1. POSITION(S) VACANT: State Midwifery Consultant, United Nations Population Fund (UNFPA) (Two Vacancies); (One Vacancy in Udaipur, Rajasthan; One Vacancy in Patiala, Punjab)

2. ORGANIZATION BACKGROUND:

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services, including voluntary family planning, maternal health care and comprehensive sexuality education.

PROJECT BACKGROUND:

Government of India (GOI) has decided to roll out a new cadre of midwifery in India in 2018, and is planning to establish 14 National Midwifery Training Institutes (NMTIs), which in turn are meant to train the State Midwifery Educators, who will set up 2-3 State Midwifery Training Institutes in each of the states. Each of the NMTIs will have International Midwifery Educators (IMEs), who will prepare State Midwifery educators.

UNFPA is supporting two National Midwifery Training Institutes (NMTI), one in Udaipur, Rajasthan, and one in Patiala, Punjab. The State Midwifery Consultant will work closely with the Directorate of Health and Family Welfare, and the NMTI site (School or College of Nursing), attached clinical sites (department of Obstetrics and Gynecology of district hospital or medical college), and UNFPA. The overall aim is to support the roll out of midwifery programme in the state, especially the operationalization of NMTIs and capacity building of National and State level Midwifery Educators at these institutes as per ICM standards and WHO educational competencies.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Project Director of Maternal Health, National Health Mission and Technical Specialist of Midwifery, UNFPA. The State Midwifery Consultant will work from the state office of National Health Mission. S/he will be responsible for providing technical and program management support for planning, management and monitoring of activities related to midwifery programs. The Consultant, under direction of the Director/ Project Director Maternal Health will interact with the designated training institutions and will undertake field visits to the districts for program planning, management and monitoring. S/he will be in regular touch with UNFPA and serve as a link between UNFPA and state office of National Health Mission for midwifery programme. S/he will be responsible for tracking the progress of midwifery programme in the state and will keep UNFPA informed on the progress.

Key Responsibilities and Deliverables:

(A) Planning and Coordination:
(1) Overall co-ordination of NMTI activities including training, mentoring and overall training implementation;
(2) Co-ordination between partner organizations (Government of Rajasthan, Government College of Nursing, RNT Medical College, State Nursing Council, UNFPA, INC as needed);
(3) Co-ordination with state government on developing Midwifery Led Care Units (MLCUs) and skill labs at NMTIs, SMTIs and other sites as needed. Assist in timely procurement of items;
(4) To assist in preparing roadmap for roll out of midwifery in the state through consultative process;
(5) Technical assistance in developing operational guidelines for midwifery in the state;
(6) Support Project Director Maternal Health and UNFPA in conducting quality assurance for midwifery;
(7) Field visits to districts and blocks to monitor integration of Midwives (NPMs) in the health system as per the plan;

(B) Academic Coordination:
(1) Periodic oversight for academic coordination for daily lectures and clinical duties;
(2) Organizing items needed for training: This will include making sure schedules for teaching, trainee rotations are made and distributed to all parties, with gentle reminders and any required information support extended;
(3) Support midwifery educators and midwifery educator trainees in the training (clinical and classroom) and examination;
(4) Support Obst and Gynae sites to ensure evidence-based clinical practices and related to values are incorporated, as required;
(5) Ensure assessments and examinations are conducted as per the plan;
(6) Support International and National Midwifery educators in making field visits if needed;
(7) Facilitate the post training follow up of the trained Midwifery Educators from the state;

(C) Monitoring:
(1) Prepare monthly reports of functions performed (classes conducted and clinical work completed by the trainees at all clinical sites) as per reporting format;
(2) This position helps to ensure timely and prompt capturing of data. Since midwifery initiative is in the launching stage, data helps in creating evidence for advocacy for midwifery services in the country;

(D) Knowledge Management and Others:
(1) Facilitate learning visits of other states to Rajasthan for understanding midwifery program;
(2) Knowledge management in terms of providing Midwifery and maternal health/ SRH guidelines to trainers as needed, organizing scientific briefs, advocacy briefs and Audio visual materials on midwifery program;
(3) Finance: Assist Director or Assistant Director Maternal Health with the Administrative and financial functions related to midwifery;
(4) Undertake any other related task assigned by the Directorate or UNFPA;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Applicant must have MBBS or M.Sc. Nursing or Masters in Public Health / Post Graduation in Public Health.

Experience:
(1) Minimum five years’ experience of working closely in field of public health and minimum of three years’ direct experience of working with maternal health programmes with development sector or with Government;
(2) A sound understanding of midwifery will be given advantage.

Skills and Competencies:
(1) Ability to plan and execute activities at State and District level;
(2) Must be willing to travel extensively in the State (at least 8-10 days per month), especially to NMTI site;
(3) Capable of taking independent responsibility;
(4) High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;
(5) Excellent oral and written communication and presentation skills in English and Hindi;
(6) Good analytical and documentation skills;
(7) Demonstrated ability to work in a multi-disciplinary team with strong facilitation skills & ability to analyze reports, plan and monitor projects;
(8) Good understanding of midwifery initiative, midwifery competencies, maternal health programs and evidence based maternal care.

5. NATURE OF ENGAGEMENT:

The State Midwifery Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. REMEUNERATION:

The selected candidate shall be paid a consolidated amount of Rs. 90,000 to Rs. 110,000 per month based on salary history, qualification and experience.

8. DURATION: The successful candidate shall be issued an initial consultancy contract for one year, extendable for further period subject to satisfactory performance.
