1. ORGANIZATION BACKGROUND:

In the past 35 years, Habitat India through various interventions has helped over 4.3 million people live in better conditions. Habitat through its network of partner organizations promote integrated development aimed at impact, scale and sustainability.

 

2. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Senior Director (POQL) shall be responsible for technical excellence of programming across Habitat India’s portfolio. S/he shall oversee and work with the thematic program teams, to ensure high quality program development and implementation. S/he will play a critical role in taking forward the Habitat India’s Strategic Programming Framework, technical interventions and overallprogramming and monitoring.

 

The Senior Director shall also be responsible for the evolution and use of Habitat India’s  thematic strategies that are aligned with Habitat’s International’s theory of change (TOC), playing a key role in developing, updating and refining Habitat India’sflagship approaches.

 

S/he shall promote adherence to Habitat India’s programming principles and core values, and support as well as exemplify the role of Habitat Indiaand partner staff as knowledge workers. S/he will be responsible for developing a strong team and facilitating collaboration among thematic teams and with other organizational functions, and ensure program quality and monitoring. S/he will be reporting to Chief Operating Officer.

 

3.                KEY DELIVERABLES:


(A) Management of Program Teams

  • Line manage Block Directors, including their recruitment, orientation, supervision & performance review.

  • Ensure that Block Directors receive strong, cohesive and coordinated program support to implement Habitat Indiaprojects from the organization’s Support Teams.

  • Ensure that Block Directors and their projects are aligned with strategicpriorities of the organization and HFHI’s Theory of Change.

  • Coordinate HFH India’s program support teams (construction, MEAL & Community Development), their priorities and ways of working, ensuring also that they are aligned with organization’s strategic programming framework, policies andprinciples.

  • Ensure that Block Directors and Program Support Teams efficiently co-plan, properly manage respectively their teams and co-monitor HFH India projects, creating and implementing scalable and impactful projects.

  • Oversee Block Directors and the Program Support Teams’ capacity building needs and its implementation such as the development of technical expertise, research and knowledge, as well as the proper development of their crosscutting strategies.

  • Create a learning environment that values all staff as knowledge workers. This includes set up and maintenance of learning systems and platforms.

  • Develops and oversees Block Directors and Support team budgets, ensuring the proper utilization of funds and proper and on development of donor reporting and proposals.

  • Oversee the implementation of Nirmanshree project, including providing support to National Project Manager.

(B) Technical Leadership and Standards

  • Promote technical excellence in all areas of Habitat India operations.

  • Ensure high-quality standards in Habitat’s programming, drawing evidence from research, industry best practices and lessons learned.

  • Ensure the application of strategies and interventions are always aligned with Habitat India’s Strategic Programming Framework, Mission andVision.

  • Promote needed program innovations, solutions and strategic partnerships in order to reach greater program impact and scale for the organization, and to work with the fundraising team to fund them.

  • Support implementation of Knowledge Management, Impact Measurement, and Learning strategy to ensure quality programing and reporting to internal stakeholders and to donors.

  • Ensure that safeguarding mechanisms are set up and functional at various levels.

(C) Resource Mobilization and Portfolio Development

  • Support effective coordination between Program and fundraising teams to properly develop high quality and impactful Concept Notes/Proposals, and to ensure the proper planning, implementation and monitoring of donor resources and commitments.

  • Oversee and support the efforts to develop a robust program portfolio in line with Habitat India’s Strategic Programming Framework.

(D) Representation, Networking and Advocacy

  • Provide support and inputs for the proper representation and influencing of key nodal ministries at the national level, positioning Habitat Indiaas a the premier housing expert

  • Build strategic relationships with subject experts within and outside India in areas of greatest interest to Habitat Indiain coordination with the advocacy team.

  • Support development of advocacy agendas and interventions associated with thematic areas that are consistent with Habitat’s Strategic Programming Framework and Theory of Change.

(E) Leadership and Change Management in a Complex Environment

  • With other members of the senior team, provide leadership to the implementation of the Knowledge Management, Impact Monitoring and Learning Strategy, including monitoring of overallorganizational performance.

  • Encourage and build strong technical, analytical and representational skills and competencies in programteams.

  • Enable teams to collaborate andi dentify and embrace complexity, toremain resilient and productive in an evolving environment.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification

  • Master’s degree in a thematic area, or public policy or social sciences.

Experience

  • Minimum 15years’ experience in development (with some exposure to Habitat’s thematic areas and crosscutting themes), including eight years’ experience in managing program teams.

  • Proven track record of negotiations and building partnerships with government, NGOs and other development actors (networks, coalitions).

  • Strong experience on the project management cycle (development, set-up, implementation, monitoring and close out of a project) for large projects, especially with technical grants (EU, USAID, etc.) and their basic compliance.

  • Demonstrated field experience in designing and implementing monitoring, evaluation, accountability and learning (MEAL) and research.

  • Strong understanding and demonstrated utilization of logical framework or theory of change approaches.

  • Demonstrated experience in working with web-based applications, data analysis and database management

  • Experienced in designing development initiatives in housing and other relevant themes. 

  • Experience in setting up and maintaining safeguarding mechanisms in programs and projects.

  • Experienced in managing large teams with diverse expertise and cultural backgrounds.

  • Prior experience of working in a multi-sector development and humanitarian organization, is highly desirable.
