As part of the Indo-German bilateral
cooperation, the Government of India and Government of Germany
have agreed upon a strategic partnership - Green Urban Mobility
Partnership (GUMP) between Ministry of Housing and Urban Affairs
(MoHUA) and Federal Ministry for Economic Cooperation and
Development (BMZ). Within the framework of the partnership of
technical and financial cooperation, the German government will
support improvements of green urban mobility infrastructure and
services, strengthen capacities of national, state, and local
institutions to design and implement sustainable, inclusive, and
smart mobility solutions in Indian cities. As part of the GUMP
partnership, Germany will also be supporting in expanding the
public transport infrastructure, multimodal integration, using
low-emission or zero-emission technologies, and promoting
non-motorised transport in India. Through this strategic
partnership, India and Germany intend to jointly achieve effective
international contributions to fight climate change. Currently,
GIZ is implementing the bilateral technical cooperation project
“Integrated Sustainable Urban Transport Systems for Smart Cities
(SMART-SUT)“ commissioned by the German Federal Ministry for
Economic Cooperation and Development (BMZ) and jointly implemented
by Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ)
GmbH and Ministry of Housing and Urban Affairs (MoHUA), Government
of India. The objective of the project is to improve the planning
and implementation of sustainable urban transport systems in
selected Indian cities.
Complementing the bilateral
efforts in the area of Green Urban Mobility, the Green Urban
Mobility Innovation Project is a flagship cooperation project
between GIZ and the private sector to improve the framework
conditions in select Indian cities for Green Urban Mobility. The
proposed project aims to set up an industry-led, pre-competitive
multi-stakeholder innovation platform for green urban mobility
innovation and establish a so called ‘Living Lab’, a real-life
testing environment for green urban mobility innovations. Special
focus will be given to mobility innovations that have a high
social and environmental impact and provide accessible,
affordable, safe, frequent, and convenient mobility solutions for
GIZ is looking
for a Technical Expert on Environmental Sustainability for the
Green Urban Mobility Project,working in a small team of passionate
and goal-driven individuals and responsible for design, planning,
implementation and monitoring of project pilot and prototyping
interventions related to mobility solutions, ensuring project
progress and achievement of its vision, objectives and results.
Areas of responsibilities as below;
and prototyping interventions of the Living Lab related to
congestion alleviation, air pollution reduction and clean air as
well as capacity building interventions.
b) He/she would
work closely with Innovation Manager and Technical expert in Green
Urban Mobility to design, plan, implement and monitor pilot and
prototyping interventions and ensure project results.
Activities would also include the identification and assessment of
innovations related to green urban mobility innovations according
to criteria such as viability, feasibility, desirability, social
and environmental impact etc;
d) Development, up-scaling and
technology adoption of the innovations tested in the Living Lab
e) The Technical Expert would be responsible for the
engagement and dialogue with relevant public sector stakeholders
and ministries relevant to the project.
f) The candidate
would contribute to quality management, documentation and
dissemination tasks, application of specialist expertise for
performing advisory functions and other duties and tasks as
assigned from time to time
D. Core Scope of
1. Project Management & technical advisory
• Technical implementation of the project, including
implementation of the activities as per the cooperation agreement
between GIZ and the private partner, achieving outputs/indicators
as defined and showcasing of results and outcomes in line with the

tools for effective and efficient management of the projects.
Contribute to management of the Secretariat, comprising of a team
of GIZ and representatives from the private sector
support in project management and progress review

operationalization of the sustainability model, operating model,
financial management, fundraising and corporate partner on-
• Contract management – development tender
documents, contract management, facilitation
Documentation of all proceedings including meetings, workshops and
technical sessions and follow-up with stakeholders if require;
documentation of best practices, project success stories and
replicable models under the project; formulating appropriate input
for various project reports.
• Quality management –
ensure quality of the outputs/deliverables, ensuring efficiency –
costs, time and results.
2. Application of specialist
• Technical advice & management of the pilot
and prototyping interventions of the Living Lab
Networking and Stakeholder Engagement
• Coordination and
communication with partners and stakeholders of the projects,
including those at the national level as well as in the selected
cities and project areas.
• Partnership facilitation with
public sector stakeholders for project activities such as pilots,
upscaling plan and technology adoption, capacity development

• Development of
communication material, success stories, publications etc. and
• Contribute to preparation of
progress reports, documentation, dissemination, ensuring usage of
outputs/deliverables by partners.

Required qualifications, Experience and Competencies
• 1st class post-graduate degree in
engineering/transportation, economics, environmental technologies,
public policy or related fields from a recognised university or
institution OR PhD in sciences or environment or related fields
from a recognised university or institution.
• 7+ years of proven practical
experience relevant to the project and across roles in strategy,
consulting, development organizations, banking or investments,
corporate research, new product development or related fields.
Experience in innovation management; pilot design; partnership
facilitation; public-private dialogue;
experience of working in private sector or private-sector led
initiatives or platforms, preferable in the mobility space.
Prior experience in transport and mobility sector required,
preferably in private sector organization.
• Experience in
working on change and innovation processes with the public sector;
any prior experience in working with ministries at national level
will be an asset.
• Self-starter and entrepreneurial
mind-set; experience in the Indian or international startup
ecosystem is an advantage.
• Experience of working with
development cooperation agencies - international bi- and
multilateral donors and financing organizations is advantage but
not a requirement
