Level of Contact with Children: Sporadic or occasional contact with children
The position holder shall be responsible to adhere & work within the ambit of Plan India’s Child Protection & Gender Equality Policies.

PROGRAMME DESCRIPTION:

The Durex led The Birds and Bees Talk program has developed an innovative, engaging curriculum designed to address the information gap around Young people’s Reproductive and Sexual Health and Rights to provide them with a comprehensive life skills curriculum that addresses Power, Protection and Pleasure. The project aims to use an affirmative approach to sexuality education as part of essential life skills and holistic development to equip adolescents with the right knowledge, skills, attitudes and values.

Programme Objective:
- Empower Adolescents with critical lifesaving information that promotes healthy behaviors to grow into responsible, Healthy Adults.
- Equip students with essential life skills, knowledge, attitude, and values.

Programme Outcome: Knowledge, Awareness and Behavioral outcomes:
- Improved Knowledge and Awareness about sexual health, sexual risk behavior, gender equality and Diversity.
- Positive improvement in self-confidence, self-awareness, social skills.
- Improved Health outcomes among Adolescents through Behavioral nudges.
- Equip students with essential life skills, knowledge, attitude, and values.

POSITION SUMMARY:

State Manager will be responsible to ensure that PLAN India’s project is implemented successfully in the assigned project state. The State Manager will be overall responsible for managing the delivery and implementation of the project in the states in line with PLAN India’s contractual obligation and standards.

SCOPE OF WORK:
• Ensuring development and delivery of project implementation, operational and budget plan with PMU, Imphal.
• Effective management and guidance of team members through performance matrix.
• Facilitate and coordinate with Government health department functionaries and other stakeholders for implementation of the project at state level.
• Work in coordination with Project Management Unit in Imphal and district teams.
• Deliver quality events and conferences in assigned state as per planned events.
• Preparing and implementing the programs as per DIPs, state plans and achieving of common central target.
• Effective communication of state level activity on daily basis with the leadership.
• Ensuring policy adherence and systematic approach on the work conducted by the team members.
• Assist the state teams in procurement in accordance with PLAN India’s Procurement Committee.
• Working with state teams to gather required documents and approvals on timely basis.
• Ensuring submission of monthly, quarterly and Programme progress reports.
• Facilitate the process of Community-based activity for all the project component through active involvement with state government officials, NGOs youth clubs, schools, colleges, etc.
• Working on Monthly progress report of team members to be shared with PMU on Monthly basis.
• Coordinate with stakeholders to facilitate the process of approvals, letters, directive related to the project.

Collaborates with: PMU Lead, State Project Manager, Finance Coordinator, District Coordinator
Travel: 50% travel time could be required to project areas.
Other functions: Any other specific task assigned by the Plan India Country Office to achieve the project objectives

Deliverables:
• Fortnightly report in specified electronic format submitted to the Reporting Manager
• Monthly progress report will cover the activities performed, and the outcomes against planned activities and indicators, key accomplishments, problems identified and solutions worked/ proposed
• Preparation of relevant document of activities specific for effective intervention including all the information with coverage and snaps

EDUCATION AND EXPERIENCE:

Applicant must Bachelor’s Degree in with minimum 2 years of relevant work experience or Master’s Degree in social development with a background of working in development programmes. Experience in community engagement is preferred. The project requires good planning and organizational ability.
• Must be proficient in reading and writing English and preferably local languages and have
demonstrated ability to produce professional reports/documents.
• Must have leadership, supervising and Coordination skills.
• Must have good writing and reporting skills.
• Must have planning and organizing skills.
• Should have experience working with the government officials.
• Should be able to work with the children, supporting them with counselling expertise.
• Should be a team player and worked in a competitive and professional environment.
• Sensitive to gender issues, stigma and barriers to social inclusion.
• Willing and able to travel extensively throughout the project areas.
