TERMS OF REFERENCE FOR CONSULTANTS/INDIVIDUAL CONTRACTORS

 

1. BACKGROUND / RATIONALE

 

In the frame of UNICEF’s work in WASH, monitoring and knowledge management (KM) activities represent one of the strategic tools to support the achievements of sectoral output results for children. Monitoring and KM underpin the effectiveness and efficacy of the WASH programme to maximize its impact with the available resources. Monitoring and KM would be used to generate, capture, use and share UNICEF’s programmatic and institutional WASH knowledge to improve the quality, equity, and sustainability of WASH services.

 

In addition to the continuous programming workplans, COVID-19 has introduced new challenges and opportunities for the WASH programme to expand its purview and help state, district and national governments prioritize WASH-relevant practices and interventions that mitigate the risk of spreading the illness further. This additional emergency response has become a priority, and while many less urgent programming efforts have been deprioritized, it still has manifested a surplus of communication, guidance, and training material.

 

Further there is a need for UNICEF technical assistance to support the WASH partners in emerging areas like WASH Financing, Private sector engagement, and Knowledge Management (KM), re-emphasizing leadership and partnerships on cross cutting areas like hand hygiene for all, and support in capacity-building and monitoring of the same. Activities will include periodic review and update of state WASH financing briefs, private sector engagement and KM strategy and plan, update of WASH SharePoint site, ensure compliance to ECM project, monitoring of WASH Chhattisgarh inputs to the ICO WASH Bulletin, compilation and dissemination plan of knowledge products, development of inventories of knowledge products, support to countries developing new knowledge products, coordination of flagship knowledge products across state and select districts including on the enabling environment, and design of training courses to help develop new skills. This will help coordinate with the Government and partners more efficiently.

 

The WASH knowledge management and monitoring strategies demand technical assistance to the programme and particularly focuses on systematically generated evidence from the field. The evidence then converts findings into advocacy, approaches, and tools to change the behaviours of communities, WASH-service providers, and policymakers. Further process documentation would allow us to be more efficient and avoid redundancies and better appreciate how our time, budget, and plans are being utilized at the state and districts

 

2. PURPOSE OF ASSIGNMENT

 

The KM and monitoring consultancy is to provide specialised technical support to PHED, P&RD, UADD, related departments and select districts on WASH KM, monitoring and related programmatic and policy interventions including process documentation, institutional systems strengthening, and capacity building incorporating COVID sensitive and specific components

 

3. PROGRAMME AREA AND SPECIFIC PROJECT AREA

4. OBJECTIVE/S

  1. Support concerned departments towards investing in systematic documentation of what worked and what needs improvement in programming & in transferring knowledge for strengthening policies and implementation approaches.

  2. Support concerned departments in private sector engagement including WASH4Work strategy and sector financing and coordination mobilising businesses, innovations and financing with special focus on hand hygiene in the COVID context

  3. Support government and UNICEF partners to document good practices, publication on sanitation and hygiene and analysis of data for evidence-based planning including the COVID context

  4. Support capacity building activities on KM, monitoring and new areas of UNICEF work and dissemination into state and country programmes

5. MAJOR TASKS TO BE ACCOMPLISHED

 

Specific tasks related to each deliverable include ensuring good communication and involvement with government stakeholders, private sector, and development agencies. Consultant will incorporate stakeholder comments into key documents and decisions. Consultant will need to spend considerable time ensuring key stakeholders are coordinating and come to agreement regarding key decisions. One on one meetings, small group discussions and workshops may be required. 05 key tasks are as follows:

 

1. Support state with costed roadmap for Hand Hygiene (Mobilizing Business, Innovation, Financing) that bridge COVID-19 response with longer term development plans of SBM (rural, urban), JJM, health, education, Industry etc

  • Develop costed roadmap for hand hygiene

  • Document Product Innovations and Business Solutions

  • Framework/strategies for scaling up Financing for Hygiene

  • Capacity development for demand generation, planning, monitoring and suitable supplies for future pandemics

2. Support government in private sector engagement (WASH4Work strategy), market assessment and sector financing and coordination and monitoring of the WASH KM functions

  • Updates for WASH situation analysis in WASH financing, private sector energumen, to inform the development of WASH-related outcome and output results.

  • Research and report on trends in WASH financing and market assessment, for use in programme development, management, monitoring, and evaluation. 

