Position- Full time position with initial contract offered till March 2022.
Salary- 3,60,000 PA plus traveling and lodging allowances.

Traveling- Light traveling to Udaipur, Jodhpur and other program districts in Rajasthan.

1. About organization- Jai Bhim is a not-for-profit, non-governmental and non-religious organization, registered under the Society Registration Act (1958), working across the entire state of Rajasthan. Jai Bhim was established in 1993 by a group of human rights activists who were inspired by the philosophies of Dr B. R. Ambedkar, which emphasize “fighting against the social evils through the weapons of law.” In light of this, the organization focuses on two key areas: human rights and livelihood of the marginalized community.

Our Mission is to aware and organize vulnerable and marginalized sections of the society, especially Dalit, women, labour and children so that they could improve their living standard by asserting their control over all the processes affecting their lives.

The primary objectives of our organization are:
• To aware and organize the deprived and marginalized communities on the issues of Caste, Class & Gender-based discrimination.
• Advocating for the rights of marginalized and poor people through advocacy with Government stakeholders.
• Assist marginalized & poor in getting benefits from the Government Welfare Schemes.
• Endow relief and rehabilitation at the time of natural calamities and atrocities.
• Making women socially and economically empowered by linking them with vocational training.
• Legal assistance to sort out the best possible solution to the problems of marginalized and poor.

2. About program- Jai Bhim Vikas Shikshan Sansthan (JBVSS) in collaboration with International Justice Mission (IJM) is running a project on the issue of bonded labourers & human trafficking since 2015 in Rajasthan. The project is named "Muktidhara".

Muktidhara project is built to identify, rescue with government agencies and rehabilitate the victims of bonded labour. The team assists district government officials and police to plan and conduct a rescue operation. Following a successful rescue the team admit victims in the process of rehabilitation designed specifically to pull victims out of system of bonded labour. Survivors are regularly contacted to ensure both their safety and personal development. Simultaneously, Legal team ensure proceedings are conducted against the wrongdoers in court of law. This is done to create precedence and to ensure light is thrown to the age-old culture of keeping fellow citizens as bonded labour.

In addition to this, Jai Bhim organizes a series of capacity-building workshops for local government officials conducting rescue. We also added System reform as pillar to our program to strengthen rescue operations and Government relations. The broad objective of adding system reform in the program was to promote best practices regarding wellbeing of survivors and train government stakeholders to fulfil their roles efficaciously.

3. Job description/responsibilities

Reporting to the program director, the System reform consultant will be responsible to develop government ecosystem in order to efficaciously rescue and rehabilitate victims of human trafficking/bonded labour. He/she will be working with state Departments for bridging gaps between state and district officials. S/he will also be responsible for reforming existing policies on human trafficking/bonded labour by prescribing solutions to Government.

Key roles and responsibilities:

(A) Facilitate linkages with Government Departments
• Build awareness in government agencies on transformed modern age practices of bonded labour.
• Support government agencies in carrying out surveys, plan expenditure and create task forces as stated in Central sector scheme.
• Bridge gaps of communication between local administration and state administration by facilitating written communications, holding joint meetings and design convergence events.
• Work closely with State Labour Department to ensure that rescues and rehabilitation are carried out without roadblocks on district level.
• Developing and formalizing cooperativeness of Gujrat’s and UP State Labour departments with Rajasthan’s Labour department to create seamless support for migrant labours.
• Push innovates strategies, actions and instruments to build momentum towards safer space for labour while interacting with government agencies.

(B) Training and Development
• Identify training and orientation needs and support capacity building of government agencies personnel’s.
• Coordinate with various State departments such as police, Legal service authority, social welfare department, labour department, women and child development and ST/SC commission for capacity building workshops at local level.
• Training and developing civil society partners to raise awareness on issues of bonded labour.

(C) Shaping existing and new Policies
• Work with Government and non-government stakeholders to conduct existing policy analysis, identify loopholes and suggest changes.
• Prepare brief drafts for key resource persons to bring them onboard for carrying out new initiatives.

4. Qualifications, Experience and Competencies

• Applicants must be graduate or post graduates in social science, political science, rural development English honors, or equivalent from a reputed university.


• Minimum 3 to 5 years of experience of working in development sector, in the field of government liaising, communication outreach, labour welfare, NGO management or sustainable livelihood. Please note that above mentioned fields are not to bar any applicant who do not have experience in these fields. These are mentioned as preferences.
• Proven track record of bringing onboard key resource personnels and effecting changes through their medium.
• Experience in policy research particularly in social welfare policies targeting farmers, daily wage labors, victims of human trafficking and gender mainstreaming.
• Practical experience of rehabilitation of child/bonded labour survivors is desirable.

Skills and Competencies:
• Strong communication skills and ability to influence partners.
• Proven track record of designing and conducting researches.
• Strong commitment towards addressing human trafficking issues and abuse of their fundamental rights.
• Good understanding of key challenges being faced at grassroot level by people and partners in the field of people’s welfare.
• Ability to develop strong, positive relationship internally with team members and externally with Stakeholders, Funders, Social Networks and other organizations.
• Well-developed analytical, conceptual and writing skills.
• Willingness to travel.
• Experience of monitoring and evaluation.
• Proficiency in Word, excel and PowerPoint.
