B. Project Background
As part of the Indo-German bilateral cooperation, the Government of India and Government of Germany have agreed upon a strategic partnership - Green Urban Mobility Partnership (GUMP) between Ministry of Housing and Urban Affairs (MoHUA) and Federal Ministry for Economic Cooperation and Development (BMZ). Within the framework of the partnership of technical and financial cooperation, the German government will support improvements of green urban mobility infrastructure and services, strengthen capacities of national, state, and local institutions to design and implement sustainable, inclusive, and smart mobility solutions in Indian cities. As part of the GUMP partnership, Germany will also be supporting in expanding the public transport infrastructure, multimodal integration, using low-emission or zero-emission technologies, and promoting non-motorised transport in India. Through this strategic partnership, India and Germany intend to jointly achieve effective international contributions to fight climate change. Currently, GIZ is implementing the bilateral technical cooperation project “Integrated Sustainable Urban Transport Systems for Smart Cities (SMART-SUT)“ commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and jointly implemented by Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH and Ministry of Housing and Urban Affairs (MoHUA), Government of India. The objective of the project is to improve the planning and implementation of sustainable urban transport systems in selected Indian cities.

Complementing the bilateral efforts in the area of Green Urban Mobility, the Green Urban Mobility Innovation Project is a flagship cooperation project between GIZ and the private sector to improve the framework conditions in select Indian cities for Green Urban Mobility. The proposed project aims to set up an industry-led, pre-competitive multi-stakeholder innovation platform for green urban mobility innovation and establish a so called ‘Living Lab’, a real-life testing environment for green urban mobility innovations. Special focus will be given to mobility innovations that have a high social and environmental impact and provide accessible, affordable, safe, frequent, and convenient mobility solutions for all.

C. Responsibilities

GIZ is looking for Technical Expert - Innovation for the Green Urban Mobility Innovation Project, working in a small team of passionate and goal-driven individuals and responsible for following activities.

a) Lead the research and methodological work of the Green Urban Mobility Innovation Project Secretariat from GIZ side, including the development of processes, protocols, frameworks, and standard operating procedures.
b) Work closely with technical experts in Green Urban Mobility and Environmental Sustainability to design, plan, implement and monitor pilot and prototyping interventions and ensure project results.
c) Support the GIZ Director of the Secretariat in the design, institutional set up and establishment of a sustainable operating and business model of the Green Urban Mobility Living Lab
d) contribute to quality management, documentation and dissemination tasks, application of specialist expertise for performing advisory functions and other duties and tasks as assigned from time to time.

D. Core Scope of Tasks

1. Project Management & technical advisory

• Technical implementation of the project as per the cooperation agreement between GIZ and the private partner, achieving indicators as defined and showcasing of the results
• Contribute to management of the Secretariat, comprising of a team of GIZ and representatives from the private sector and support project management and progress review
• Set up of the Living Lab, including the infrastructure set-up, design and operationalization of sustainability model, operating model, financial management
• fundraising and corporate partner on- boarding, impact monitoring.
• Development tender documents, contract management, facilitation
• Documentation of all proceedings including meetings, workshops and technical sessions and follow-up with stakeholders if require; documentation of best practices, project success stories and replicable models under the project; formulating appropriate input for various project reports.
• Ensure quality of the outputs/deliverables, ensuring efficiency – costs, time and results.

2. Application of specialist expertise
• Methodological leadership of the Living Lab: contribute to the development of core services of the Living Lab; lead the development of standard operating procedures and processes.
• Lead ecosystem engagement interventions, e.g. capacity building efforts; events and ecosystem building activities.
• Lead the conceptual and methodological design of project pilot and prototyping interventions from GIZ-side; management of the pilot and prototyping interventions and ensure achievement of results.
• Lead project activities such as conduct research and generate insights on opportunity areas for project intervention; develop strategic frameworks relevant for the project; conduct stakeholder and innovator mapping; setting up innovator selection committee; design of innovation challenges; define processes for innovator shortlisting and selection; etc.
• Contribute to the design and development of the Living Lab, including its value proposition, key services and revenue streams, operating and business model.
• Technical, conceptual, and methodological advice to the project partners with a solutionoriented approach.

3. Networking and Stakeholder Engagement

• Stakeholder management and communication with internal and external cooperation partners in a national and international context.
• Ensuring cooperation, regular contact and dialogue with partners. Lead the set-up of the Industry Working Group on Green Urban Mobility Innovations.
• Partnership facilitation for innovators; enabling upscaling of successfully tested green urban mobility solutions/models.
• Contribute to stakeholder engagement and onboarding of other corporate partners and industry players in the Living Lab model and define an engagement model and governance structure

4. Documentation and dissemination ·
• Documentation, dissemination – development of communication material, success stories, publications etc. and their dissemination.
• Contribute to preparation of progress reports, documentation, dissemination, ensuring usage of outputs/deliverables by partners.

5. Other duties, additional tasks
• Assist the Project Manager of the project.
• Support in representing GIZ and the management decisions within and outside GIZ.
• Assistance in representation of the assigned project to the outside.

E. Required qualifications, Experience and Competencies

1. Qualification

• 1st class post-graduate degree in engineering, economics, business administration and management, or systems / operations research, or related fields from a recognised university or institution OR PhD in sciences or environment or related fields from a recognised university or institution.
• Professional qualifications in areas relevant to the project such as innovation management, systems thinking, design thinking, etc. preferable.
2. Professional experience
• 7+ years of proven practical experience relevant to the project and across roles in strategy, consulting, banking or investments, corporate research, new product development or related fields
• Significant experience of working in private sector or private-sector led initiatives or platforms; preferable in urban transportation and mobility sector
• cross-sectoral work experience; technical knowledge of urban development, climate change and urban mobility; prior experience in sustainable mobility sector is preferable
• Experience in working on change and innovation processes with the public sector; any prior experience in working with ministries at national level will be an asset
• entrepreneurial mind-set; experience in Indian and/or international innovation and startupecosystem

3. Other knowledge, additional competences
• Excellent command of English, spoken and written
• Proficiency in Kannada
• Excellent research and analytical skills.
• High project management skills, ability to work on multiple project interventions • Deep passion to work on social and environmental impact initiatives and projects
• Ability to travel domestically and internationally as and when required.
