing the administrative and accounting procedures related to purchases: completing purchase orders, checking delivery notes (against orders), managing advances issued by the Finance Department, etc. Updating information on purchase lists after purchases are made
• Assisting in reception control process with the storekeeper.
• Performing delegated tasks according to his / her activity and as specified in his/her job description

Monthly Gross Salary: INR 28,263.00 and

Qualifications: Essential, secondary education; commerce related studies desirable.

Language: Marathi and/or Tribal Language.

Experience: At least 2 years' experience in supply chain related jobs.

As this recruitment is for a specific emergency response on COVID-19, it is important that staff only apply for this position if they do not have one of the major risk factors for COVID namely existing cardiac complications, diabetes, hypertension, pregnancy or age > 55 years.

Duration: Until 31st Aug 2021 (Renewable depending upon project needs)
