Jharkhand Tribal Development Society (JTDS) is mandated and actively involved for the development of indigenous people in the state of Jharkhand through integrated natural resource management. The society is implementing the Jharkhand Tribal Empowerment and Livelihoods Project (JTELP) with support of International Fund for Agricultural Development (IFAD) and Govt. of Jharkhand in 32 blocks under 14 Tribal Sub Plan Districts of Jharkhand.


For preparing the “Project Completion Report (PCR)” of the above project, JTDS intends to engage experienced “Agency”. Therefore JTDS invites application from the interested agencies. Ranchi/Jharkhand based agencies (Govt./Non Govt.) of national repute will be preferred.


Scope of Work


The agency shall collaborate with the JTELP core team to develop appropriate methodology and tools for preparation of Project Completion Report. The Agency will then be expected to take the primary lead in providing local expertise in the design phase, actual enumeration, and data collection from primary and secondary sources, data analysis and interpretation, reporting, and support in drawing conclusions regarding the efficacy of selected process and the results of the assessment.

  • Prepare an outline for PCR

  • Collect all data from JTELP as per PCR data templates including all the project documents.

  • Review the data and identify data gaps and prepare a plan for further data collection.

  • Identify clearly the targets and achievements in respect of project outputs, outcomes and impact taking into account the project’s logframe indicators and RIMS indicators in respect of each of the components in consultation with the JTELP team members.  

  • Develop a framework for quantitative and also qualitative information to undertake (i) assessment of project’s relevance, effectiveness and efficiency; (ii) assessment of project management; and (iii) economic and financial analysis.

  • Make a plan for the field visit by the team to collect data and also to conduct focus groups discussions with the beneficiaries to make the assessments and undertake field visits not exceeding 10 days.

  • Prepare the environmental assessment of the project as per checklist.

  • Conduct discussions with other stakeholders of the project including project officials and senior management of JTELP and Dept. of ST, SC, Minority and BC welfare, GoJ. 

  • Present the finding of the PCR for review by the JTELP and Dept. of ST, SC, Minority and BC welfare, GoJ. 

  • Based on the discussions and comments received, revise the draft PCR and submit to JTELP. 

  • Present the findings of the PCR in the stakeholder’s workshop to be organized by JTELP.