  • Support WASH programme with policies briefs and WASH financing strategies, Business cases and investment cases

 

3. Support programme monitoring and reporting on progress

  • Collect and document best practice and human-interest stories for reporting.

  • Draft all the reports and provide data analysis to inform on the accuracy of the reports by WASH programme and concerned department

  • Analyze WASH data and provide information for state support and orientations.

  • Facilitate and update all the WASH related online information tools and platforms (SharePoint, yammer, WASH in Emergency toolkit etc.) on a periodic basis and maintain up-to-date information of access and use

4. Support capacity building activities on KM and monitoring

  • Assist in the development, implementation, monitoring and documentation of WASH innovation (technical or systems). 

  • Assist in the preparation of learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.

  • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

  • Support in organizing learning and knowledge exchange events, virtual meetings and webinars for cross-regional and cross sectoral learning

5. Development of cutting-edge knowledge products in various areas of UNICEF WASH work. 

  • Prepare technical reports, briefs and inputs for programme preparation and documentation, ensuring accuracy, timeliness, and relevance of information in different areas of WASH

  • Assist in the identification of new ideas, research and knowledge in the WASH sector and develop a plan for collection and dissemination.

  • Connect with other organization and knowledge institutions that can support UNICEF’s effort in that direction.

  • Support in development of methodologies, tools in different areas of works in emerging areas

9. OFFICIAL TRAVEL INVOLVED (ITINERARY AND DURATION) NIL

 

The person is required to travel to districts as per the programme needs. Total 08 days of travel expected throughout the consultancy; but may vary depending on the request and kind of activity to be performed and the COVID pandemic.

 

10. ESTIMATED DURATION OF CONTRACT (FULL TIME)

Overall contract will be full time deliverable based for the approx. duration of 16.5 months, with a mandatory break of 15 days after 11.5 months.

Expected period of consultancy is from 01 August 2021 -31 December 2022

 

13. QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT (Please use as applicable)

Specifies the professional requirements of the individual for the assignment including required experience, skills and qualifications; Profile required (education, experience and working language(s))

  • Master’s degree in Management (finance, marketing, strategy, public health) / humanities (Economics, Anthropology, Psychology, Health Education, WASH), Knowledge Management)/ development studies/ communications/ disaster management or any other related discipline.

  • At least two years of working in monitoring and KM/ public health or environmental sciences domain, with demonstrated familiarity with the field

  • knowledge on water, sanitation, and hygiene, development financing in India, as well as demonstrated expertise in qualitative and quantitative research and publications, with practical experience in the adaptation and application of communication planning processes to specific programmes.

  • Proven ability to advocate and engage effectively with private sector, industry, national and state level officers of counterpart and other departments; experience of working with private sector, public-private partnerships  is an advantage

  • Experience in large-scale data management is highly desired

  • Previous experience working with UN / Government/ international agency will be an advantage

  • Excellent written and communication skills (English and Hindi), as well as presentation skills are mandatory for this position; applicant will be requested to submit writing samples

  • Ability to use computer software (i.e. MS Office including MS Access Database, G-Suite products, Adobe InDesign), do fundamental macros and C++ coding, and easily manoeuvre internet-related tasks is highly desired

14. SELECTION PROCESS:

 

Quality and Cost Based Selection (QCBS)                 

 

QCBS (Technical Evaluation Criteria – with weights for each criteria)

 

CVs of the potential candidates for the proposed positions shall be selected from the applications received through advertisement by UNICEF in agreed platforms. Thereafter, a Technical Desk Review (TDR) of the selected CVs would be done by a joint team of 03 persons Candidates shortlisted based on the TDR shall be interviewed by a joint panel of 3 persons. TDR and PI together will form the technical evaluation that would require minimum of 56 marks for opening of financial bid.

 

i. Weightage of Technical & Financial 80/20 (Technical / Financial)

 

ii. Technical Evaluation Criterion

 

The CVs selected from the open advertisement shall be reviewed along the first 3 points of the table provided below. This would be treated as the Technical Desk Review (TDR) for 50 marks. A Personal Interview (PI) of 30 marks shall be conducted for all the candidates shortlisted based on the TDR. TDR and PI together will form the Technical Evaluation of 80 marks out of the total 100 marks. Financial bid shall be opened for those candidates only who would be acquiring a minimum of 70% marks (56 Marks) out of the total 80 marks in the Technical Evaluation Balance 20 marks shall be used for the Financial Evaluation.
