About The Project:

The Technical Advisor (TA) will work closely with The Union’s STOP team, The Union South-East Asia (USEA) tobacco control team, in-country partners and grantees to put in place effective, result-driven plans and coordinated country level engagements designed to expose and counter tobacco industry inference (TII), which distract tobacco control efforts in India and the region. The TA will work towards increasing the capacity and skill of local partners in identifying and strategically responding to TII. The TA will also oversee a roster of workshops and other opportunities to orient other key stakeholders from government, media and civil society about tactics of the tobacco industry.

Leveraging STOP’s global resources and with the guidance of The Union’s STOP team, the TA will support country/state teams in creating compelling narratives to protect tobacco control efforts and deter public and policymakers from partnering with tobacco industry and its front groups. The TA will assist local partners and in-country teams to design and implement robust strategies and campaigns. In addition, s/he will ensure that a full range of “voices” of existing and potential tobacco control advocates call for change. Building a strong national and local constituency to advance tobacco control is a vital component of this position. The TA will be responsible for guiding the overall strategy and implementation of activities related to tobacco industry interference at sub-national and national level in India, the South Asia region and globally. S/he will work closely with country/state partners, tobacco control and public health advocates, and governments to alert and respond to TII. Work will involve close communication with The Union’s STOP project team, BI partners and colleagues in The Union’s SEA office and the national tobacco control cell at the Ministry of Health & Family Welfare; representatives from primary stakeholder groups (STCCs, DTCCs, civil society); and the grant leads in states, and others as and when appropriate.

The TA will work closely with committed and experienced tobacco industry experts in New Delhi, India and New York, US and will provide for excellent opportunities for cross-learning from around the world. The job is fast-paced and will provide the TA with constant opportunities to apply their knowledge and skills in strategic action, stakeholder management, coordination with government and civil society relations, communicating for policy development, project management, and training.

Terms of Reference:

Under the guidance of Union’s STOP India team - the Sr. Technical Advisor and assigned STOP Program Officer - the Technical Advisor will:
• Oversee landscape analysis of institutions, government agencies, civil society and media and other influencers and their relationship with tobacco industry to inform partners.
• Set up a robust monitoring and response system for ensuring timely and effective action against TII, including regularly feeding monitoring information to local and global partners.
• Contribute to overall strategy and framework for addressing TII in India, South Asia region, and globally, as and when required. Engage local stakeholders including BI partners and grantees on behalf of The Union’s STOP team as appropriate.
• Strategically develop a strong grassroots network including in-country grantees and partners and build its capacity through training workshops and hands-on mentoring to identify and respond to TII.
• Respond to the requests for information about tobacco industry activities and coordinate additional investigation.
• Closely partner with country teams to develop and implement robust communications strategies and mobilize diverse voices within tobacco control.
• Support efforts to adapt STOP’s global campaigns and materials for local context and use.
• Partner with broad-based stakeholders to stay informed about tobacco industry tactics.
• Assist STOP grantees and contracts to implement projects and help to identify opportunities for STOP to fund impactful work in India.
• Compile information and develop compelling reports that communicate and effectively document success stories and progress made.
• Coordinate and communicate regularly with The Union’s STOP India team about STOP and related activities.
• Work closely with the Deputy Regional Director and STOP Sr. Program Manager to stay informed about tobacco industry tactics and incorporate them into communication strategies and activities.

Qualification & Experience:
• Master’s degree required in law, humanities, or relevant field.
• Minimum 7-8 years of relevant experience.
• Strategic in dealing with broad sets of stakeholders with proven capability in forging partnerships.
• Demonstrated ability in quick response to advocate for social issues through designing and implementing strategic communication campaigns within states and nationally in India will be a strong advantage.
• A strong understanding of tobacco control legislation, broad understanding of national and state-level policy landscape, advocacy and communication campaign at grassroots level are critical.
• Understanding of the role of national and state government, local administrative set up, and existing relationships with civil society, media, and policy influencers will be useful.
• Desire to create, mentor and develop a smart and dedicated network of tobacco control partners at various levels.

Competencies and Skills:

• Proven ability and experience in leading and facilitating training workshops.
• Must be a self-driven individual with a strong sense of initiative.
• Work effectively within a team environment throughout the development life cycle.
• Good interpersonal skills including problem solving and leadership abilities.
• Excellent English speaking, writing, documentation and editing skills are vital. Fluency in Hindi and other regional languages is a plus.

• Efficient and able to multi-task in a fast-paced environment.

Compensation offered:

The gross remuneration budgeted for this position is attractive. Offers shall be commensurate with the qualifications and experience of the selected candidate.
