Background of the Project

 

India Health Action Trust (IHAT) works towards reducing inequities by developing comprehensive and sustainable programs to improve population health. We work closely with the Government of India and state governments to achieve its public health goals. Our work is focussed in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. Our work is aligned with the Sustainable Development Goals.

 

IHAT has set up multiple Technical Support Units (TSU) for the Governments of Uttar Pradesh, Karnataka and Delhi and an Innovation Hub in Madhya Pradesh to provide techno-managerial assistance and coordinate with the Governments, Non-Government Agencies, Academic Institutions and Communities

 

The Uttar Pradesh Technical Support Unit (UP TSU) was formed in 2003 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation. The University of Manitoba (UoM) leads the program and has partnered with IHAT to support the government in strengthening its Reproductive, Maternal, New-born and Child Health (RMNCH) and Nutrition programs.

Job Summary

Uttar Pradesh Technical Support Unit (UP-TSU) is providing technical support to National Health Mission (NHM), Uttar Pradesh in planning, implementation and Supportive Supervision for effective implementation of IEC/BCC initiatives at State/district/Block level. The Specialist-BCC will provide support in effective implementation of IEC/BCC activities at state/District/Block/Community level by proper planning, coordination and supportive supervision. Specialist-BCC will coordinate with Directorate of Family Welfare (DoFW), National Health Mission, Uttar Pradesh and UP-TSU’s program divisions to develop BCC strategy and BCC plan on RMNCHA+ Nutrition and National Programs.

 

Key Role & Responsibilities

  • Provide support in conceptualizing and developing framework of BCC strategy on RMNCHA+ Nutrition and National Program;

  • Develop effective State/district outcome-based BCC plan to address key barriers at community and facility level on RMNCHA+ Nutrition and national program;

  • Strategic planning of 360-degree campaigning (with implementation and supportive supervision strategy);

  • Writing creative briefs and development of innovative communication materials;

  • Development of guideline and formats for planning/implementation and supportive supervision;

  • Prepare high quality analytical reports/newsletter/case studies etc.;

  • Develop scientific media plan;

  • Prepare IEC/BCC PIP plan for State on RMNCHA and national program;

  • Provide hand holding support to IEC/BCC nodal officers and conduct supportive supervision visits for effective implementation of IEC/BCC activities in the districts;

  • Develop training curriculum and tools on IPC/BCC/SBC communication for capacity building program of district/block level IEC/BCC nodal officers.

Qualification/

Experience

  • Master’s in social sciences/ Mass communication or equivalent qualification. Post-Graduation Degree/Diploma in Mass Communication will be preferred;

  • 7-9 years’ experience of Program Management and development of Social Behavior Change Communication strategy and BCC plan in development sector. Work experience with government system will be preferred;

  • Expert in high level documentation.

Competencies

  • Excellent written and interpersonal communication skills;

  • Demonstrated cross-cultural, teamwork skills and ability to foresee issues and initiate appropriate action;

  • Must be flexible and able to work in a challenging environment;

  • Demonstrated cross-cultural, teamwork and advance knowledge in computer skills.
