Senior Consultant (Aspirational District Unit) (MoH&FW)

National Health Systems Resource Centre (NHSRC), New Delhi on behalf of Ministry of Health & Family Welfare is seeking resumes from qualified candidates for the above mentioned post purely on contractual basis.

Roles & Responsibilities

The Senior Consultant will be based at Family Planning Division of Ministry of Health and Family Welfare and will directly work under the supervision of Deputy Commissioner, Family Planning.

Specific responsibilities of the position are as follows:

• Under the supervision and guidance of DC Family Planning, MOHFW work to plan, roll out and implement Aspirational Districts Program and specific health interventions in these districts.
• Engage in routine Program monitoring, tracking and Improvement in Aspirational Districts in line with key Health indicators.
• Provide programmatic support to states for strengthening and implementation of key NHM interventions in Aspirational Districts.
• Conduct trainings and capacity building interventions as per programmatic needs in Aspirational Districts and states as and when required.
• Work with Stakeholders such as Development Partners, NITI AAYOG, state government counterparts to develop, implement, monitor and report on program activities.
• Develop work plans, budgets, activities, monitoring and evaluation (M&E) frameworks for Aspirational District program.
• Actively engage in development of documents, operational and technical guidelines.
• Analyse various reports/studies/MIS Data/ Survey Reports and based on the output/analysis suggest actions to achieve Aspirational District indicators (as specified by Niti Aayog) in states and individual districts.
• Assist in appraisal reports of state PIPs, prepare quarterly/monthly reports, progress reports for Aspirational Districts.
• Undertake regular field visits to states and Aspirational Districts for program review and supportive supervision.
• Coordinate with states to conduct Aspirational Districts review meetings.
• Submit periodic reports and suggest actions required at State level to fill the gaps within the approved Program Implementation Plans.
• Develop networking and collaborative relationships with various stakeholders viz government, private, academia, NGOs, etc. working in field of RMNCH+A and supporting Aspirational Districts.
• Review proposals from states to facilitate decision making by the MoHFW
• Perform other duties as assigned by the supervisor.

Qualifications & Experience Requirements:

• Preferable-MBBS with Public Health post graduate qualifications (MD / MPH) and 3+ years’ work experience. Non MBBS with public health post graduate qualification (MD / MPH) with relevant degree BDS/BAMS//M. Sc (Nursing)/B. Sc (Nursing) /M. Sc in Social sciences with 5+ years’ work experience in Public Health will be considered.
• Work experience in health systems strengthening, program planning or implementation under NHM or High Priority Districts (HPDs) is preferred
• Demonstrated experience in operationalizing health programs at field level; working in strengthening of District Health Action Plans (DHAPs)
• Should be able to design strategies to achieve program goals and plan activities towards the same
• Competency and experience in working on health issues at program or policy level, monitoring and evaluation, data analysis, public health administration and governance
• Ability to develop technical guidelines and documents on health programs
• Willingness to travel to states & districts to provide technical assistance & ability to work on different assignments simultaneously to meet tight timelines
• Demonstrated ability to work in a multi-disciplinary team environment

Essential Skills & Competencies:
• Technical knowledge of RMNCH+A and other programs such as Primary health care and NCDs.
• Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, PowerPoint
• Good communication and writing skills
• Good supervisory and inter-personnel skills

Age: Upper limit 55 years as on last date for receiving application and having sound health to undertake field visits.

Remuneration Range: Between Rs. 90,000/- to Rs. 1,50,000/- per month.
