PHIA Foundation interventions and programmes are present in the states of Bihar, Jharkhand, Madhya Pradesh, Uttar Pradesh and Delhi NCR.  It works on both long-term development programmes and humanitarian response. The organisation follows a rights-based approach for inclusive and sustainable development.  Evidence-based advocacy to improve policy implementation is integral to its approach.  PHIA works in partnership with a variety of stakeholders that include Civil Society Organisations (CSOs), the private sector, multilateral and bilateral development agencies, philanthropy institutions and the Government institutions to bring capabilities and capacities together to find scalable solutions to address poverty, and promote social justice, equity and dignity.  



About the Position


PHIA Foundation is looking forward to recruiting a seasoned finance professional for this post who can take up the leadership role for the finance function and the team. The incumbent is also expected to contribute to the overall HR Management and Admin functions of the organisation. The position will report to Honorary Director – PHIA Foundation and will be based in its Delhi office.



Job Description

The key responsibilities for the position of Senior Finance Manager is as mentioned below:


  • To provide strategic and operational leadership in finance and accounts functions along with managing the finance team and strengthening internal systems, processes and financial control

  • To lead on the donor engagement processes on financial aspects along with the state team members and in coordination with the Programme Teams

  • To ensure donor compliances and reporting requirements. This includes timely submission of fund requests, utilization statements and audit reports

  • To take up the responsibility for financial planning, budgeting, reporting to the Governing Board and responding to statutory requirements

  • In case projects are implemented with other CSO partners

  1. to get due diligence of new partner organization successfully carried out

  2. to prepare budget allocation to other implementing partners in accordance with the activities undertaken by them and in line with the main donor agreement

  3. to prepare grant agreements between PHIA Foundation and the implementing partners in line with the main donor agreements

  4. to ensure timely disbursement of funds to the implementing partners and getting statements of utilization from them

  5. to ensure financial monitoring of the implementing CSO partners – through desk review and field visits

  6. to ensure the audit of grants disbursed and utilized

  7. to ensure that the balances are settled with the grantees at the end of each project

  • To monitor budget utilization and prepare monthly/ quarterly analysis of fund status of PHIA as required

  • To maintain all subsidiary records of PHIA Foundation including grant agreements, CSO documents, assets registers, HR related documents, procurement related documents, etc.

  • To issue contracts to consultants, agencies and ensure that deliverables are met before making any payments under the contracts

  • To stimulate the flow of funds for operational and programme purposes from head office to various state offices and CSO partners

  • To ensure budgetary, legal & statutory compliances with respect to audits, Income Tax, FCRA, GST, TDS, EPF,ESI, Professional Taxes etc.

  • To ensure timely payment of Invoices raised at National and State offices and coordinate with State teams for the same

  • To ensure the compliances in relation to finance, HR, procurement and other policies of PHIA Foundation

  • To ensure that PHIA’s annual statutory audit is completed with closure of all queries

  • To ensure that there are systems in place for upkeep of administrative and financial files and records as per agreed procedures

  • Any other task assigned by the line manager


Qualifications/Experience/skills/knowledge and expertise

  • A Chartered Accountant/ post-graduate degree holder in Commerce or Financial Management, with substantial knowledge and experience (at least 10-12 years) of independently managing the accounts, finance and administration of a large non-profit organization.

  • Excellent knowledge of Tally ERP 9 and advanced knowledge of MS Excel is essential.

  • Previous experience and knowledge of fund based accounting and statutory laws governing the NGOs including an updated and in-depth understanding on FCRA, GST provisions and compliances.

  • Excellent inter-personal, skills, and strong communication in Hindi and English (verbal and written), are essential.

  • Self-initiator with comfort of being part of heterogeneous teams and an equality-based work environment.
