B.               Project Background


The vacancy announcement is for two ongoing projects – ‘Reduction of Air Pollution in Three Indian Cities” and “BAT Reference Document for the Textiles Sector in India”. Both these projects are part of the Export Initiative on Environmental Technologies commissioned by German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). Brief details on the projects are given below.


The impact of rising air pollution on human health as well as on the environment is serious. In India, 122 cities have been identified as non-attainment cities due to air pollution levels in exceedance beyond permissible National Ambient Air Quality Standards (NAAQS). To address the air pollution problem in India, the Government of India through its Ministry of Environment, Forest and Climate Change (MoEFCC) launched National Clean Air Programme (NCAP) in January 2019 as a national level strategy to achieve national level target of 20-30% reduction of PM2.5 and PM10 concentration by 2024 (ref. LINK). To support NCAP, under the Indo German Development Cooperation, a project on “Reduction of Air Pollution in Three Selected Indian Cities” has been initiated to provide technological solutions for 3 selected cities to implement measures for reduction of air pollution under India's National Clear Air Program (NCAP). These activities also contribute to the "ClimateSmart Cities Assessment Framework” (CSCAF) introduced by the Ministry of Housing and Urban Affairs of the Government of India.  The activities proposed are: a) Vehicle fitness certification, b) Traffic and transportation planning, c) Improvements in traffic and transportation (e-mobility etc.), d) Decentralized waste management and segregation, e) Modernization of brick kiln sector, f) Sensor-based air quality monitoring, g) Updating of Clean Air City Action Plans, and h) Capacity building, awareness raising and knowledge sharing. The project partner is MoEFCC and the project will work in close cooperation with MoHUA.


The project on “BAT Reference Document for the Textiles Sector in India” will be implemented in India together with MoEFCC, the Central Pollution Control Board and the Gujarat Pollution Control Board. This reference document for textiles sector will be developed for India using German experiences on developing the Best Available Techniques Reference (BREF) documents. Such document will help in strengthening environmental directives as well as environmental compliance in India in the textiles sector. (Ref. LINK).


Both the BAT project and the Air Pollution projects have GIZ teams of national staff as well as national and international consultants. For the BAT Project, GIZ has its own Cell operating from the premises of CPCB HQ in New Delhi. The Air Pollution project will operate from GIZ Office in Safdarjung Enclave, New Delhi.


C.   Responsibilities

  • Assisting the Team Leader/Project Manager of the two projects in GIZ in India.

  • Independent management of the two projects (with support of the supervisor) with complex multiple tasks: “Reduction of Air Pollution in Three Indian Cities” and “BAT Reference Document for the Textiles Sector in India”. Demands high conceptual-creative thinking and self-initiative.

  • Involves various tasks related to planning, implementation and management of the two projects and related additional tasks of GIZ India.

  • Advisory and coordination functions, dealing with a wide range of cooperation partners at senior level.

  • Disciplinary and supervisory functions for allotted project staff.

D.               Core scope of Tasks


a)     Project planning and management

  • Project planning and management of the two projects (BAT Project and Air Pollution Project) to achieve the project objectives and indicators, including in planning, budgeting and monitoring of activities of the projects.

  • Technical implementation of the projects, including implementation of the activities as per the project commissions, achieving outputs/indicators as defined and showcasing of results and outcomes in line with the project mandates.

  • Application of GIZ project management tools for effective and efficient management of the projects – Operational Planning, Capacity Works (strategy, project steering, processes, cooperation with stakeholders, learning & innovation, capacity development strategy, stakeholder mapping), Result Based Monitoring System.

  • Coordination and communication with partners and stakeholders of the projects, including those at the national level as well as in the selected cities.

  • Contract management – development tender documents, contract management, facilitation etc.

  • Enabling upscaling of successful solutions/models.

  • Undertaking capacity building measures.

b)     Application of specialist expertise

  • Technical, conceptual and methodological advice to the project partners with a solution-oriented approach.

  • Quality management – ensure quality of the outputs/deliverables, ensuring efficiency – costs, time and results.

c)     Documentation and dissemination

  • Documentation, dissemination – development of communication material, success stories, publications etc. and their dissemination.

  • Ensure regular project updates on websites of GIZ and partners, and social media pages of GIZ.

  • Preparation of progress reports, documentation, dissemination, ensuring usage of outputs/deliverables by partners.

d)     Disciplinary and supervisory functions for allotted project staff

  • Harness and promote the potential of staff members and improve their performance capability.

  • Disciplinary leadership.

  • Extending cooperation to staff, facilitation for performing tasks, conflict management if necessary.

e)     Other duties, additional tasks

  • Assist the AV/Team Leader of the projects.

  • Support in representing GIZ and the management decisions within and outside GIZ.

  • Assistance in representation of the assigned projects to the outside.

  • Support in achieving annual objectives of GIZ India, viz. portfolio development, application of digitalisation tools etc.

E.               Required qualifications, Experience and Competencies


a)               Educational Qualifications

  • 1st class graduate degree in engineering or planning or related fields from a recognised university or institution; OR 1st class post-graduate degree in sciences or related fields from a recognised university or institution.

  • 1st class post-graduate degree in engineering or planning or related fields from a recognised university or institution; OR PhD in sciences or environment or related fields from a recognised university or institution.

b)               Professional Experience

  • Occupational experience: 10 years of proven relevant practical experience in relevant areas such as urban and industrial environmental management, air quality management, application of environmental technologies etc.

  • Expertise in the specific field: Environmental management, preferably in the area of air quality management and/or environmental management in textiles sector.

  • Management experience: Leadership experience in managing projects/programmers and managing teams.

  • Experience in development cooperation: Experience of working with development cooperation agencies - international bi- and multilateral donors and financing organizations is preferable.

c)               Other knowledge, additional competences

  • Excellent command of English, spoken and written.

  • Excellent communication and networking skills.

  • High intercultural skills. Ability to work in multidisciplinary teams.

  • Ability to travel domestically and internationally as and when required.
