About SAATHII: Solidarity and Action against the HIV Infection in India (SAATHII), a registered non-profit organization, was founded with a vision to stabilize and reduce the spread of HIV/AIDS in India and ensure that people living with HIV/AIDS receive un-stigmatized, affordable and quality care, support and treatment. Headquartered in Chennai, with 13 offices across the country. SAATHII also works towards universal access to health and social justice across the country.

About the Project: SAATHII, with support from the Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) will be implementing projects towards the national goals for three 95-95-95 and ending HIV/AIDS. During the phase III of the GFATM grant, SAATHII will be implementing the following programs:

Svetana: the goal of this project is to accelerate India’s progress towards Elimination of Mother To Child Transmission of HIV (EMTCT) by 2020. The project will be implemented in 428 districts across 24 states and Union Territories. The project will support scale up of PPTCT services in the public and private health care sectors.

Blended Training: an initiative to support NACO in building the capacities and skills of medical officers, nurses, and laboratory personnel, pharmacists, data managers, care coordinators, and counsellors across the country on HIV care and treatment. The key components of this initiative are; (1) clinical training that is delivered online and offline and ICT-enabled learning needs assessment and (2) establishing and strengthening the institutional mechanisms for capacity building of the Target Interventions teams.

Subhiksha+:SAATHII and its partners, will be implementing HIV and TB Interventions for Incarcerated Populations (SUBHIKSHA+) between April 2021-March 2024. The Subhiksha+ project aims to scale-up HIV-TB services in around 2,047 prisons and other closed settings (OCS) across 37 states and union territories. The project will work towards increasing screening and diagnosis of HIV, TB, STI and Hepatitis through delivery of integrated services, and ensure treatment to those detected positive through onsite services or referrals to other free government services. Furthermore, the program will continue to follow-up the inmate and their family members after release to link them to HIV, TB, STI and Hepatitis services closer to their residence.

SAATHII is seeking services of individuals with proven experience in with medium to large scale public health programs. The candidates should be passionate about helping India reach the national goal of Ending AIDS and reaching accelerated targets for 95-95-95. The candidates also should possess proven mentoring skills (in implementing public health programs).

The Regional Program Manager will be responsible to provide technical support for implementation of EMTCT program across 24 states / UTs of the country.
• Regional Program Manager (RPM) will work with implementing partners and ensure implementation of the program as per the Standard Operating Procedures.
• He / She will provide capacity building and handholding support for the roll out and implementation of the activities as per the design and SOP.
• He/ She will participate in state level activities such as State Oversight Committee, meeting with SACS and other programs to provide handholding support to the partners.
• He/ She will review of monthly reports to assess progress toward program core/ process and output indicators and oversee state’s performance on a periodic basis as assigned and guide the states on programmatic aspects.
• He/ She will provide troubleshooting and handholding to state teams for implementation of all PPTCT activities.
• He/ She will also develop compliance checklist and conduct verification of documents at the implementing partners’ office and registers/ reports at the site level.
• The RPM will support in overall planning and development of work plan and support in developing Standard Operating Procedures and M&E systems for the project;
• The RPM will support in developing need-based tools and IEC materials, in conducting monthly, quarterly and annual planning and reviews and ensure the project is implemented as per the plans.
• The RPM will provide technical support to the state teams for ensuring smooth implementation and target achievement; and review and guide the development of state and district specific work plans in consultation with stakeholders.

Qualifications, Experience and Skills-Set Required for the Position
• Postgraduate in social science / public health/ management/ or its equivalent with at least 8-10 years’ relevant experience in health and development sector areas; and experience with HIV program, specially PPTCT / EMTCT program is desirable
• Proven ability at Project/Program Manager level, managing multi-state complex projects with tight deadlines and ambitious targets
• Ability to coordinate with senior government officials at the state and national level and engage with other stakeholders
• Demonstrated experience of conducting and managing training for health care providers.
• Knowledge on the technical areas of HIV/AIDS Prevention, Care, Support and Treatment services
• Oral and written communication skills in English and Hindi, knowledge of other local languages will be an added advantage
• Working experience at diverse areas of program cycle, capacity building and documentation
• Willingness to be based in Delhi and travel extensively (10-15 days per month) to the project implementation states and districts in India
• Ability to work independently and as a team player in a complex, multicultural environment
• Sound computer skills, including use of internet and MS office software
