Background of the Project


India Health Action Trust (IHAT) works towards reducing inequities by developing comprehensive and sustainable programs to improve population health. We work closely with the Government of India and state governments to achieve its public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. Our work is aligned with the Sustainable Development Goals.


IHAT has set up multiple Technical Support Units (TSU) for the Governments of Uttar Pradesh, Karnataka and Delhi and an Innovation Hub in Madhya Pradesh to provide techno-managerial assistance and coordinate with the Governments, Non-Government Agencies, Academic Institutions and Communities


The Uttar Pradesh Technical Support Unit (UP TSU) was formed in 2003 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation. The University of Manitoba (UoM) leads the program and has partnered with IHAT to support the government in strengthening its Reproductive, Maternal, New-born and Child Health (RMNCH) and Nutrition programs.

Job Summary

Senior State Specialist – Community Outreach will have the overall responsibility for providing technical, administrative and mentoring support to the Specialist and District Specialist Community Outreach in leading the design, implementation and review of Community Outreach interventions related to family planning, maternal, new born health, and nutrition outputs outcomes including ensuring linkages between the community to facilities to community. S/he will also coordinate with other thematic team leads of FP, Nutrition, Digital Application, RI and Program Monitoring for technical inputs as per the need.


Key Deliverables expected from the Job Role

  • Improve coverage, utilization and quality of Integrated Village Health and Nutrition Days (iVHND)

  • Improve tracking of High-Risk Pregnancies (HRP), Low Birth Weight (LBW)newborns, Severe Acute Malnourished (SAM) children and MIYCN practices

  • Reduce home delivery pockets in select geographical areas

  • Facilitate/ Scale up the rolling out of digital applications in Health and ICDS, improve full immunization coverage, enhancing data use for planning, review, decision making by collating, analyzing and presenting it appropriately

Key Inputs expected from the Job Role

  • S/he will provide strategic guidance to the Specialist teams both at state and at districts on - community outreach to develop and rollout interventions covering RMNCH+ N (Reproductive, Maternal, Newborn, Child Health and Nutrition, ICT) domains.

  • S/he will provide technical support and strategic guidance to the team for smooth implementation of the work plans.

  • S/he will closely provide handholding support to the teams on the priority interventions related to LBW, HRP tracking, SAM children, Maternal weight gain tracking, Integrated VHND, reducing home births and MICYN.

  • S/he will support in rolling out and utilization of the digital applications while ensuring the quality of data.

  • S/he will support the capacity building initiatives in the allocated geography, including training needs assessment, developing training plan, development of training materials, roll-out of training and assessing the impact of the trainings.

  • S/he will provide programmatic insights to ongoing/ new SBCC initiatives. 

  • S/he will support transition and sustainability of successful interventions of IHAT-UPTSU to GoUP with support of other State teams

  • S/he will undertake purposive field visits   for providing mentoring and handholding support to district team, assessing the gaps and facilitating the process of addressing the gaps by respective departments

  • S/he will participate in internal review meetings to strengthen the evidence based discussions and facilitate the decision making process.

  • S/he will play an active role in developing concept notes for innovative interventions and budget and facilitate the process of its inclusion in PIP at the state level.

  • S/he will analyze the impact of intervention and policies at the community level and bring the appropriate solutions to state level to advocate for the policies/ guidelines

  • S/he will provide timely updates about activities in the allocated geography through program monitoring reports, surveys, documentation of gaps, learnings and success stories

  • S/he will support the state team in developing or refining operational guidelines based on field insights.

  • S/he will represent the organization at relevant meetings and conferences at state and district level and facilitate external visits in the division as well as districts.

  • S/he will ensure routine documentation and sharing of technical notes, best practices, case studies and newsletter contributions

  • S/he will support rollout of Implementation Research (IR) initiatives. 


  • The candidate must have Master’s degree in Social Sciences/ Rural Development/ Public Health/Management

  • At least 5 years of experience working with RMNCH/ Nutrition preferably in the state of Uttar Pradesh

  • Previous exposure to working with the government/ development agency in community-based interventions will be preferred
