About the Organisation: Solidarity and Action Against The HIV Infection in India (SAATHII) is a registered non-profit organization that works towards universal access to healthcare, legal and social services for people living with HIV/AIDS and vulnerable groups such as transwomen, men who have sex with men, women who sell sex and people who inject drugs. Registered in 2002 and headquartered in Chennai, SAATHII has operations across the country.

Description of the Project: SAATHII, with support from the Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) will be implementing projects towards the national goals for three 95-95-95 and ending HIV/AIDS. During the phase III of the GFATM grant, SAATHII will be implementing the following programs:

Svetana: the goal of this project is to accelerate India’s progress towards Elimination of Mother To Child Transmission of HIV (EMTCT) by 2020. The project will be implemented in 428 districts across 24 states and Union Territories. The project will support scale up of PPTCT services in the public and private health care sectors.

Blended Training: an initiative to support NACO in building the capacities and skills of medical officers, nurses, and laboratory personnel, pharmacists, data managers, care coordinators, and counsellors across the country on HIV care and treatment. The key components of this initiative are; (1) clinical training that is delivered online and offline and ICT-enabled learning needs assessment and (2) establishing and strengthening the institutional mechanisms for capacity building of the Target Interventions teams.

Subhiksha+: SAATHII and its partners, will be implementing HIV and TB Interventions for Incarcerated Populations (SUBHIKSHA+) between April 2021-March 2024. The Subhiksha+ project aims to scale-up HIV-TB services in around 2,047 prisons and other closed settings (OCS) across 37 states and union territories. The project will work towards increasing screening and diagnosis of HIV, TB, STI and Hepatitis through delivery of integrated services, and ensure treatment to those detected positive through onsite services or referrals to other free government services. Furthermore, the program will continue to follow-up the inmate and their family members after release to link them to HIV, TB, STI and Hepatitis services closer to their residence.

Integrated services to high-risk and bridge populations: SAATHII and its SR partner VHS will establish one stop centers (OSC) across the country to identify and serve unreached key populations with HIV services integrated with other health and socio-economic services in alignment with the new national guidelines. The program is expected to increase access to and uptake of HIV prevention, counselling and testing services among unreached transgender, persons who inject / use drugs, and bridge population and link those detected positive to treatment services.

SAATHII seeks applications for the post of Senior Compliance and Administration Officer (position based in New Delhi) and to be part of the Principal Recipient (PR) team for the GFATM supported abovementioned project.

Qualification and Skills:

• Graduate or higher degree with minimum 5 years of related work experience preferably in NGO sector. Candidates having additional professional qualifications in HR management or law or administration will get additional weightage
• Proven ability and skills in managing HR of a large team including documentation
• Proven ability and skills in managing large procurements (which includes interfacing with donors, suppliers; preparation of RFQs, contracts and meeting minutes; and related documentation)
• Proven ability and skills in tracking various compliances (statutory, donor and organizational levels)
• Proven ability to support and train the sub-grantee partner organizations in HR, procurement and other administrative documentation.
• Proven ability of managing office administration
• Excellent oral and written communication skills in English and at least good speaking ability in Hindi.
• Sound computer skills, including use of Internet and MS Office™ software
• Willingness to travel to all the project implementation states and sub-grantee partner organizations on a quarterly basis.
• Ability to train and mentor the junior staff as well as the admin-finance staff of the partner organizations in administrative and HR management.
• Ability to work independently and as a team player in a complex, multicultural environment.

Key responsibilities of the Senior Administration Officer:

• Tracking of all organizational, donor and statutory compliances along with timelines for the comprehensive administrative, financial and HR functioning
• Taking charge of all procurements and ensuring to follow organizational and donor policy and compliances. Ensure to complete all documentation also
• Preparation of contracts and ToRs for suppliers, vendors and consultants
• Providing support to sub-grantee partners for procurement related process and documentation. Also needs to review the partners’ documents on periodic basis
• Taking charge of HR management (which includes providing supports in staff recruitment process, maintain personnel documents, files, HR database, staff attendance and leave records, validate monthly salary calculations, assist in collecting tax related documents etc.), tracking and documentation. It includes preparation of letters, contracts and other required documents for the employees and consultants
• Providing support to sub-grantee partners for HR documentation, tracking and review of their documents on periodic basis
• Assets and inventory management (including maintenance of assets and inventory registers, up-keep and maintenance of all assets and equipment, timely purchase of asset insurance)
• Attending various important meetings and support the project leadership in taking notes and preparing minutes
• Scheduling meetings and conferences for project leadership and other stakeholders
• Train and mentor administration team members across project offices and partners through supportive monitoring visits.
• Undertake any other activities as required by the project and/or organization.

Remuneration: Salary will be commensurate with skills, qualifications, years ‘of experience and current pay scale.
